How States Can React To The “Summer Of Flooding,” Increase Flood Insurance Coverage, And Improve Flood Resiliency, Perry S. Warren, Esq., Joseph P. Keller, Esq.
San Diego Journal of Climate & Energy Law
Summer 2025 was the United States’ “summer of flooding,” as shown by four one-in-1,000-year rainfall events that occurred during a single week in July. Because flood damage is not covered under a standard homeowners, renters, or commercial insurance policy, many individuals and businesses affected by these storms will face difficulties repairing their property unless they purchased flood insurance. As flood risks increase due to climate change, flood insurance will become increasingly unaffordable unless governments intervene.
In 2024, Pennsylvania became the first and only state that established a Flood Insurance Premium Assistance Task Force. The Task Force issued nine recommendations calculated …

Stormwater ponds help address flooding and partially mitigate nutrient pollution while sometimes serving as a central landscape element in community parks. In underserved urban communities, however, stormwater ponds are sometimes neglected and underutilized, leading to public health and environmental justice challenges. Our research in Tampa, Florida, seeks to develop pathways for residents and other stakeholders to collaboratively co-design infrastructure interventions and pondscape redevelopment for neglected stormwater ponds. Drawing on ethnographic and participatory methods as well as environmental assessment and modeling, we are working with residents of one pond community on cleanup and redevelopment strategies. The Myth Of Babel In Renaissance Reflections On Language, Oum El Banine Zhiri

This article examines the role of the myth of Babel in Renaissance reflections on language. Focusing on Claude Duret’s encyclopedic work on the history and diversity of languages, it analyzes how Renaissance thought reinterpreted the biblical account of Babel in relation to the search for an original, universal, and perfect language. The study discusses the central place accorded to Hebrew, the influence of Christian Kabbalah, and the tension between theological explanations of linguistic diversity and emerging humanist, historical, and anthropological approaches to languages. The first production of a Greek drama in North America has been a subject of scholarly debate for at least the last century. Some reference late eighteenth-century theater productions of Medea as the origin of the trend, some the Bowery’s 1834 Oedipus, some the 1845 Philadelphia Antigone, and many Harvard University’s 1881 Oedipus Tyrannus. Due to the large number of sources claiming Harvard’s Oedipus as the kickoff production, likely in part because of its massive success and subsequent inspired productions and news articles, there lacks sufficient discussion on what earlier North American stagings of Greek plays can …

Colonial To Neoliberal Governmentality In Monument Governance: Shifting Positionalities Of The Monument Adjacent Communities In India, Ujal Kumar Mookherjee, Shreyasi Bhattacharya

Organised monument governance in India began during the colonial rule. The colonial governance enterprise was bureaucratic and worked through stringent laws which often came down heavily on the monument-adjacent communities. The totalising nature of Indian colonial governmentality fractured the local community, disabling their engagement with the State either as civil society, as individuals or as social groups, while on the other hand enabling such engagement through a “community” constructed on religious lines. Colonial continuities in monument governance meant that a roughly similar position continued in the post-colony. The United States' history of treatment toward Latino immigrants has been shaped by anti-immigrant sentiment and exploitative labor practices, creating psychological violence that harms their families' well-being. Although previous research has examined anti-immigrant sentiment, labor conditions, and familismo among Latinos, these areas are often studied in isolation, with limited attention to their intersections and how they are experienced across generations. Informed by history, prior research, and my lived experiences, this study qualitatively explored the intersections of anti-immigrant sentiment and parents' manual labor to understand how these contexts shape familismo and well-being among Latino immigrant families. Inspired by the author’s work with the mapping team for the Eastern Washington University Racial Covenants Project, this project uses additional GIS layers to reveal the enduring imprint of historic racial exclusion on today’s urban landscape. Spokane, Washington’s landscape, like many urban areas across the country, bears the imprint of racial exclusion through mechanisms such as restrictive covenants and redlining. This project examines how racial covenants and red lining layers relate to current brownfield and superfund sites to shape Spokane’s long-term environmental injustice. Using digitized property records, historic zoning maps, and GIS spatial analysis, this project demonstrates that historically red …

Regimes Of Pain: Violence, Silence, And The Reproduction Of Power In Indonesia, Andi Achdian, Erna Ermawati Chotim

This article examines political violence in Indonesia as a continuing mode of governance that extends beyond periods of open repression. Focusing on three historical episodes—the mass violence of 1965–1966, militarised rule in Aceh during the Military Operations Zone, and the racialised violence of May 1998—it argues that violence does not disappear after formal repression ends, but is reorganised within everyday life through bodily injury, social silence, fear, and learned endurance. To explain this process, the article develops the concept of regimes of pain, defined as forms of power that produce and normalise bodily suffering in order to sustain political order. …

Tel Shor: Jewelry, Dress And Cosmetic Articles From Three Persian Burials, Amir Golani, Eli Yannai

The excavation northwest of Tel Shor exposed the partial remains of a Persian-period cemetery. Within the burial site were three intact tombs, two belonging to adult females and one to a child of undetermined sex. The burial goods include a rich corpus of jewelry, comprising earrings and finger rings, pendants, beads for necklaces and a few dress and cosmetic articles. The good state of preservation of the tombs allowed the funerary items to be studied in their archaeological context. Two of the tombs were exceptionally rich in finds, indicating the high social status of the deceased.

