The plague problem is potentially of grave public health importance. The history of this disease over a period of centuries shows that it has several times assumed epidemic proportions, especially in cities. History also shows that when the disease appears in bubonic form contracted from rat fleas, it sooner or later may assume the pneumonic type and be spread from person to person with fatal results.

From the evidence presented to the conference it appears that complete control of plague is not economically feasible without a great increase in Federal, State, and local expenditures. It is recommended that funds are …

Seasonal Sea Level Variations.----The mean sea level during any period can be derived from the average of the hourly tide heights. These tide heights are obtained from records of the United States Coast and Geodetic Survey permanent tide gauges, which are located in the principal harbors along the west coast, except the La Jolla gauge which is situated on the open coast.

The artificial air of the Nineteenth Century was filled with such pious asininities as "the white man's burden" and "saving the heathen form hell". To our cynical generation this jargon of concealed desires seems the ultimate in hypocrisy but it should be remembered that such an attitude was not an isolated phenomenon; it was merely one of the high points in an imperialism which is as old as modern civilization.
