2008-2009 Automotive Bridge Loans For Chrysler And Gm, Alexander Nye Mar 2020

2008-2009 Automotive Bridge Loans For Chrysler And Gm, Alexander Nye

Documents

In fall of 2008, America's Big Three automakers neared their breaking point. Two of them, General Motors (GM) and Chrysler, asked Congress for funding to prevent uncontrolled bankruptcies. Policymakers realized these uncontrolled bankruptcies would damage the manufacturing sector. Congress considered but failed to pass, a framework conditioning short-term financing on the companies producing acceptable restructuring plans. With the companies warning that they could not survive the coming presidential transition, on December 19, 2008, President Bush announced the Automotive Industry Financing Program under the authority of the Emergency Economic Stability Act of 2008, which made up to $17.4 billion available to …

Analysis On Addiction And Opioid Crisis: Implications And Solutions, Bhavika Korat Mar 2020

Analysis On Addiction And Opioid Crisis: Implications And Solutions, Bhavika Korat

Electronic Theses, Projects, and Dissertations

Opioids have become a popular way of pain management treatment over the past decades and although they have proven to be very successful to treat pain, they require serious attention as they have become the cause of addiction and overdose deaths. Opioid overdose costs the US government $78.5 billion each year. This project exhibits the background on opioids, the different types of opioids and their role in the addiction and overdose epidemic. The objective behind this project was to demonstrate what kind of people are more vulnerable to addiction and overdose.

This project shows the statistics of opioid overdose deaths …

Judging "Under Fire" And The Retreat To Facts, Allison Orr Larsen Mar 2020

Judging "Under Fire" And The Retreat To Facts, Allison Orr Larsen

William & Mary Law Review

Americans tend to worry about how our current polarized political climate will affect the legitimacy of our courts. Often overlooked in this important conversation is a discussion about what a toxic political dialogue can do—and in fact is doing—to the construction of the law itself. This Article will begin to make the case that judicial decisions themselves change as a result of high-intensity politics. Specifically, I will argue that when judges are “under fire” (to borrow a phrase from Planned Parenthood v. Casey), they tend to cloak their decisions in factual observations about the world that seem neutral and objective, …

Thoroughbred Racehorse Welfare Through The Lens Of ‘Social License To Operate—With An Emphasis On A U.S. Perspective, Camie Heleski, C. Jill Stowe, Julie Fiedler, Michael L. Peterson, Colleen Brady, Carissa Wickens, James N. Macleod Feb 2020

Macleod

Agricultural Economics Faculty Publications

This review addresses the question of whether Thoroughbred horse racing is sustainable in the context of current social values. A recently acknowledged framework, known as ‘Social License to Operate’ (SLO), provides us with a lens through which to view and assess racehorse welfare. In multiple surveys of the general public, the horse owning public, and university students, the primary topics of concern regarding Thoroughbred racing show considerable concordance: concern about catastrophic injuries—particularly as related to track surfaces, concern over the racing of two-year-olds, whip use by jockeys, drug/medication policies, and aftercare opportunities for retired Thoroughbred racehorses. Legitimacy of an industry, …

Congenital Chagas Disease In The United States: The Effect Of Commercially Priced Benznidazole On Costs And Benefits Of Maternal Screening, Victoria Perez-Zetune, Stephanie R. Bialek, Susan P. Montgomery, Eileen Stillwaggon Feb 2020

Congenital Chagas Disease In The United States: The Effect Of Commercially Priced Benznidazole On Costs And Benefits Of Maternal Screening, Victoria Perez-Zetune, Stephanie R. Bialek, Susan P. Montgomery, Eileen Stillwaggon

Economics Faculty Publications

Chagas disease, caused by Trypanosoma cruzi, is transmitted by insect vectors, and through transfusions, transplants, insect feces in food, and mother to child during gestation. An estimated 30% of infected persons will develop lifelong, potentially fatal cardiac or digestive complications. Treatment of infants with benznidazole is highly efficacious in eliminating infection. This work evaluates the costs of maternal screening and infant testing and treatment for Chagas disease in the United States, including the cost of commercially available benznidazole. We compare costs of testing and treatment for mothers and infants with the lifetime societal costs without testing and consequent morbidity and …

How Hard Can This Be? The Dearth Of U.S. Tax Treaties With Latin America, Patricia A. Brown Feb 2020

