State-federal vocational rehabilitation (VR) programs are widely recognized for providing various services to individuals with disabilities to help them reach their goals of independence and employment. Because rehabilitation programs are required to meet federal and state goals, standards, and indicators, thorough and ongoing program evaluation is necessary to identify predictors of successful and unsuccessful employment outcomes in order to determine best practices in vocational rehabilitation service delivery.

In the large southwestern state examined in this research study, there is an estimated return on investment of $9 for each dollar spent on successful VR cases. Cases closed successfully by state-federal VR …

The Use Of Feedback In Group Counseling In A State Vocational Rehabilitation Setting: A Pilot Study, Saara Grizzell

Thirty individuals with disabilities receiving services at a vocational rehabilitation state agency attended a ten week skills based group counseling program. Participants were randomly assigned to one of two conditions: feedback or the treatment-as-usual. Prior to each session, participants filled out the Outcome Questionnaire-45, a questionnaire that provides measures of four different aspects of counseling outcomes: level of symptom distress, problems with interpersonal relationships, social role performance, and mental health functioning. Reports were then generated showing each participant’s scores and progress over time. Group counselors and participants in the feedback condition received these weekly reports. At the end of the …

Purpose: To examine the extent to which rehabilitation counselor educators understand and are committed to infusing social justice in the rehabilitation counseling curricula. Method: The authors used a quantitative descriptive research design to examine the level and extent of integrating social justice into rehabilitation counseling curricular. The participants were 59 rehabilitation counselor educators recruited during the eighth Annual Rehabilitation Educators Conference hosted by the National Council on Rehabilitation Education. Results: The study found that most participants perceived it important to integrate social justice into rehabilitation counseling curricula. Forgiveness and compassion are two helpful approaches toward reducing the emotional, psychological, and spiritual anxiety brought about by negative and harmful experiences. Disability, forgiveness, and compassion are terms that may not be thought of in relation to one another, but here the authors introduce the idea that the experience of living with a disability can be an opportunity to practice forgiveness or compassion, whether directed toward one’s self or toward others. Forgiveness and compassion are similar yet unique practices that influence the emotional well-being. Research Brief: "Effectiveness Of Supported Employment For Veterans With Spinal Cord Injuries: Results From A Randomized Multisite Study", Institute For Veterans And Military Families At Syracuse University

This study was the first of its kind to study the effectiveness of any type of vocational rehabilitation (VR) intervention after a spinal cord injury, and it found that veterans who were provided supported employment were 2.5 times more likely than veterans in the treatment as usual-interventional site (TAU-IS) group and 11.4 times more likely than the treatment as usual-observational site (TAU-OS) group to obtain competitive employment. In practice, veterans seeking employment should enroll in a supported employment program at their local VA. In policy, the VA might recommend that veterans with SCI participate in SE soon after they have …

A study found that racial differences exist in stroke rehabilitation care and outcomes between African Americans (AAs) and Caucasian Americans (CAs). In addition to health status, the rehabilitation care of AAs with stroke (AAwS) may be influenced by cultural and or racial similarities or differences that exist between themselves and their physical therapists (PTs). Distorted perceptions of culture and race in the patient-PT relationship may contribute to disparities in stroke rehabilitation care and outcomes for AAwS. This ethnographic study seeks to increase our understanding of the individual and shared experiences of five members of a Deaf United States Postal Service (USPS) collective employment cohort in regards to their early learning experiences, how these experiences led to collective employment, and how the collective employment opportunity led them to establish a new Strong Deaf Community in Houston. Individuals with disabilities (IWDs) continue to experience stigma, prejudice, and discrimination that result in social injustice. Counselors of all specialties and theoretic orientations provide services to IWDs. However, there is little discussion about disability-related social justice in the counseling and psychology literature. Counselors, psychology professionals, rehabilitation counselors, and society as a whole, must first be aware of the social injustices that IWDs experience and the role that society has in maintaining them; otherwise, counselors risk perpetuating these social injustices. Major Depressive Disorder (MDD) is a potentially disabling condition which adversely affects psychosocial functioning in the lives of many people. Individuals who are prelingually and/or profoundly Deaf are especially at risk of misdiagnoses, which in turn may prevent them from receiving the treatment needed to reach their full potential in independent living or vocational rehabilitation. This article reviews general depressive symptomology, followed by a discussion of challenges associated with diagnosing MDD in individuals who are Deaf. Using participatory action research, Native American research technicians conducted screening interviews to identify tribal members with disabilities and community needs. Participants received a Resource Guide manual at the conclusion of the community needs assessment, and were encouraged to contact appropriate health care agencies for services. The results of needs assessment include the incidence of disability, major types of disabilities, limitations and needs, employment status, and consumer concerns and barriers for Native Americans with disabilities. Also one year follow-up evaluation is discussed regarding the improvement on knowledge about resources for people with disabilities

