A Wild Web: The Tangled History Of Attitudes Toward Wildlife In A Dynamic New England Culture, 1945--1985, Mary H. Hopkins Jan 2009

A Wild Web: The Tangled History Of Attitudes Toward Wildlife In A Dynamic New England Culture, 1945--1985, Mary H. Hopkins

Doctoral Dissertations

Attitudes toward wildlife are considerably more complex than one might suspect. This dissertation started with a hypothesis that population growth would correlate with increasing negative attitudes toward wildlife, but historical evidence only partially supports this hypothesis. Information about the frequency and types of wildlife references appearing in newspapers between 1945 and 1985 was gathered from a systematic sampling of six New Hampshire newspapers that represented towns with differing growth trends. While analysis of quantitative data minimized any correlation between growth and negative attitudes, qualitative data from newspaper articles, archival sources, government reports, books and articles, and other sources provided evidence …

Growing Pains In The Administrative State: The Patent Office’S Troubled Quest For Managerial Control, Arti K. Rai Jan 2009

Growing Pains In The Administrative State: The Patent Office’S Troubled Quest For Managerial Control, Arti K. Rai

Faculty Scholarship

In the last ten years, the workload of the Patent and Trademark Office ("PTO") has increased dramatically. Complaints about the PTO's ability to manage its workload have increased in tandem. Interestingly, although Congress has explicitly given the PTO rulemaking authority over the processing of patent applications, and withheld from it authority over "substantive" patent law, the PTO has arguably enjoyed more success in influencing substantive law than in executing direct efforts to manage its workload. This Article explores the multiple, mutually reinforcing reasons for this anomaly. It argues that although there are good reasons to be frustrated with the PTO's …

Drinking Water Distribution Line Break Impacts On Barton Springs Salamander, Chris Herrington, Martha Turner Jan 2009

Drinking Water Distribution Line Break Impacts On Barton Springs Salamander, Chris Herrington, Martha Turner

KIP Data Sets and Technical Reports

"Chlorine from broken water lines has the potential to be toxic to the endangered Barton Springs salamander. Spills which enter Barton Springs Pool from Barton Creek overtopping the upper dam, overland directly into the pool, or through the aquifer were considered. Only a break in the 48" main near Barton Skyway poses a threat to overtop the dam and enter the pool at a concentration that would be lethal to the salamander. Plume modeling is needed for overland flows entering the pool. However, preliminary estimates of pool concentrations assuming complete mixing indicate that 1 inch diameter pipes are not a …

Local Law Enforcement's Initial Role In Response To A Radiological Dispersion Device Attack, Andrew Robert Hoehl Jan 2009

Local Law Enforcement's Initial Role In Response To A Radiological Dispersion Device Attack, Andrew Robert Hoehl

Master's Theses

Today the potential exists for a terrorist organization to use a Radiological Dispersion Device or a dirty bomb within the United States. The results of such an attack could be catastrophic to the affected population. The response by law enforcement must be calculated and planned.

To properly analyze the law enforcement's role in a radioactive incident a qualitative approach was taken. A determination must be made prior to an attack to discern what kind of training will be necessary, what equipment will be required, and what response procedures need to be in place to ensure a safe and efficient response. …

Rethinking The Identity And Role Of United States Attorneys, Sara Sun Beale Jan 2009

Rethinking The Identity And Role Of United States Attorneys, Sara Sun Beale

Faculty Scholarship

This article considers the proper role of politics in federal prosecutions, and how that bears on the position of the U.S. Attorney. First, the article sets forth an account of the problems disclosed by investigations into the Bush Justice Department, including the controversial firing of nine U.S. Attorneys and claims that particular prosecutions were politically motivated. It then explores the historical development of the role of the U.S. Attorneys, their relationship to the Attorney General and the Department of Justice, and their role in the contemporary federal criminal justice system.

With that background, the article considers the question whether there …

Improving Follow-Up Of Abnormal Cancer Screens Using Electronic Health Records: Trust But Verify Test Result Communication, Hardeep Singh, Lindsey Wilson, Laura A Petersen, Mona K Sawhney, Brian Reis, Donna Espadas, Dean F Sittig

Faculty, Staff and Student Publications

BACKGROUND: Early detection of colorectal cancer through timely follow-up of positive Fecal Occult Blood Tests (FOBTs) remains a challenge. In our previous work, we found 40% of positive FOBT results eligible for colonoscopy had no documented response by a treating clinician at two weeks despite procedures for electronic result notification. We determined if technical and/or workflow-related aspects of automated communication in the electronic health record could lead to the lack of response.

