When one reflects on the sorry condition of America’s finances one has to wonder why there is such resistance to fiscal discipline. Is it merely because there is an obstreperous group in the US Congress who cannot abide any tax? Hierarchy And Heterogeneity: How To Read A Statute In A Lower Court, Aaron-Andrew P. Bruhl

Is statutory interpretation an activity that all courts should perform the same way? Courts and commentators implicitly so conclude. I believe that conclusion is wrong. Statutory interpretation is a court-specific activity that should differ according to the institutional circumstances of the interpreting court. The U.S. Supreme Court is not the model all other courts should emulate.
I identify three kinds of institutional differences between courts that bear on which interpretive methods are appropriate: (1) the court’s place in the hierarchical structure of appellate review, (2) the court’s technical capacity and resources, and (3) the court’s democratic pedigree, particularly as reflected …

Us Government Efforts To Repair Its Image After The 2008 Financial Crisis, Andrea A. Chua, Augustine Pang

Globalization has intensified the interaction and interdependency among countries. The need to maintain good reputation and establish good relationships should dominate public diplomacy efforts (Hiebert, 2005). Using the US financial crisis 2008 as a case study, this study examines how the world's only superpower repaired its image when it was accused of triggering the financial meltdown that impacted the world economy. Few studies have examined repair strategies by nations. The need to undertake more empirical research to understand how the image-rebuilding rhetoric can aid diplomatic efforts remains relevant today.

This Article deals with the theory and practice of sovereignty from the perspective of a trend in theoretical perspectives as well as the relevant trend in practice. The Article provides a survey of the leading thinkers’ and philosophers’ views on the nature and importance of sovereignty. The concept of sovereignty is exceedingly complex. Unpacking its meanings and uses over time is challenging. An aspect of this challenge is that the discourse about sovereignty is vibrant among diverse policy, academic, and political constituencies. This article aims to trace the progress of establishing mediation accreditation in Australia and the United States. Part II briefly describes how each country came to the decision of exploring the necessity of national mediator certification, and also illustrates the proposed designs for the Australian certification program and U.S. certification program recommended by the ACR. Part III suggests possible reasons for why the U.S. has failed to implement the mediator certification program proposed by the ACR while Australia is moving forward to establish their system. NotiEn: An Analytical Digest About Energy Issues in Latin America
In an unprecedented act of cooperation in the energy sector, the US and Mexican governments signed an agreement establishing a framework for US energy companies to work jointly with the state run oil company PEMEX to develop oil and gas resources in the deep waters of the Gulf of Mexico. The agreement eases a dispute between Mexico and the US about ownership of reserves along a common boundary in the Gulf of Mexico, potentially opening more than 1 million acres to deepwater drilling. The goals of many interprofessional programs involvechanging students' attitudes. Jefferson Attitudes towardChronic Illness Survey (Jefferson CIS), which has beenused to assess the attitudes of perceptions toward chronicillness care of nearly 2,000 Jefferson students since 2007,provides a case study of some of the best practices used todevelop a credible tool to evaluate attitudinal changefollowing curricula designed to improve chronic illnesscare skills. Previous work demonstrates that healthprofessionals and students often report negative biasestowards care of those with chronic illness or disability.1,2,3 Although the details are available elsewhere,4 thefollowing highlights key methods and representativefindings from the initial validation study for the Survey.

According to Office of Refugee Resettlement (ORR) data,Pennsylvania received 2,155 refugees during the 2009 fiscalyear.1 The primary countries of origin of these refugees wereBurma, Bhutan, and Iraq. The number of refugees whoresettled to Philadelphia County in 2009 totaled 597 persons.The nationalities of the refugees who resettled to PhiladelphiaCounty are representative of state statistics.