Among the glass vessels from Tel Shor is a cast bowl adorned with beaded decoration, dated to the late Hellenistic period, which contributes to the currently meager data on the distribution of this quite rare type. A third-century CE bottle, unearthed alongside a Roman-period clay bottle, supports the attribution of the tomb in which they were found to the Roman period.

The excavation at Tel Shor yielded three closely dated stamped amphora handles: two Rhodian, dating to 158–137 BCE, and one Knidian, dating to the third quarter of the second century BCE.

A salvage excavation c. 50 m northwest of Tel Shor uncovered a cemetery dating to the Persian period, as well as two Iron Age graves and one Roman-period grave that overlies a Persian-period cist grave. Pottery sherds dating from the late Chalcolithic period, the Early, Intermediate and Middle Bronze Ages and the Iron Age were also found, indicating settlement at the site from the fourth millennium BCE through the Persian period. Above the Persian-period cemetery stratum were a settlement surface and refuse heaps dating from the Hellenistic period. The Roman-period grave may indicate that the area continued to serve as …

This research investigates how faculty at Christian higher education interpret the impact of expected recordkeeping and reporting. The purpose of this study is to explore the perceptions and expectations of recordkeeping and reporting that impact job satisfaction. By examining recordkeeping and reporting and the influence of culture as key factors affecting job satisfaction in Christian higher education, insights were gathered through six faculty member interviews. The data were collected through semi-structured interviews, journals, and discussion board posts. Abstract
This study explored the lived experiences of faculty members in a Christian higher education (CHE) institution located in the southeastern region of the United States. Mentoring and advising were defined within the research as they pertain to CHE. Herzberg et al.’s (1959) two-factor model was the theoretical framework of this qualitative phenomenological study. The study examined how perceptions of mentoring and advising related to job satisfaction. Six participants completed interviews, asynchronous written discussions, and individual journal entries. Using Moustakas’ (1994) transcendental phenomenological approach, five themes were revealed: Student Impact, Relationship Development, Life Experience Mentorship, Christian Identity, and Fulfillment. I have served in leadership as an elder/shepherd at the Cedar Lane Church of Christ in Tullahoma, Tennessee, since 2011. Before serving in this leadership position, I was in full-time ministry with churches of Christ from 1982 to 2005 (as a youth minister, education minister, and preaching minister). Since 2007, I have been a public educator, first as a High School Civics teacher and now as a Middle School Social Studies teacher. This project focused on the continued development of Maya Roots, a mobile and web-based platform designed for farmers in Tahcabo: a rural agricultural community located in Yucatán, Mexico. Yucatán faces unique agricultural challenges due to its karst limestone terrain and highly variable land conditions that can significantly impact farming outcomes. At the same time, traditional agricultural knowledge such as Milpa farming practices is increasingly at risk of being lost across generations. Black women in French Orientalist paintings have been portrayed as hypersexual, subservient, and used as props to highlight the presence of their white and Arab counterparts. These depictions of Black women represent early discriminatory ideas about Black Africans that emerged in the same era through racial science. Though partially deconstructed today, these early conceptions of Black women continue to be reinforced and impact modern perceptions of Black women in French society. There is notably much less research dedicated to the historical role of the image of Black women in France compared to research on Black men and Arab women. This …

The Pie Thief (And Friends): Ethnographic Microanalysis Of Peer Interactions Involving Children With Highly Unintelligible Speech: A Descriptive Study, Katherine Anne Mcquitty Hays

This dissertation is an ethnographic microanalysis investigating how children with highly unintelligible speech accomplish a range of social actions when interacting with their peers. Detailed transcription of multimodal communications of peers interacting in the context of a 9-day summer therapy camp yield profiles of two participants of interest, each with approximately 30-40% speech intelligibility. Domain analysis and taxonomy organize data for the purposes of comparative analysis across transcribed durations of peer conversation and peer play. Findings indicate pervasive pragmatic impacts as well as effective uses of multimodal means within interactional frames and schemas. Clinical implications include consideration of AAC optimization …

The impact of online social influence on social learning, health behaviour and population health is a new, rapidly developing area of study. Previous research focused specifically on digital influencers suggests they may be able to affect group-level diffusion of health-protective behaviours such that they modify epidemic outcomes. However, formal models have yet to test the intuitive hypothesis that the effect of digital influencers is sufficient to generate tangible real-world effects on epidemics. We develop an agent-based model that incorporates digital influencers into an epidemic scenario to test hypotheses about how competing influence messages affect the diffusion of health-protective behaviours throughout …
