Lesson 2. Food Systems, Climate Risk, And Food Sovereignty, Jaysel Magno, Genesis Barbon, Madhav P. Nepal

Students examine how food moves through a food system and investigate how climate disruptions can affect food access in rural and tribal communities. Through analysis of food supply chains, transportation networks, and weather-related challenges, students explore the concept of food sovereignty and its connection to community resilience. Students evaluate how hydroponics can reduce vulnerability within local food systems by increasing year-round food production and local control. This lesson builds upon students’ understanding of hydroponics from Lesson 1 and prepares them to view hydroponics as a community-based solution to environmental and food access challenges.

Physical activity (PA) policy is essential for promoting population-level PA by coordinating efforts across various sectors. Global crises like the COVID-19 pandemic can open policy windows, enabling rapid implementation of innovative policies. This study examined how policy windows shaped active transportation (AT) policies during the pandemic, resulting in infrastructural changes.
Methods: A systematic review using PubMed, Scopus, ProQuest-Coronavirus Research Database, Web of Science, WHO COVID-19 Research Database, PsycInfo, and SPORTDiscus conducted to characterize AT policy during the pandemic (2020-2023). Descriptive analyses were conducted in Stata. PROSPERO registration number: CRD42025644930.

The California Senate Bill No. 375 (SB 375) serves as a model policy for reducing greenhouse gas (GHG) emissions by integrating transportation and land-use planning through regional and local policies. The 18 California Metropolitan Planning Organizations (MPOs) are tasked with developing Sustainable Communities Strategies (SCS) to guide emissions reductions, often implemented locally through Climate Action Plans (CAPs). However, CAPs are voluntary, and misalignment with SCS objectives can undermine their effectiveness. This study examined 25 California cities using content analysis and regression modeling to explore whether independent local actions, supported by community engagement, activist strategies, and leadership, are more effective than …

Extreme events such as hurricanes can significantly disrupt infrastructures, leading to negative impacts on productivity, economy, and social wellbeing. Understanding community resilience against infrastructure disruptions in response to such events is crucial for effective preparedness, mitigation, and recovery efforts. The overarching problem addressed in this dissertation centers around enhancing community resilience against infrastructure disruptions due to hurricanes. Community resilience is defined as the ability of a community to return to normalcy following a disaster. The Exhibit And Beyond: Attendees, Collaborating Organizations, And Decision Makers Responding To A Photovoice Project, Cara Dienno, Corey Martz, Lauren Collins, Mimiko Watanabe

Photovoice aims to impact those who view photographs and stories in culminating exhibits. This multi-phase research project, completed in partnership with city government and community partners, explored photovoice impacts on exhibit attendees, collaborating organizations, and decision-makers. Results show increased levels of awareness, concern, and willingness to take action among exhibit attendees. Additionally, collaborating organizations and decision-makers saw the power of “thicker” public engagement processes, like photovoice, to provide useful data to aid decision-making.

To develop recommendations for the Lower Anthracite Transportation System (LATS) in Northumberland County, this report compared various forms of multimodal transportation throughout the United States, and other foreign countries, and compared them with the current standards and practices set by LATS service. The rainfall has an impact on various fields and industries, including transportation, construction, tourism, health, and wildlife preservation. Accurate rainfall prediction is essential for mitigating the negative impact of rainfall on these sectors. However, previous studies on rainfall prediction have been mainly based on datasets from North America, Europe, Australia, and Central Asia, covering different periods. This study proposes using weather datasets covering the past 5 to 10 years to capture recent patterns in weather data. California is considered a global leader in environmental policy relating to climate change and greenhouse gas emission mitigation. The state has implemented policies to limit greenhouse gas emissions and phase-out the use of fossil fuels in transportation. The transportation sector is one of the major emitters of greenhouse gasses in California. In 2020, Executive Order N-79-20 established the goal of having 100% of in-state sales of new light-duty passenger vehicles and trucks to be zero emission by 2035. Public transit is a key tool to reduce greenhouse gas (GHG) emissions to combat climate change; improve safety for pedestrians, cyclists, and drivers; and expand accessibility and mobility for all. However, we can only realize this potential by making sufficient investments to provide transit service levels that attract and retain greater ridership. This study explores how the University of Texas at Arlington’s community perceives existing bike infrastructure, services, and amenities on campus and off-campus to create a well-connected and safe bike network. Every day, Americans entrust their lives to a road system that is governed by the Manual on Uniform Traffic Control Devices for Streets and Highways (the Manual). On its face, this Federal Highway Administration (FHWA) publication is a straightforward technical document. It contains over eight hundred pages of engineering guidance on everything from traffic-light placement to the font of highway signs. It also establishes acceptable methods for officials to modify speed limits.
While such provisions may sound inconsequential, some of the Manual’s provisions have far-reaching, even deadly, consequences. They prioritize vehicular speed over public safety, mobility over other uses of …

