Method Of Measuring The Economic Impact Of A Radiological Dispersal Event Within An Urban Environment, Antoine N. Munfakh

A radiological dispersal event (RDE) is the result of a Radiological Dispersal Device (RDD) or a dirty bomb. An RDD is a low‐yield conventional bomb surrounded by radiological material (RM) such as Cesium‐137 or Cobalt‐60. Upon detonation, the blast of the conventional explosive is designed to spread the RM over a wide area. The RM will then be inhaled or ingested by people, or otherwise absorbed into the environment. An RDD is an affordable, feasible, and economically devastating option for terrorist groups. Possible RM could be stolen or acquired cheaply from the millions of radioactive sources used worldwide in industry, …

This article analyzes Pakistan’s nuclear weapons program and the characteristics of the environment in which the program is nested. These characteristics include Pakistan’s history of internal and external instability; nuclear saber rattling during crises; support for Islamic terrorism in order to advance state goals; indigenous production of many elements of its nuclear forces; possession of delivery and command and control systems with destabilizing characteristics; and finally, nuclear doctrine that appears to advocate first use of nuclear weapons. This study analyzes how the United States responds to Al Qaeda's messages and expressions of grievances and how America's responses escalate the conflict between the United States and Al Qaeda.

After its first two attacks against America, Al Qaeda devised a strategy to draw America into a guerrilla war in Afghanistan, stating its intentions in its "Declaration of War" in 1996. Before this declaration, Al Qaeda worked from the shadows and denied reports it was either funding terrorism or participating in terrorism. Bin Laden continued his denials but took responsibility for some terrorist acts in his messages. President Clinton did …

This dissertation comprehensively evaluates, for the first time, nonviolence and its relationship to International Relations (IR) theory and US foreign policy along the categories of principled, strategic, and regulative nonviolence. The current debate within nonviolence studies is between principled and strategic nonviolence as relevant categories for theorizing nonviolent resistance. Principled nonviolence, while retaining the primacy of ethics, is often not practical. Indeed, most nonviolent movements have not been principled, or solely principled. Strategic nonviolence is attractive because it does not require any individual or group to believe in a particular faith or ethical tradition. However, strategic nonviolence is problematic as …

This study addresses the question of why terrorist groups target civilians by analyzing the targeting strategies of nationalist terrorist groups in Northern Ireland and Spain. Nationalist terrorist groups are considered to be the most likely to apply violence in a way that preserves and maximizes their base of support. This study tested the hypothesis that greater levels of violence inflicted on the supporting communities of these groups cause supporters to become radicalized, thus allowing the groups to engage in increasingly indiscriminate violence without sacrificing public support. The issue of terrorism has stimulated intellectual debate regarding the rights and protections that should be afforded to civilians. However, the practice of targeting noncombatants in warfare extends far beyond terrorism and has roots deep in the historical past. This study looks at violence against civilians over a series of case studies from the First and Second World Wars as well as the French-Algerian War of the 1950s and 1960s. This article sheds light on whether terrorism should be included within the jurisdiction of the International Criminal Court (ICC) and whether classifying terrorism as an international crime subject to supranational tribunals' jurisdiction can advance human rights and promote non-military responses to terrorist acts. Anti-terrorism policies in the wake of the September 11 attacks have led to repressive laws, human rights abuses, and military reactions, often with dehumanizing effects. This essay identifies core elements of an objective definition of terrorism as well as various words and phrases that others have used that are not part of an objective definition. In particular, an objective definition of terrorism must involve an intent of the perpetrator to produce a terror outcome as well as the existence of a terror outcome. It will surprise many Americans to learn that before John Brown and his men briefly captured Harper’s Ferry, they authored and ratified a Provisional Constitution. This deliberative act built upon the achievements of the group to establish a Free Kansas, during which time Brown penned an analogue to the Declaration of Independence. These acts of writing, coupled with Brown’s trial tactics after his arrest, cast doubts on claims that the man was a lunatic or on a suicide mission. This study examines the patterns of involvement in terrorist activities for the Revolutionary People’s Liberation Party/Front (DHKP/C) and Turkish Hezbollah members. The study is based on the assumption that terrorists differ in terms of their involvement in terrorist activities. In this sense, there are full-time and part-time terrorists. Full-time terrorists act professionally and do the assignments given by their commanders. Part-time terrorists, on the other hand, act on a non-professional basis and have their own motivations to participate in terrorist activities. Targeted killing, particularly through the use of missiles fired from Predator drone aircraft, has become an important, and internationally controversial, part of the US war against al Qaeda in Pakistan and other places. The Obama administration, both during the campaign and in its first months in office, has publicly embraced the strategy as a form of counterterrorism. The September 11, 2001, terrorist attack resulted in a myriad of new policies designed to enhance aviation security. These policies ostensibly considered the origins of the exact threat facing the United States. Missing, however, were the inputs from rank and file pilots of the airlines that policy makers were attempting to protect. This exploratory study distributed a 50-question survey designed to measure pilot perceptions of security risk and threats. Univariate descriptives were used to examine the extent to which sample data approximated the population of interest. The master metaphor in the national security dialogue is, indeed, “security or freedom”. It dominates the counterterrorist discourse both in the United States and abroad. Transcripts from debates in Ireland’s Dáil Éireann, Turkey’s Büyük Millet Meclisi, and Australia’s Parliament are filled with reference to the need to weigh the value of liberty against the threat posed by terrorism. Perhaps nowhere is this more pronounced than in the United Kingdom, where, for decades, counterterrorist debates have turned on this framing. The purpose of this research was to develop a generalized methodology that can be used to assess economic impacts, resulting from a (RDE), occurring in any location and across any industry.