How Hard Can This Be? The Dearth Of U.S. Tax Treaties With Latin America, Patricia A. Brown

University of Miami Law Review

The United States has fewer tax treaties with countries in Latin America and the Caribbean than the United Kingdom, France, Germany, Spain and even China have with such countries. After first describing ways in which tax treaties reduce barriers to cross-border trade and investment, this Article considers in turn various possible explanations for this situation. It examines, and rejects, the hypothesis that Latin American countries are reluctant to enter into tax treaties in general. It then considers, and rejects, the possibility that Latin American countries are opposed to in-creased trade and investment from the United States in particular. It then …

Nonstate Actors And Anti-Access/Area Denial Strategies: The Coming Challenge, Jean-Loup Samaan Dr. Feb 2020

Nonstate Actors And Anti-Access/Area Denial Strategies: The Coming Challenge, Jean-Loup Samaan Dr.

Books, Monographs & Collaborative Studies

This monograph explores the emerging challenge of nonstate actors’ anti-access and area denial (A2/AD) strategies and their implications for the United States and its allies by looking at two regions, the Middle East and Eastern Europe, with case studies such as Hezbollah in Lebanon, Hamas in the Gaza Strip, the Houthis in Yemen, and separatist groups in Ukraine. The historical monopoly of states over precision-guided munitions has eroded, and this evolution eventually challenges the ability of the most advanced militaries to operate in specific environments. As they gain greater access to advanced military technology, some nonstate actors increasingly lean toward …

Are Men Who Pay For Sex Sexist? Masculinity And Client Attitudes Toward Gender Role Equality In Different Prostitution Markets, Barbara G. Brents, Takashi Yamashita, Andrew L. Spivak, Olesya Venger, Christina Parreira, Alessandra Lanti Feb 2020

Are Men Who Pay For Sex Sexist? Masculinity And Client Attitudes Toward Gender Role Equality In Different Prostitution Markets, Barbara G. Brents, Takashi Yamashita, Andrew L. Spivak, Olesya Venger, Christina Parreira, Alessandra Lanti

Sociology Faculty Research

Prostitution clients’ attitudes toward gender equality are important indicators of how masculinity relates to the demand for commercial sexual services. Research on male client misogyny has been inconclusive, and few studies compare men in different markets. Using an online survey of 519 clients of sexual services, we examine whether male client attitudes toward gender role equality are related to the main methods customers used to access prostitution services (i.e., through print or online media vs. in-person contact). We found no differences among men in these markets in attitudes toward gender role equality in the workplace and home. This is in …

Their Cheese Has Holes But Their Gun Policy Doesn’T: A Review Of The Swiss Gun Policy Compared To The United States, Nikolaos Manuel Hernandez

University of Miami International and Comparative Law Review

“With the right to bear arms come a great responsibility to use caution and common sense on handgun purchases.” – Ronald Reagan

The left will say we need more gun control, the right will say it is our constitutional right to bear arms. Is one truly better than the other? Does the answer lie simply in gun education? This note will scrutinize the history of the Second Amendment to the United States Constitution as it relates to gun rights, gun laws, and gun violence. Next, this note will compare those rights, laws, and statistics to that of Switzerland. Switzerland’s gun …

Professionalizing The Iraqi Army: Us Engagement After The Islamic State, C. Anthony Pfaff Dr. Jan 2020

Professionalizing The Iraqi Army: Us Engagement After The Islamic State, C. Anthony Pfaff Dr.

Books, Monographs & Collaborative Studies

The United States has spent—and continues to spend—billions of dollars building Iraq’s military capabilities. Despite that fact, Iraq’s military performance, even after wresting control of its territory from the Islamic State, remains inconsistent at best. A survey of Iraqi military history suggests a pattern of strengths, weaknesses, and performance that includes courageous soldiers, cohesive units, incompetent leaders, divided loyalties, poor combat support, and weak institutions that have, on occasion, risen to the defense challenge. If the United States is going to be more successful in developing Iraqi military capabilities, it will need to change its approach to better account for …

