This book review timely examines Cornel West’s latest sequel to his 1992 best seller, Race Matters. In Democracy Matters, West unflinchingly examines the waning of democratic energies and nihilistic practices of private and public sector in our present age of democracy. This review takes a critical examination of the logic underpinning West’s arguments, his nomenclature of various nihilism plaguing our society, the sometimes clumsy employment of literary devices and his thesis regarding the ‘niggerization’ of America after 9/11 that can serve as a basis for unifying collective action against imperialism. Ever since Mancur Olson's The Logic Of Collective Action was published in 1965, if not before, the traditional conception of politics in Western democracies has given pride of place to special interests -- small groups with high stakes -- seeking favors from legislators. These groups are able to solve the coordination and free-rider problems that plague larger group interests, and get their way in Congress and other legislative bodies by doling out campaign contributions and other benefits. Bioethics in the United States reflects US culture and tends to be pragmatic, market-oriented and insular. Add embryo politics to this mix and, over the past few years, the result has been a bioethics that has become so narrow and selfabsorbed as to be virtually irrelevant to the rest of the world. Not all the blame for this can be placed on President George W. Bush’s political agenda for his President’s Council on Bioethics, now in its third year of operation, but much can. The council has made public bioethics the servant of politics by pursuing a narrow, embryo-centric agenda. …

What is Just War? What is Just Intervention? This paper examines the evolution of the criteria for Just War from its origins in the early Christian church to the twenty-first century. The end of the Cold War era has expanded the discussion to include grounds for intervention. Indeed, in the 1990s, a number of multilateral interventions took place on humanitarian grounds. But the debate is ongoing about whether the criteria applied in the Just War theory — proper authority, just cause, and right intent — remain valid in an era of Just Intervention. Since the recent war with Iraq, there is a lingering question as to how to prosecute Saddam Hussein (if captured) and the Iraqi regime for their past atrocities, particularly, the use of chemcial weapons against Iran during the Iran-Iraq War and the Kurds. This article provides a background of the crimes committed by the Iraqi regime, a discussion and recommendation of the various proseution fora, as well as a presentation of the evidence that can be used in a prosecution.

The Tardieu Moment: Andre Tardieus Failure As Prime Minister Of France, 1929-1930, Tim K. Fuchs

This thesis is concerned with André Tardieu, a French politician who had an outstanding career as a journalist and a politician. After the retirement of Prime Minister Raymond Poincaré in 1929, it seemed like Tardieu would be the natural choice as his successor. He was the only leader on the Right. Tardieu formed his first cabinet in November 1929 and proposed an ambitious program for public works projects to improve the country’s infrastructure. Despite solid funding, Tardieu’s proposal never passed the Chamber of Deputies and his ministry fell in December 1930. The purpose of this thesis is to find the …

Building The Beaver And Lake Erie Canal: The Politics Of Public Improvements In Pennsylvania, 1783-1845., William David Mccarthy

Patterns of commerce and settlement in colonial America were shaped by watercourses and portages. Road building skills were primitive and boating represented the most effective means of moving bulk freight and passengers. Traders and frontiersmen leading the advance of European settlement into the Appalachian Mountains therefore adopted the shortest crossings between watersheds. Natural conditions in Pennsylvania did not promote an orderly advance westward and produced isolated clusters of settlement around Philadelphia and Pittsburgh, with small and widespread settlements in Northwest Pennsylvania. State leaders were hard pressed to define the limits of Pennsylvania until the end of the eighteenth century, and …

Living Legitimacy: A New Approach To Good Government In Africa, Ajume H. Wingo

This article argues for the reorientation of African governments from a model that privileges the central or garrison states to one rooted in the living experiences of citizens, such as their economic conditions, fellowship associations, local governments, and community self-reliance. It begins by describing and analyzing in depth an example of a set of moral, political, and social institutions that still work well to make collective decisions that the members of the community consider legitimate and follow without coercion. The situation of Yemeni women is complicated and contradictory. On the one hand, compared with relatively fashionforward Mediterranean Arabs, or even their affluent sisters in the Gulf, Yemeni women appear to be especially oldfashioned. One rarely sees a Yemeni woman outdoors bareheaded, and in the capital, Sana'a, most women cover their faces in public. Yet outward appearances can be misleading. While it is tempting to assume that women "still" veil because "tradition" tells them to, it is simply wrong to conclude that "traditionally" all women were secluded in their homes, or that how they dress now tells us much about …

Looking Under The Hood And Tinkering With Voter Cynicism: Ross Perot And “Perspective By Incongruity”, Mari Boor Tonn, Valerie A. Endress

This essay examines Ross Perot’s 1992 presidential bid as a comic catalyst for a reinvigorated view of civic responsibility. Despite the Texas maverick’s political naiveté and penchant for miscalculation, his very presence in the campaign reanimated Americans’ conception of grassroots democracy. By examining important and previously unexplored distinctions between planned and unplanned incongruity, we probe the means by which Perot invited consideration of alternative political perspectives and offered an appealing glimpse into a dormant, more deeply held democratic ideal.

Politics inevitably runs in families. Notable among those who have shaped the political landscape of Massachusetts are the Harringtons of the city of Salem.Over the course of five generations, they produced several talented Irish-American politicians who played a major role in state politics and rose to prominent positions of power in the Democratic party. This article centers on the lives and careers of Joseph Harrington and his son Michael, both of whom ran for Congress some twenty-eight years apart. Its treatment of these two congressional races is detailed and insightful. Attention is also directed to the careers of Kevin Harrington …

In considering the guidance the executive branch of government has provided to resolve questions relating to religious freedom and the issue of church and state, Lee draws upon the positions of both the IRS and the President. Initially, he concludes that when the state requires churches committed to speaking truth in the public square to choose between publicizing their beliefs and remaining tax-exempt, it burdens the free exercise of religion.
