The Politics Of U.S. Government Debt Accumulation, Carlos Ignacio García Jiménez Jan 2014

The Politics Of U.S. Government Debt Accumulation, Carlos Ignacio García Jiménez

LSU Master's Theses

The political factors influencing the observed patterns of federal government debt accumulation of The United States of America are investigated. Previous research has found that the political context may condition fiscal policy and macroeconomic fluctuations; however, it remains unclear as to what political components have effects on the government debt accumulation process, and how it is impacted by these factors. Thus, this research proposes a set of questions and hypotheses that aim to understand such process, and specifically how it may be affected by partisan control of political institutions, electoral considerations, Congressional ideology and political polarization, in conjunction with economic …

A Political And Historic Analysis Of The Relationship Between The United States And Saudi Arabia: How The Relationship Between The United States And Saudi Arabia Has Influenced U.S. Foreign Policy In The Middle East, Caitlin Baalke

Honors Projects

This research discusses the importance of the relationship between the United States and Saudi Arabia and how this relationship has influenced and shaped U.S. foreign policy in the Middle East. The relationship is framed by the international relations theory of neoclassical realism and the institutions theory of critical junctures. Through this framework, a historical and political case study is performed, analyzing the antithesis that the relationship has continued throughout history because of economic interests and oil. This paper discusses the alternative hypotheses and the other factors that have played an important role in U.S. foreign policy in the Middle East, …

The Modern Streetcar In The United States: Do Cities Have The Information Needed To Make Informed Choices?, Elle Hull Jan 2014

The Modern Streetcar In The United States: Do Cities Have The Information Needed To Make Informed Choices?, Elle Hull

MPA/MPP/MPFM Capstone Projects

Streetcars have made a comeback in cities in North American in the last several decades; there are now over 45 cities operating, building, or planning streetcars. The majority of these streetcars are viewed primarily as catalysts for economic development, rather than as a means of public transportation. However, the streetcar’s claim of promoting development is backed by surprisingly little evidence.

Although carrying out an analysis of the impact of streetcars on economic development is beyond the scope of this paper due to problems with data availability, methods of performing such an analysis are discussed. This includes a list of cities …

The Effect Of Adopting Right To Work Laws: A Paired State Approach, Johnny Xu Jan 2014

The Effect Of Adopting Right To Work Laws: A Paired State Approach, Johnny Xu

MPA/MPP/MPFM Capstone Projects

The issue of unionization is an enduring one both politically and economically. A major subset within union studies deal with so-called “right-to-work laws.” States with right to work laws are concentrated heavily in the South and in the Plains states and have been that way since the 1940s or 1950s. The most recent additions of right-to-work states are Indiana and Michigan both in 2012. This paper will contribute to the debate by creating a new and novel dataset to analyze what the effects of adopting right to work laws are for a state over time as well as between a …

Teach The Women Well: Education Equality Is Key To Preventing Modern Day Slavery Of Women And Girls., Katharine A. Drummong Jan 2014

Teach The Women Well: Education Equality Is Key To Preventing Modern Day Slavery Of Women And Girls., Katharine A. Drummong

The Scholar: St. Mary's Law Review on Race and Social Justice

The key to ending modern-day slavery of women and girls requires placing further support for education initiatives in origin countries. A pro-education approach has yielded the greatest return. Since the beginning of civilization to the present, people have been trafficked and enslaved. Movements to abolish slavery gained momentum at the beginning of the nineteenth century: Great Britain outlawed slave trading in 1807, the United States abolished slavery in 1865, the League of Nations enacted a treaty calling for the end of slavery in 1926, and the efforts have strengthened in modern times. The United States’ Trafficking Victims Protection Act (TVPA) …

Communication Disorders Faculty Publications

This chapter addresses Spanish-speaking, English Language Learners (ELLs) in the United States (U.S.) who are sequential bilinguals; that is, oral and written English is acquired as a second language (L2) at school. Within this population, substantial variation exists with regard to individual students’ language and literacy learning experiences. The specific focus here is the writing patterns of ELLs with atypical language development, who often present with multiple complexities in authenticating their language learning profiles in both Spanish and English.

Behavioral Traits And Airport Type Affect Mammal Incidents With U.S. Civil Aircraft, Kristin B. Schwarz, Jerrold L. Belant, James A. Martin, Travis L. Devault, Guiming Wang

United States Department of Agriculture Wildlife Services: Staff Publications

Wildlife incidents with aircraft cost the United States (U.S.) civil aviation industry >US$1.4 billion in estimated damages and loss of revenue from 1990 to 2009. Although terrestrial mammals represented only 2.3 % of wildlife incidents, damage to aircraft occurred in 59 % of mammal incidents. We examined mammal incidents (excluding bats) at all airports in the Federal Aviation Administration (FAA) National Wildlife Strike Database from 1990 to 2010 to characterize these incidents by airport type: Part-139 certified (certificated) and general aviation (GA). We also calculated relative hazard scores for species most frequently involved in incidents. We found certificated airports had …

Federalism As A Way Station: Windsor As Exemplar Of Doctrine In Motion, Neil S. Siegel Jan 2014

Federalism As A Way Station: Windsor As Exemplar Of Doctrine In Motion, Neil S. Siegel

Faculty Scholarship

This Article asks what the Supreme Court’s opinion in United States v. Windsor stands for. It first shows that the opinion leans in the direction of marriage equality but ultimately resists any dispositive “equality” or “federalism” interpretation. The Article next examines why the opinion seems intended to preserve for itself a Delphic obscurity. The Article reads Windsor as an exemplar of what judicial opinions may look like in transition periods, when a Bickelian Court seeks to invite, not end, a national conversation, and to nudge it in a certain direction. In such times, federalism rhetoric—like manipulating the tiers of scrutiny …

From Arbitrariness To Coherency In Sentencing: Reducing The Rate Of Imprisonment And Crime While Saving Billions Of Taxpayer Dollars, Mirko Bagaric

Michigan Journal of Race and Law

Dealing with criminals and preventing crime is a paramount public policy issue. Sentencing law and practice is the means through which we ultimately deal with criminal offenders. Despite its importance and wide-ranging reforms in recent decades, sentencing remains an intellectual and normative wasteland. This has resulted in serious human rights violations of both criminals and victims, incalculable public revenue wastage, and a failure to implement effective measures to reduce crime. This Article attempts to bridge the gulf that exists between knowledge and practice in sentencing and lays the groundwork for a fair and efficient sentencing system. The Article focuses on …
