This paper explores a singular chapter in Social Work, Appalachia and
American culture. Like many other aspects of Appalachian culture and politics, it is
primarily a tale of extended effort for what proved to be a lost cause. Like many
other chapters in the history of the social work profession, it is a tale of a bright
beginning and insufficient follow-through. It is an optimistic narrative of expected
and unanticipated consequences that have proven to be beneficial for the culture
and economy of the region. It is also a deeply political narrative, if only because it is

The research reported in this paper is an effort to shed empirical light on traditional accountability in a cross-cultural perspective. Because of the suspicion of a connection between the persistence of the issue in the United States and indigenous cultural factors (most notably the uniquely enduring influence of the Protestant ethic) it was decided to investigate the issue through a comparison of some of the accountability practices of American social agencies with those outside the United States. This study is a study of a welfare organisation and its activities. The organisation in focus is Malaysian CARE, a Christian organisation involved with social work and social concerns. How this study is conducted and the methods used is explained in Chapter I. In Chapter II, we see how the organisation, out of the concern of a small group of 6 people, developed into an organisation with 58 staff and seconded workers and many others serving in tho capacity of volunteers. Socio-Economic Factors Influencing Alienation Among The Aged Participants Of The East Baton Rouge Parish Council On Aging Senior Centers., Ollie Collden Gary Christian

The objective of this research was to investigate the level of alienation among a sample of aged respondents from East Baton Rouge Parish Council on Aging Senior Centers. The second objective was to determine if black aged respondents would be more alienated than white aged respondents, and the third objective was to determine the relationship between seven independent variables (RACE, EDUCATION, CHURCH WORK, LIVING ARRANGEMENT, VOLUNTEER WORK, INCOME and HEALTH RATING) and four subtypes of alienation (PERSONAL ISOLATION, GROUP ISOLATION, POWERLESSNESS and NORMLESSNESS). The Invention And Reinvention Of Welfare Rights, William H. Simon

This essay contrasts the jurisprudence of welfare entitlement developed by social workers during and after the New Deal with the lawyers' welfare jurisprudence of the past two decades.
I find this contrast interesting for two reasons. First, it brings to light an episode in the intellectual history of the American welfare state that lawyers have ignored – the development of an understanding of welfare as a legal right by another profession long before Charles Reich's The New Property and the literature that followed it made such a notion current among lawyers. Attorneys may be involved at various stages in the management of cases of child abuse and neglect. However, typically they become important only on those cases which go to court. There are in fact three separate attorney roles, with requirements which vary according to whom the attorney represents. These roles are the child's attorney, the agency attorney, and the parents' attorney.

Adoption Of Children In Foster Care: A Comparison Of Processes Leading To Adoption By Foster Parents And Adoption By Others, Janet Lahti

This research evaluates the results of a change in policy by Oregon's Children's Services Division permitting foster parents to adopt their foster child. A comparison was made between two groups of children, both of whom were seen by their caseworkers as not likely to return home and adoptable. One group was believed likely to be adopted by foster parents and the other believed likely to be adopted by new parents. Process and outcome of placement efforts for the two groups are described and compared. The study sample, comprised of 155 children, were followed for 28 months from the time the …

All research related to under-utilization of income maintenance programs as well as to their impact on recipients has discovered the presence of stigma. A survey of the pertinent literature points out that much is known about stigmatization but that social welfare has been slow to incorporate this knowledge in any attempt to reduce the destructive effect of stigma on program users. Both liberal and radical reform measures are proposed as remedies.

The purpose of this study was to determine the needs of the participants, the services the agency provides, and whether these services met the needs of the participants. Six mothers, average age of twenty, and the three staff members of Child Saving Institute’s Single Parent Program participated in the study. They were given separate sets of questionnaires, one set was given to the staff and one set to the participants. The questionnaire was designed to collect the data indicating the needs of the clients. The analysis of the data, indicated that the services provided by Child Saving Institute met the …

In a 1969 article, it was concluded that between the years of 1956 and 1965, "the number and the percentages of research articles increased over time." This same conclusion can be drawn by looking at the quantity of citings of research articles in social work journals between the years of 1969 to 1974. In 1969, 32 citings were made, as compared with 41 citings in 1973, and 45 citings in 1974. In looking at Psychological Abstracts, 30 citings were made in 1965, as compared with 123 for 1973.

In the lead article in this issue, Richard Jungkuntz asserts that a primary concern underlying all Christian activity is "the teaching of the truth." This is true, he insists, nor only when Christians are specifically engaged in the formal teaching of the content of Holy Scripture; it is equally true when Christians concern themselves with matters in "the field of social concern, civil rights, interchurch relations, and others besides.'" Commitment to a mental institution by itself does not, in all states, suspend civil rights. The court psychiatric unit is an early outpost of a preventive, coordinative venture which gives, at long last, practical humane expression to protection of and consideration for the civil rights of the mentally ill adult involuntary patient whose condition obstructs his capacity to demand such safeguards himself. Persons suffering from mental disorders are frequently too disabled to claim their civil rights themselves.