We Need A Loud And Fractious Poor, Jeff Maskovsky, Frances Fox Piven Jan 2020

We Need A Loud And Fractious Poor, Jeff Maskovsky, Frances Fox Piven

Publications and Research

This article explores the political consequences of four decades of consistent humiliation of the poor by the most authoritative voices in the land, and offers insights into ways that new movements are creating spaces for poor people’s political voices to surface and become relevant again. Our specific concern is the challenge that the current humiliation regime poses to those who seek to revive radical, disruptive and fractious anti-poverty activism and politics. By humiliation regime, we mean a form of political violence that maltreats those classified popularly and politically as “the poor” by treating them as undeserving of citizenship, rights, public …

Turkey And The United States On The Brink: Implications For Nato And The Us-Turkish Strategic And Military Partnership, Kamal A. Beyoghlow Jan 2020

Turkey And The United States On The Brink: Implications For Nato And The Us-Turkish Strategic And Military Partnership, Kamal A. Beyoghlow

Books, Monographs & Collaborative Studies

This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion …

Ambassadors Extraordinary: Chester Bowles, B.K. Nehru, And Ambassadorial Agency In Indo-American Relations, 1961-1969, Sahaj Sankaran

Kaplan Senior Essay Prize for Use of Library Special Collections

The Cold War in the 1950s and 1960s placed newly-independent India in a liminal ideological position: as a committed representative democracy, India seemed a natural ally for the United States, but its socialist, planned economy was patterned on that of the Soviet Union. Pressed by both Cold War blocs to adopt an alignment, India’s leaders instead adopted a policy of ‘non-alignment’, pursuing good relations with both factions while maintaining independence in international affairs. India’s economic realities, however, belied this independence; the new nation was impoverished, with faltering industry and a failing agricultural sector. India’s survival and development in its first …

Handal, Annette Carreon-Fuentes, Alexandra Hernandez-Vallant, Mario J. Chavez, Felipe Rodriguez, Jessica R. Goodkind

Pediatrics Research and Scholarship

Immigration is at the forefront of national, state, and local policy struggles in the United States, and Latinx/@ immigrants have experienced increased deportations, detention, and individual threats. A mobilities perspective allows analysis to extend our view of migration beyond frameworks confined to pre- and postmigration, examining trajectories of social inclusion and exclusion that are influenced by multiple factors in the receiving country. The Immigrant Well-being Project, a community-based participatory research project involving university faculty, students, staff, and representatives from 4 community-based organizations (CBOs), was initiated in New Mexico in 2017 to better understand and promote Latinx/@ immigrant mental health and …

Studying The Longest ‘Legal’ U.S. Same-Sex Couples: A Case Of Lessons Learned, Esther D. Rothblum, Kimberly F. Basalm, Ellen D. B. Riggle, Sharon S. Rostosky, Robert E. Wickham

Political Science Faculty Publications

We review methodological opportunities and lessons learned in conducting a longitudinal, prospective study of same-sex couples with civil unions, recruited from a population-based sample, who were compared with same-sex couples in their friendship circle who did not have civil unions, and heterosexual married siblings and their spouse. At Time 1 (2002), Vermont was the only US state to provide legal recognition similar to marriage to same-sex couples; couples came from other US states and other countries to obtain a civil union. At Time 2 (2005), only one US state had legalized same-sex marriage, and at Time 3 (2013) about half …

Comparison Of Seldm Simulated Total-Phosphorus Concentrations With Ecological Impervious-Area Criteria, Lillian C. Jeznach, Gregory E. Granato Jan 2020

Comparison Of Seldm Simulated Total-Phosphorus Concentrations With Ecological Impervious-Area Criteria, Lillian C. Jeznach, Gregory E. Granato

Engineering, Computing & Construction Management Faculty Publications

Ecological studies indicate that impervious cover (IC) greater than approximately 5%–20% may have adverse effects on receiving-stream ecology. It is difficult to separate the effects of runoff quality from other effects of urbanization on receiving streams. This study presents the results of a numerical experiment to assess the effects of increasing IC on water quality using the Stochastic Empirical Loading and Dilution Model (SELDM). Hydrologic and physiographic variables representative of southern New England were used to simulate receiving water quality in a basin with IC ranging from 0.1% to 30%. Simulation results mirror the results of ecological studies; event mean …

Latinx – African American Relations: Understanding The Perceptions Of Faculty, Administrators And Students In Two College Campuses, Nadarajan Sethuraju, Luis A. Posas Jan 2020

