In fiscal year 2002, approximately 5.8 million Americans borrowed $38 billion (USD) in federal student loans. This was more than triple the $11.7 billion borrowed in 1990. As a rule of thumb, tuition has been increasing at roughly double the rate of inflation in recent years. This troubling trend of accelerating tuition, coupled with the fact that real income has stagnated for men and increased only modestly for women over the past two decades, means that more and more students are going to need to turn to borrowed money to finance their degrees absent a radical restructuring of the postsecondary …

This Essay begins with an intentionally ambiguous title. Are comparisons to Canada relevant and useful for policy-makers in the United States and, if so, what lessons can we learn? Part II of this Essay highlights some of the risks and benefits of cross-border comparisons between the United States and Canada. In Part III, I analyze some of the key data points often cited in comparing the two health care systems. Part IV explores the current Canadian debate about private health insurance. Project ECHO Bibliography

Project Extension for Community Healthcare Outcomes (Project ECHO) is a telemedicine and distance-learning program designed to improve access to quality health care for New Mexicans with hepatitis C. Project ECHO links health-care providers from rural clinics, the Indian Health Service, and prisons with specialists at the University of New Mexico. At weekly clinics, partners present and discuss patients with hepatitis C with specialists. Partners can receive continuing education credits for participating. Since June 2003, 173 hepatitis C clinics have been conducted with 1,843 case presentations. Partners have received 390 hours of training and 2,997 hours of continuing education credits. And …

This Article provides a timely examination of the European Union's approach to information privacy on the internet, an approach that some legal scholars have held up as a model for law reform in the United States. Building on the author's recent piece discussing the U.S. approach to internet privacy, this Article applies to the EU's internet privacy regime a theoretical framework constructed from the writings of philosopher and social theorist Alasdair MacIntyre on the failures of Enlightenment and post-Enlightenment thought. The EU internet privacy regime is shown to reflect and reinforce three key elements of the "post-Enlightenment paradigm," i.e., the …

This thesis is a microeconomic market analysis of healthcare systems. Different countries use various forms for financing and providing healthcare, and the effects of market forces on the quality, access and economic efficiency of these divergent healthcare markets is the primary subject. The purpose of this thesis is to describe the forces working in the healthcare market. Free-market healthcare systems allow medical providers to become price-setters. Price-setting by medical providers creates an economically inefficient system which decreases public access to healthcare but creates a high quality system. The article discusses technological literacy in the U.S. The author focuses on the history of studying technology within general education and notes the scarcity of technology education requirements in American schools. He examines the impact of various studies conducted by the Standards for Technological Literacy (STL) and the National Research Council (NRC), among others, on technological literacy. The author compares the seventeen processes of researcher Harold Halfin's technological research to the theories outlined in various STL material, including observation, analysis, and visualization.

John Adams was central to the founding of the United States and has held enduring interest among many generations including his own. The foundation of Adams as a historical character was constructed both by people he interacted with personally and by the turmoil of politics, casting him in roles with conflicting results. After his death, Adams was placed in a variety of roles as a historical character as people struggled to make sense of the contentious decades leading up and including the Civil War. Administrative agencies frequently use guidance documents to set policy broadly and prospectively in areas ranging from Department of Education Title IX enforcement to Food and Drug Administration regulation of direct-to-consumer pharmaceutical advertising. In form, these guidances often closely resemble the policies agencies issue in ordinary notice-and-comment rulemaking. However, guidances are generally developed with little public participation and are often immune from judicial review. Nonetheless, guidances can prompt significant changes in behavior from those the agencies regulate. A number of commentators have guardedly defended the current state of affairs. Though guidances lack some important procedural safeguards, they can help agencies supervise …

Contemporary deficit reduction and fiscal responsibility are central to the economic wellbeing of future generations as well as their ability to freely decide their own policy priorities. Many scholarly publications and popular commentary on budget policy describe the obstacles to deficit reduction and political leaders' unwillingness to address the nation's long-term fiscal problems. However, current discussions of budget deficits and the national debt have not been informed by a comprehensive empirical analysis of attempts to reduce the deficit. Failure Prediction For Hospitality Firms In Us And Korea Using Logit And Neural Networks Models, Hyewon Youn

UNLV Retrospective Theses & Dissertations

This study developed failure prediction models for Korean and U.S. hospitality firms using logistic regression and artificial neural networks (ANN) techniques; For Korean hospitality firms, the one-variable logit model with interest coverage ratio correctly classified 83.74% of in-sample firms and 76.32% of hold-out firms. The ratio's negative coefficient suggests that low interest coverage of a firm increases its failure probability. To prevent the failures, Korean hospitality firms need to move away from heavily leveraged financial structure. The developed ANN model demonstrated an overall classification rate of 86.18% for in-sample firms and 77.63% for hold-out firms. Empirically, this study shows that …

College Students And Voter Mobilization Campaigns : A Grounded Communication Theory For Increasing Political Efficacy And Involvement, Vanessa M. Robinson

This study examined which channels, messages, and sources were most effective in increasing political involvement among college students. Political participation among college students has decreased in every election since eighteen year- olds were given the right to vote. Numerous campaigns targeted to increase political participation among college students have been implemented but there is no evidence that these campaigns have been effective.