The City of Sullivan enacted a Quality of Life plan to address multiple improvements to their city, including some of the city’s infrastructure. Mayor Clint Lamb’s goal is to connect the city via roadways and trail systems that are accessible for all transportation methods and attractive for community members and tourists. ENVI460 students provided recommendations based off the city’s need for improvements to road systems and attractiveness. Students recommended a new roadway design for the Main Street section, sustainable infrastructure additions and buffer zones, and green space for attraction sites.

Abstract: Recent extreme weather events in California—wildfires, drought, and flooding—make abundantly clear the need to plan effective responses to both the causes and the consequences of climate change. A central challenge for climate planning efforts has been identifying transportation and land-use (TLU) strategies that simultaneously reduce greenhouse gas emissions (“mitigation”) and adapt communities so that they will be less affected by the adverse impacts of climate change (“adaptation”). The transportation sector includes light-duty vehicles, heavy-duty vehicles (trucks), off-road vehicles, buses, rail, shipping, and aviation. Reducing emissions in this sector is critical in order to achieve the pathways to zero carbon. Transportation emissions accounted for 37 percent of total CO₂ emissions from energy and industry in 2019. The principal strategy for decarbonizing transportation is electrification (including battery, plug-in hybrid, and hydrogen fuel cells) of all light-duty vehicles, urban-based trucks and buses, rail, much of long-haul trucking, and some short-haul shipping and aviation. The Eastern Goochland Greenway Plan proposes a shared-use trail that is nested within the Virginia Department of Conservation and Recreation’s (DCR) conceptualization of a statewide trail system called the James River Heritage Trail (JRHT). The Federal-Aid Highway Act requires urban areas with a population greater than 50,000 to create Metropolitan Planning Organizations (MPOs) to ensure that funding for transportation projects and programs are based on a continuing, cooperative, and comprehensive planning process. A number of U.S. state and local governments have adopted strategies for reducing greenhouse gas (GHG) emissions from transportation and land development. Although some have made significant progress in reducing GHG emissions from the power sector, transportation emissions in most states continue to rise. This Article details the range of existing and proposed state interventions to reduce transportation sector GHG emissions, analyzes the trade offs of these strategies, and offers recommendations to improve and supplement such initiatives, including strategic use of planning mandates and funding and technical assistance. Transportation is said to be affordable if it does not consume more than fifteen percent of a household’s budget. The widespread normative threshold of transportation affordability, becomes increasingly problematic as households slide down the income spectrum. Most fundamentally, low-income households have vastly different financial capabilities to purchase transportation services, hence to travel. Yet, little is known about the financial capabilities of very-low income households, and the use of a normative cost-to-income-ratio-threshold of transportation affordability obscures our understanding of travel capacities, in monetary terms, of these populations. Equitable Access To Public Transport: Corridor Plans For Transit-Oriented Development In Soweto, South Africa And Boston, Massachusetts Compared, Janice Griffith
Journal of Comparative Urban Law and Policy
The article argues that municipalities should play a major role in ensuring equitable access to public transportation and in planning for transit-oriented development. It presents two case studies that illustrate the importance of these undertakings. In South Africa, apartheid spatial and racial segregation resulted in the exclusion of non-white residents from the urban core where the economy was centered. These residents, who were forced to live in a city’s outlying areas, experienced considerable difficulty in commuting to the workplace. To address the lack of transportation equity, the City of Johannesburg, with support from the national and provincial governments, embarked on …

The transportation of goods over land, water and through the air plays an important role in the economies of cities but also imparts significant impacts on surrounding neighborhood livability. The neighborhoods that form around and support these freight hubs and thoroughfares are studied in the areas of health, safety, air quality and livability. Based on the current literature, a robust definition of what qualifies as a freight-centric neighborhood remains tenuous and a framework for delineating a freight-centric neighborhood does not exist.
