In the United States, university archives are part of the university organizational structure. The archives can be formed strictly of permanent university records or can also include the personal papers of individuals related to the university, most often faculty, but also administrators and students/alumni. In addition, by law, the records produced by American public universities--including many of the personal papers acquired by public university archives--are also public records, which must be appraised using their specific state-mandated records retention schedule.
The main goal of the schedule is to manage the current and non-current records of the organization in order to mitigate …

The Patient Protection and Affordable Care Act, better known as Obamacare, is the most significant US social policy reform in half a century, and the most politically fractious. Since the law was signed by President Obama, Republicans have mobilised against it, using courts and state governments to undermine the implementation of the legislation, which was set to unfold gradually over a nine‐year period. As we describe in this article, however, the beginning of the Trump presidency in January 2017 marked a turning point in the politics of Obamacare. PURPOSE: To prospectively assess the Sentry bioconvertible inferior vena cava (IVC) filter in patients requiring temporary protection against pulmonary embolism (PE).
MATERIALS AND METHODS: At 23 sites, 129 patients with documented deep vein thrombosis (DVT) or PE, or at temporary risk of developing DVT or PE, unable to use anticoagulation were enrolled. The primary end point was clinical success, including successful filter deployment, freedom from new symptomatic PE through 60 days before filter bioconversion, and 6-month freedom from filter-related complications. Patients were monitored by means of radiography, computerized tomography (CT), and CT venography to assess filtering configuration through 60 days, …

The purpose of the qualitative self-report study is to further explore the perceptions and practices of German and American recipients of healthcare within rural areas in regard to barriers currently faced in accessing healthcare, possible reform of care practices, the current state of utilization of health system, and representative introduction of innovative methods. If studied, these factors allow healthcare directors, local and national governments, and the patients themselves to access information that supports informed planning and decision making. Despite the urgent need for new, effective antibiotics, few antibiotics of value have entered the market during the past decades. Therefore, incentives have been developed to stimulate antibiotic R&D. For these incentives to be effective, geographic availability for recently approved antibiotics needs to be better understood. In this study, we analyze geographic availability and market introduction of antibiotics approved between 1999 and 2014.

Hunger-strikes present a challenge to state authority and abuse from powerless individuals with limited access to various forms of protest and speech—those in detention. For as long as hunger-strikes have occurred throughout history, governments have force-fed strikers out of a stated obligation to preserve life. Some of the earliest known hunger-strikers, British suffragettes, were force-fed and even died as a result of these invasive procedures during the second half of the 19th century.

The history of U.S.-Southeast Asian relations during the Cold War is dominated by studies of American involvement in Vietnam. If understandable, this state of affairs is nevertheless regrettable. For, even though U.S. cold warriors viewed the fates of Southeast Asia’s states as interconnected and pursued a containment strategy focused on the entire region, scholars of U.S. foreign relations with Southeast Asia pay outsized attention to Vietnam. There remain disappointingly few major works on U.S.-Indonesian relations despite years of American interference in Indonesia due to its huge population, the one-time prominence of its Beijing-oriented communist party, and firm American support for …

Mentally ill individuals are being housed in prisons and jails throughout the country. Due to decreased funding and overpopulation of correctional facilities, individuals with pre-existing illnesses, as well as others who develop illnesses, are in severe need of mental health services and punished for their ailments through the use of solitary confinement, long prison sentences, and lack of care. The stress created by such conditions is amplified for mentally ill prisoners who are awaiting execution or the dismissal of their death row sentences. Christopher Worthman explores the defining characteristics of pre-K through 12th grade Vincentian teacher preparation and how it can ready teachers, regardless of their faith, to teach all student populations in all schools. He explains how the American preoccupation with accountability and standardization in schools is a social justice issue. To discern principles of Vincentian preparation, he uses the work of modern Vincentian scholars and draws on examples from the educational efforts of Vincent de Paul, Louise de Marillac, Marguerite Naseau, Frederic Ozanam, and Elizabeth Seton. BACKGROUND: Infectious complications related to deployment trauma significantly contribute to the morbidity and mortality of wounded service members. The Trauma Infectious Disease Outcomes Study (TIDOS) collects data on US military personnel injured in Iraq and Afghanistan in an observational cohort study of infectious complications. Patients enrolled in TIDOS may also consent to follow-up through the Department of Veterans Affairs (VA). We present data from the first 337 TIDOS enrollees to receive VA healthcare.

