"The United States health care system is broken." This common refrain has been echoed by policymakers and politicians, Democrats and Republicans, and liberals and conservatives alike. They point to the unacceptably high number of uninsured Americans, out of control costs, and questionable quality as just some of the problems that afflict American health care. Before the passage of the Patient Protection and Affordable Care Act in March, 2010, over 45 million Americans were without health insurance coverage.1 Health care spending currently accounts for 17% of this country‘s gross domestic product. Sisters And Smallpox: The Daughters Of Charity As Advocates For The Sick Poor In Nineteenth-Century Los Angeles, Kristine Ashton Gunnell Ph.D.

The Daughters of Charity were “the key provider of social service in [Los Angeles] before 1880,” opening southern California’s first hospital in 1858. They served anyone, regardless of religion and brought different religious and cultural groups together to help people who were sick. During the smallpox epidemics from the 1860s through the 1880s, the Daughters partnered with officials of Los Angeles to treat the poor. Kristine Gunnell explains how the desire to cut costs, theories of containing disease, and racial and class biases led to the city’s initially inhumane treatment of poor patients. Water Law In The United States And Brazil - Climate Change And Two Approaches To Emerging Water Poverty, David N. Cassuto, Rômulo S. R. Sampaio

William & Mary Environmental Law and Policy Review

This article examines two of the major water legal regimes in the
Americas—that of Brazil and the United States. Both countries have
extensive wet and dry regions and both hydro-regimes face a significant
threat from global warming. Brazil, for instance, is home to between
eight and fifteen percent of the world’s fresh water, and its fast-growing
economy and population present major challenges in management and
allocation. The U.S. also faces major water allocation problems resulting
from past settlement policies; unsustainable reclamation projects; and
also fast-growing domestic, industrial and agricultural demand.

Generally, the world’s largest dams have been erected and managed
by governments, while individual owners have been responsible for private
dams. Both kinds of dams have experienced technical failures that
have resulted in tragic losses of life as well as disastrous damage to property
and environment, and this has generated serious concerns regarding
dams’ safety worldwide. In Australia, despite the fact that attention has
been focused on the physical and technical integrity of medium- to largescale
dams, the smaller private dams have been virtually ignored with

The Logic And Limits Of Environmental Criminal Law In The Global Setting: Brazil And The United States--Comparisons, Contrasts, And Questions In Search Of A Robust Theory, Robert F. Blomquist

Strict but arguably unfair and counterproductive systems of criminal environmental law and enforcement exist in both the United States and Brazll in the twenty-first century. In order to create a sovereignty dividend encompassing the rule of law and evenhanded administrative control in the competitive global setting, both countries should rethink and reform their respective systems of environmental criminal law by seeking answers to several questions of legal philosophy in search of a robust theory.

Socioeconomic Status, Self-Rated Health, And Mortality In A Multiethnic Sample Of Us Adults, Sivaranjani Suuresh, Charumathi Sabanayagam, Anoop Shankar

Objective: To examine the association between socioeconomic status (SES), self-rated health (SRH), and mortality separately by race-ethnicity in a nationally representative sample of US adults. Methods: We analyzed data from 16 716 adult women and men who were followed up for mortality for up to 12 years as part of the third National Health and Nutrition Examination survey (NHANES III). Poverty-income ratio (PIR) and education were assessed as measures of SES. All-cause mortality (n = 2850) was recorded from the NHANES III linked mortality file.

The emergence of specialty service lines in the United States health care system presents many significant questions regarding the access to, provision of, and financing of healthcare. In general terms, specialty service lines represent the newest development in several important trends in the American hospital system and reflect important trends in the wider economy. Many claims have been made regarding the effect of physician-owned specialty hospitals, from their exemption from self-referral prohibitions, their diversion of services away from general hospitals that use high profit margins to subsidize the "safety net," and concerns regarding the over-provision of technologically complex treatments in …

Faced with the global financial crisis, which has a large impact on the world's economy, China and the United Stated took different actions to pull the economy out of it, based on the fairly different financial, fiscal, and even political systems they have. This thesis focuses on the comparison of the financial and fiscal systems and trade structures between the two different countries, and how these have impact on their stimulus packages, thus influencing the economic recovery as a whole.
