The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. Within the United States, a growing sense of detachment exists. Conditions in both urban and suburban contexts have created a sense of social detachment where spaces do not exist which encourage social interaction. Without this social activity, neighbors become almost a disposable commodity as relationships never fully develop. This thesis will be an examination of environments which do and do not foster community relationships and an implementation of community into an urban multi-family residence.

Increasingly, colleges and universities in the United States are adapting toward a model of behavior that incorporates issues of sustainability. This adaptation in universities and in society has implications on the organizational and nation-state level, the very core of which may serve to reshape the social contract between the two. With almost ten years of nationwide dialogue and experimentation with the legal implementation of smart growth concepts at the state and local levels, this paper pauses to consider whether and to what extent success has been realized. The one certainty in this dynamic intersection of land development and conservation is that there is no one best model adaptable to all fifty states. This paper explores the relationship between resilience and globalization. We are concerned, most importantly, with whether resilience is a suitable conceptual framework for natural resource management in the context of the rapid changes and disruptions that globalization causes in social-ecological systems. Although theoretical in scope, we ground this analysis using our experiences in two Asian coastal areas: Junagadh District in Gujarat State, India and Banawa Selatan, in Central Sulawesi, Indonesia. This article introduces the Focus Issue on Sustainable Development by first discussing the environmental problems caused by unsustainable development and then the shortcomings caused by a piecemeal approach to policy development and implementation. The idea of sustainability appears to fit well with other core values of public administration, which is a consistent theme throughout each of the articles in this issue. Definitions of sustainability are discussed, followed by two relevant models. Finally, each article in the focus issue is introduced.

Highway travel is forecasted to increase steadily worldwide in the foreseeable future. However, this pattern is unsustainable environmentally, economically, financially, and socially. Federal legislation, in particular the Intermodal Surface Transportation Efficiency Act, has made progress toward the goal of sustainability, and technological improvements offer potential for reduced emissions, but both potentials have not been fully realized. Reduced use and redesigned taxes are unlikely possibilities. Ultimately, institutions will have to change. The European Union offers an example of how the institutional change can be implemented in a durable way. This change is important not just for environmental reasons but also for …

For many years local elected officials, the state legislative delegation, and community leaders worked diligently to get Richard Russell Parkway extended to Interstate 75 and provide the Warner Robins area with a second interchange to serve the City and Robins AFB. The project became a reality in the spring of 2002 when the Georgia Department of Transportation awarded a construction contract for the Parkway's extension. During the spring of 2003, with construction work progressing toward an October 31, 2004, completion date, the Mayor and City Council decided to explore alternative development concepts for the Parkway.

The project reflects the most current standards including the Washington State Environmental Education Guidelines and Essential Academic Learning Requirements, as well as the Family and Consumer Science National Standards. Many appropriate areas of implementation were discovered in the review of literature. The concept of sustainability has evolved through a wide variety of definitions. Traditionally, sustainability was seen as a system of management which would allow humans to perpetually exploit the world's natural resources; that is, to manage resources so they would never be depleted. More recently, however, writers have argued the traditional concept of sustainability has failed because a truly sustainable system recognizes all resources and stakeholders for their inherent value. Equity is thus the essential ethic of a sustainable system. The Community-Based Management Of Fisheries In Atlantic Canada: A Legislative Proposal, Raymond Maccallum

Dalhousie Law Journal

The crises in Canada's fisheries demonstrate the failure of Canadian fisheries management practices to achieve their public policy objectives. The author proposes that a new fisheries management regime, based on principles of community-based management, should be implemented to better ensure the sustainability of both the fisheries and fishing communities. A draft bill is provided to establish a specific framework around which to discuss those values and interests that should be promoted and protected by legislation, and how legislation can be used to establish and nurture a new community-based management regime.