Following a sharp increase in the number of border arrivals from the violence-torn countries of Guatemala, El Salvador, and Honduras in the spring and summer of 2014, the United States quickly implemented a strategy designed to prevent such surges by enhancing its detention and deportation efforts. In this article, we examine the emigration decision for citizens living in the high-crime contexts of northern Central America. First, through analysis of survey data across Guatemala, El Salvador, and Honduras, we explore the role crime victimization plays in leading residents of these countries to consider emigration. Labor Market Effects Of U.S. Sick Pay Mandates, Stefan Pichler, Nicolas R. Ziebarth

This paper exploits temporal and spatial variation in the implementation of nine-city- and four state-level U.S. sick pay mandates to assess their labor market consequences. We use the synthetic control group method and traditional difference-in-differences models along with the Quarterly Census of Employment and Wages to estimate the causal effects of mandated sick pay on employment and wages. We do not find much evidence that employment or wages were significantly affected by the mandates that typically allow employees to earn one hour of paid sick leave per work week, up to seven days per year. The Armed Career Criminal Act and United States Sentencing Guidelines prescribe sentence enhancements based upon a defendant’s prior convictions. In particular, these federal sentencing tools contain violent felony provisions that outline the requirements a state criminal statute must satisfy for a conviction to constitute a violent felony, making the convicted person eligible for a federal sentence enhancement. However, the Supreme Court’s holdings in Johnson v. United States, 559 U.S. 133 (2010) and Johnson v. United States, 135 S. Ct. 2551 (2015) severely limited the scope of both sentencing tools’ violent felony provisions, making it more difficult for certain crimes to …

A local immune response has been implicated in the pathogenesis of age-related macular degeneration (AMD), but it is unclear if systemic immunosuppressive/immunomodulatory therapy (IMT) protects against the onset and/or progression of AMD. We performed a retrospective cohort study using a Cox proportional hazards model of two cohorts. Cohort 1 included patients with stage V chronic kidney disease (CKD) status post kidney transplantation, on at least one IMT agent, and older than 50. Cohort 2 included patients with stage IV or V CKD who had not undergone kidney transplantation, were not on IMT, and were older than 50. The main outcomes …

This Article begins with a brief summary of the scientific basis of creating GMOs and its historic precursors. The second section provides an overview of risks to humans and the environment. The third part of this Article analyzes the arguments put forward by both the United States and the E.U., which have defined the conflict between blocs of countries pushing GMOs abroad and those who persistently reject them. The fourth section evaluates the respective regulatory schemes imposed on GMOs by the United States and Europe, domestically and by international treaty. Courts in England and the United States have traditionally adopted different approaches to the question of valuation in debt restructuring cases. In England, courts have tended to determine whether to approve the allocation of equity in a debt restructuring by reference to the amounts creditors would have received if no debt restructuring had been agreed. The company has typically argued that if no debt restructuring had been agreed either the business or the assets would have been sold. Over the last two decades, in many jurisdictions great emphasis has been placed on directors’ fiduciary duties when a corporation is insolvent or in the amorphous “zone of insolvency”; notably, to investigate whether the directors should continue to promote the best interests of the corporation for the benefits of its shareholders, or whether their duties shift to creditors.
The resolution of this ubiquitous issue will help to answer the following questions: Do creditors have standing to pursue claims for breach of fiduciary duties in the insolvency scenario? And, if they do, is it direct or derivative standing?

This article recounts the experience of a professional historian in being given the keys to the kingdom: access to the classified vaults of Britain’s Joint Intelligence Committee. This article includes some of the problems in having access, but complying with the sensitivities around official accounts, difficulties in writing a global history, or trying to make the work of a committee interesting and accessible, and of trying to determine the impact of intelligence on policy.
