In 1998, the Department of Defense in the United States released the first of a series of seminal policies on Information Operations (IO). Entitled Joint Publication 3-13, this instruction laid out for the first time, in an unclassified format, how the American military forces could utilise this particular element of power. As a relative newly defined activity, this publication proposed to revolutionise the manner in which warfare, diplomacy, business and a number of other areas are conducted. This study examines the creation of the United States Information Agency (USIA) under the guidance of President Dwight D. Eisenhower and looks at the place of the Agency in the "New Look." The US Information Agency was an important "soft" tool in the American struggle with the Soviet Union for preponderant influence around the world and played a part in the American effort to maintain the balance between the Communist and Free worlds. For those of us old enough to recall the anti-war testimony of Vietnam vets during the early 1970s, reading the chilling report by Hedges and Al-Arian on the attitudes of Iraq war vets is shocking, and yet not surprising. It is shocking because of the eyewitness confirmation of cruelty and lethal brutality on a regular basis in the interactions between the coalition army of occupation and Iraqi civilian society. American GIs who liberated Dachau from the Nazis in April 1945 exist in our collective memory as iconic representations of the American soldier-hero: competent and capable, disciplined, principled and fundamentally good. From their collective example, we expect American soldiers to reveal, report, and excoriate war crimes. This makes it difficult to acknowledge that Americans may also commit war crimes—and on a regular basis.

Mahmood Mamdani is right to complain that the American—and international—public is unaware of the political complexity of the Darfur conflict. He is also right to point out that selective or inconsistent uses of the terms “genocide,” “civil war,” and “insurgency” can mask covert, or even overt, political agendas. The goal of this thesis is to restore complexity, normalcy, and the later development of racism to the history and culture of slavery in New Hampshire. In addition to its role as a normal aspect of life in a hierarchical Atlantic world, slavery in New Hampshire gave birth to both racism and racial consciousness after its gradual demise in the state. The roots of slavery, the acculturation of different populations, changing interpretations of the state's history of slavery, and contemporary examples of its influence are presented here in an effort to correct the perception that slavery was inconsequential in the …

Removal---or, the exile and forced migration of marginalized cultural and racial groups from one region of the British Empire and, later, the United States, to another less volatile region---emerged as a key tool in the construction of the Anglo-American Atlantic World. British officials used removal to secure the empire, ridding the realm of Catholic menaces, black insurgents, challenges to the throne and the brutal conflicts between English colonists and Native Americans. American leaders, after the conclusion of the American Revolution, viewed removal as a viable solution to the problem of slavery and the potential troubles induced by freeing the slaves. …