Latinx – African American Relations: Understanding The Perceptions Of Faculty, Administrators And Students In Two College Campuses, Nadarajan Sethuraju, Luis A. Posas

Sociology Department Publications

This study examines the relationship between Latinxs and African Americans in two mid-size colleges located in the southwestern region of the United States. An empirical study was conducted including students, faculty, and administrators using a survey as the main methodological technique. Guided by the group position model advocated by Herber Blumer, this study found evidence for the prevalence of intra-group associations and group competition for access to resources. In this regard, the study documents the existing perception that African Americans have better access to resources in the two college campuses which supports the zero-sum hypothesis favoring members of this group. …

Seasons Past: Wildcat Strikes And The Smith-Connally Act During World War Ii, Andrew Robert Mccloskey Jan 2020

Seasons Past: Wildcat Strikes And The Smith-Connally Act During World War Ii, Andrew Robert Mccloskey

Graduate Theses, Dissertations, and Problem Reports (ETD)

This thesis explores the phenomenon of wildcat strikes during World War II in the United States, the raging public opinion about these wartime strikes, and the passage of the War Labor Disputes Act (popularly known as the Smith-Connally Act) of 1943. Broadly, this thesis examines the wellsprings of working-class anger and frustration which underscored the spontaneous wildcat strikes, the No-Strike Pledge, and the various factions within the public’s perception of these strikes. This thesis furthermore analyzes the congressional debate surrounding the SmithConnally Act and the American public’s reaction to the passage of this restrictive legislation. Finally, this thesis posits that …

Making A Dent, Emily Morwood Jan 2020

Making A Dent, Emily Morwood

Graduate Theses, Dissertations, and Problem Reports (ETD)

West Virginia’s opioid-related death rates have surpassed any other state since 2014, with projections that it will continue to do so. With the epidemic, largely negative and stereotypical accusations have come, which have led to “othering,” or the concept of making groups ‘other’ due to their differences. This documentary project’s purpose is to address those that have been put in those othered groups through the concept of Standpoint Theory, which argues that insiders to a situation should tell their stories, rather than outsiders. The project aimed to allow the participants to tell their perspectives on the epidemic as insiders in …

Reds, Whites, And Sulfites: Examining Different Organic Wine Regulation Practices In The United States And The European Union, Ryan Puszka Jan 2020

Reds, Whites, And Sulfites: Examining Different Organic Wine Regulation Practices In The United States And The European Union, Ryan Puszka

Northwestern Journal of International Law & Business

Abstract:

This note examines the history of regulation within the organic wine industry in the U.S. and the E.U. and explores the motivations behind the production of organic wine in these two regions. The variance in the historical significance of wine between these two regions is reflected in the contemporary differences between the two regions’ rules for organic wine certification. In 2012, the U.S. and the E.U. entered into a comprehensive organic equivalency agreement that covered nearly all organic agricultural products but due to significant differences in the two regions’ regulatory schemes concerning the inclusion of added sulfites in wine, …

Deployment And Travel Medicine Knowledge, Attitudes, Practices, And Outcomes Study (Kapos): Malaria Chemoprophylaxis Prescription Patterns In The Military Health System, Patrick W. Hickey, Indrani Mitra, Jamie Fraser, David Brett-Major, Mark S. Riddle, David R. Tribble Jan 2020

Deployment And Travel Medicine Knowledge, Attitudes, Practices, And Outcomes Study (Kapos): Malaria Chemoprophylaxis Prescription Patterns In The Military Health System, Patrick W. Hickey, Indrani Mitra, Jamie Fraser, David Brett-Major, Mark S. Riddle, David R. Tribble

Journal Articles: Epidemiology

The Deployment and Travel Medicine Knowledge, Attitudes, Practices, and Outcomes Study (KAPOS) examines the integrated relationship between provider and patient inputs and health outcomes associated with travel and deployments. This study describes malaria chemoprophylaxis prescribing patterns by medical providers within the U.S. Department of Defense's Military Health System and its network of civilian healthcare providers during a 5-year period. Chemoprophylaxis varied by practice setting, beneficiary status, and providers' travel medicine expertise. Whereas both civilian and military facilities prescribe an increasing proportion of atovaquone-proguanil, doxycycline remains the most prevalent antimalarial at military facility based practices. Civilian providers dispense higher rates of …