This study was an investigation of the relationship between subordinates' perceptions of the quality of the leader-member exchange (LMX) relationship and their willingness to engage in organizational citizenship behavior (OCB) and organizational commitment (OC). Differences in subordinates' perceptions of the quality of the LMX with their supervisor according to the gender of the supervisor compared to the employee (same sex vs. different sex) and dyadic duration of the LMX were also investigated. The importance of engaging the rehabilitation profession in the collection and utilization of its oral history is illustrated through an example. A transcript from an interview with William Emener provides a first person narrative of events leading up to the first national rehabilitation counselor training conference in Crystal City, Virginia. Themes of community emerge in the telling and are used to compare and contrast to current situations in the field. The reader is invited to participate in the Rehabilitation Community Legacy Project as an act of personal leadership.

With the International Classification of Functioning, Disability and Health (ICF) the World Health Organization (WHO) has prepared the ground for a comprehensive understanding of Human Functioning and Rehabilitation Research, integrating the biomedical perspective on impairment with the social model of disability. This poses a number of old and new challenges regarding the enhancement of adequate research capacity. Here we will summarize approaches to address these challenges with respect to 3 areas: the organization of Human Functioning and Rehabilitation Research into distinct scientific fields, the development of suitable academic training programmes and the building of university centres and collaboration networks.

This project examined research on health, rehabilitation, independent living, and education issues that affect people with disabilities living in Indian Country. The report discusses views and perspectives of American Indialaska Native people with disabilities, tribal leaders, and federal agency representatives identified as productive in meeting the needs of people with disabilities residing in tribal lands. The Tripartite Model Of Rehabilitation Intervention: Basics, Goals And Rehabilitation Strategies, Hanoch Livneh

This paper discusses the tripartite model of rehabilitation as embedded within the broader model of therapeutic interventions. Rehabilitation, or tertiary intervention, can be viewed as addressing specific goals as they relate to diverse functional limitations. The three phases, or components, of rehabilitation intervention discussed include: (a) disability minimization in an effort to reduce its impact upon life activities; (b) skill development, as an attempt to compensate for limitations imposed by permanent losses; and (c) environmental manipulation to promote physical and social-attitudinal accessibility. The paper concludes with discussion of the model's applicability to the field of rehabilitation counseling.

Vocational Rehabilitation (VR) had its beginning in 1918, when Congress granted to the Federal Board of Vocational Education the power to provide for the training of "any disabled veteran who was unable to carry on a gainful occupation, to resume his former occupation, or to enter upon some other occupation, or having resumed or entered upon such occupation was unable to continue the same successfully." (U.S. Department of Health, Education, and Welfare, 1972). Called the Soldiers Rehabilitation Act, this measure made clear the basic goals of vocational rehabilitation. Defendants in the criminal process are divided into rigidly exclusive categories of mental health. The competent to stand trial are first separated from the incompetent. Then the competent are divided on the basis of their mental state at the time of their acts between the "sane" and the "insane." As long as these rigid categories are administered in an adversary trial system, some misdirection of victims of serious mental illness into the penal system is almost inevitable. Even where mental illness might otherwise prevent conviction, those accused of non-capital felonies are not likely to raise the question, and few courts …