METHODS: Using both qualitative and quantitative methods, we evaluated positive FOBT communication in the electronic health record of a large, urban facility between May 2008 and March 2009. …

Hungary And The United States: A Comparison Of Gifted Education, Julianna Connelly Stockton Jan 2009

Hungary And The United States: A Comparison Of Gifted Education, Julianna Connelly Stockton

Mathematics Faculty Publications

There is a lot that can be learned about a country based on the programs and provisions it has for mathematically talented students. While it is difficult to identify a single U.S. "program" or "approach" for gifted education, in general the trend is to put mathematically talented students through the standard mathematics sequence, just starting at an earlier age. In Hungary, on the other hand, the focus is on enrichment over acceleration. This paper explores how some very different historical, cultural, and political forces have shaped these two countries’ different approaches to educating mathematically talented students.

The Six University Consortium Student Mobility Project: Promoting Conflict Resolution In The North American Context, Pauline Tennent, Jessica Senehi, Michael Ross Fowler, Sean Byrne

Peace and Conflict Studies

This article focuses on the North American Conflict Resolution Program - a twenty-first century mobility consortium in which universities in Canada, Mexico, and the United States exchanged students of conflict resolution. Drawing on student perceptions and, in particular, the experiences of the universities of Manitoba and Louisville, the authors discuss the positive outcomes of mobilizing students to study conflict resolution abroad for the students themselves, for faculty members involved, for university and other communities, and for the field of conflict analysis and resolution.

Political Socialization And The Youth Vote : A Study Of Political Engagement During The 2008 Election, Meredith Hull Jan 2009

Political Socialization And The Youth Vote : A Study Of Political Engagement During The 2008 Election, Meredith Hull

Honors Theses

I began my research on political socialization struck about the political apathy I was observing among my friends. Through studying those very same peers here at the University of Richmond in both a survey and interviews, I am even more determined to find ways to encourage high levels of knowledgeable engagement and volunteerism among college aged students. The United States will have to continue to compete in a global market in the future and citizens of other democracies understand and care enough to vote about the changes in that government-what is the problem here?

The results of the survey and …

United States Propaganda In Iran: 1951-1953, Hakimeh Saghaye-Biria Jan 2009

United States Propaganda In Iran: 1951-1953, Hakimeh Saghaye-Biria

LSU Master's Theses

Using Jowett and O’Donnell’s system of propaganda analysis, the present case study concentrates on America’s dominant propaganda messages, techniques, and media channels used in Iran during the time period between 1951 and 1953. The chosen period is of historical significance since it entails the Iranian nationalization of oil crisis and the 1953 coup against the government of Prime Minister Mohammad Mosaddeq. The coup was the first CIA-sponsored covert operation against a foreign government and served as a model for subsequent operations elsewhere. An examination of the official correspondence of the major U.S. actors involved, as documented in the tenth volume …

American Citations And The Mclachlin Court: An Empirical Study, Peter Mccormick Jan 2009

American Citations And The Mclachlin Court: An Empirical Study, Peter Mccormick

Osgoode Hall Law Journal

This article examines the use of American jurisprudence by the judges of the McLachlin Court, using an earlier study of such citations as a reference point. In addition to tracking overall use of American citations over time, it looks at these trends: which Canadian judges use American cases and for which types of cases; and which American cases, courts, and judges are being cited. Brief descriptions of the Supreme Court cases with the largest use of American citations precede a categorization of the results. The article confirms previous academic findings that the use of American citations have been modest, with …

Role Of Revolutionary Leadership In Iran To Its Foreign Policy, Aida Latorre

Electronic Theses and Dissertations

This study investigated the role of different leadership styles within Iran and how such leadership changes influenced Iranian foreign policy. The study utilized event-data analysis of Iranian history and current events and discussed the role of realist and idealist to the development of Iran into the regional power it is today as well as how Western relations played a role in developing Iranian foreign policy, particularly with regard to its nuclear development. The main body of the study drew from the dynamics within Iran, its relations with the West, relations with Israel, and relations with other foreign powers. The event-data …

Former Presidents And Executive Privilege, Laurent Sacharoff Jan 2009

Former Presidents And Executive Privilege, Laurent Sacharoff

Hofstra Law Faculty Scholarship

The Constitution provides former Presidents with no powers or role, and yet numerous former presidents including Truman and Nixon have asserted executive privilege in order to withhold information from Congress, historians, and the public. The most recent former President, George W. Bush, is likely to make similar assertions based upon his sweeping view of the rights of former Presidents as reflected in his recently revoked Executive Order 13,233, potentially leading to a constitutional collision between the rights of former Presidents and those of Congress. This Article argues that, notwithstanding Nixon v. Administrator of General Services (GSA), former Presidents should retain …
