The plague problem is potentially of grave public health importance. The history of this disease over a period of centuries shows that it has several times assumed epidemic proportions, especially in cities. History also shows that when the disease appears in bubonic form contracted from rat fleas, it sooner or later may assume the pneumonic type and be spread from person to person with fatal results.

From the evidence presented to the conference it appears that complete control of plague is not economically feasible without a great increase in Federal, State, and local expenditures. It is recommended that funds are …

It was in the fall of 1781, over four years after the Declaration of Independence, that General Cornwallis surrendered his force at Yorktown, and American independence was realized. Yorktown is generally supposed to have been the decisive battle of the American Revolution, but it was the naval engagement off the Virginia Capes six weeks earlier, when the British fleet through a confusion over tactical signals, was driven away from the Chesapeake Bay, that actually decided the fate of the British forces in America. When man first learned to write, his primary objective was to have his message delivered as quickly as possible. Consequently, in ancient civilizations runners transported clay tablets from city to city, and ships sailed the known seas and rivers carrying in their holds precious cargoes of the written word. As methods of transportation were improved, the speed and safety by which communication could be relayed was likewise advanced. The question of the treaty-making power of the Dominion of Canada was raised in an acute form during the negotiations between Great Britain and the United States governments over the halibut fisheries. After several years of investigation and negotiation, a draft agreement was drawn up by the American State Department and sent to the Canadian government through the British ambassador at Washington. This collection contains letters by United States Army Private Mack E. Franklin written to Lora Stanley, his friend's cousin's wife, during the First World War. In some of his letters, written while in the U. S. Army, Pvt. Franklin wrote about a riot between blacks and whites in Washington D.C.
