This paper explores different factors associated with the apparent urban concentration of terrorist attacks in Egypt (outside Sinai) since July 2013. The effect of socio-economic variables such as unemployment and poverty on terrorism are assessed in addition to other variables like multitude of targets, logistical considerations, and Islamist support base. Using data collected from local media sources, the results presented in this paper show that support for Islamist parties correlates positively with the number of terrorist attacks. Socio-economic factors like poverty and overall unemployment rate appear to have little explanatory value. The results also suggest that the urban-rural divide in …

In public health practice, the concepts of health and safety are often conflated. However, protecting and promoting health is radically different from protecting and promoting safety. Since 9/11, the distinctions between health and safety have changed and are in the process of merging. Terrorism in the new millennium has morphed drastically since the 1970s. The terrorist organizations of today are a hybrid between the insurgent group models of the 1960s and modern terrorist organizations such as Al Qaeda. This hybrid model has created what has become a transnational insurgency recruited, trained, and led by major terrorist networks such as the Islamic State of Iraq and the Levant (ISIL). Even smaller regional groups such as Boko Haram have surpassed merely conducting terrorist attacks. These smaller groups are also focused on controlling territory. Recent polls have revealed that Americans of both the political left and right support the use of military drones. This statement stands true among groups who traditionally do not support the use of military force. I hypothesize that people of a more liberal persuasion will be more concerned with whether or not the drone program endangers innocent civilians, while those of a more conservative view will be more concerned with the legality of conducting military drone strikes. The label of national security exceptionalism fits the Obama administration in two ways: first, although the administration has actively sought to address and improve the protection of human rights and civil rights of racial minorities suffering disparate negative treatment in a variety of contexts, those moves toward rights protection generally do not extend to the realm of counterterrorism abuses, although almost all of those who have suffered from violations of human and civil rights in the post-9/11 counterterrorism context are racial and/or religious minorities. The article examines the relationship of biopower and cinema through the analysis of a specific film, Hans Weingartner’s The Edukators (2004). It argues that in the age of biopower, resistance to power cannot be conceived of in terms of a radical outside to power. Rather, biopolitical resistance must take place on the terrain of this power itself, that is, within the field of life. Therefore, what we call the “viral” politics of The Edukators must be interpreted precisely in this context. The central argument of this article is that international humanitarian law is unable to cope with the reality of international terrorism. The Martens Clause was a last-minute compromise that saved the 1899 Hague Convention with Respect to the Laws and Customs of War on Land. In its original formulation, the clause shielded individuals under “the protection and empire” of international law, principles of humanity, and the dictates of the public conscience. F. F. Martens, its author, was Russia’s greatest international law scholar and occasional diplomat. He saw no application for his work in the nineteenth-century internal affairs of his sovereign, notwithstanding the transnational terrorism that plagued (and ultimately destroyed) the Russian Empire. The terrorist decision-making process is the key component of understanding the types of attacks terrorists execute, and the group’s ideology is the goal-orientation portion of that rational decision-making process. In the mountainous region of northwestern Pakistan known as Waziristan, local tribesmen have grown accustomed to living in a state of constant vigilance. Death from above can come at virtually any time in the form of laser-guided missile strikes launched by U.S. predator and reaper drones. The drones are controlled remotely by pilots thousands of miles away at bases in the U.S. and can hover for hours before delivering their deadly payload. One of the most vexing conundrums of 21st century warfare has been not just the explosive growth in the use of human shields, but the apparent systemization of the tactic, particularly by nonstate actors. In noting the international prohibition, the International Committee of the Red Cross (ICRC) defines the practice as the “intentional co-location of military objectives and civilians or persons hors de combat with the specific intent of trying to prevent the targeting of those military objectives.”

On December 19, 2008, the Convening Authority for the United States Military Commissions at Guantanamo Bay referred charges against Abd al-Rahim Hussein Muhammed Abdu Al-Nashiri for his role in the October 2000 bombing of the U.S.S. Cole. The present comment is written upon the basic assumption that the purpose of the juridical doctrines designed to control terror is to reduce, and if possible to eliminate, the destruction of human and material values involved in acts of terror. Professor Bassiouni approaches this problem through a threefold categorization of terror based upon motivation: first, terror designed to promote the private gain or profit of common criminals; second, terrorism by the mentally ill, and third, ideologically motivated terrorism.
