The San Luis Obispo Police Department (SLOPD) desired a new scheduling software that would enable their employees to view their work schedules online while maintaining the look and feel and ease of use of their current scheduling system. This project describes the design of such a new scheduling system that maintains the look and feel of the old scheduling system while providing a means to edit and view schedules online.

Research has shown that the Mexican military is largely responsible for human rights abuses in Mexico. Cities across the country are debating police discretion. Much of this debate centers on “public order” offenses. These minor offenses are unusual in that the actual sentence violators receive when convicted — usually time already served in detention — is beside the point. Rather, public order offenses are enforced prior to any conviction by subjecting accused individuals to arrest, detention, and other legal process. These “process costs” are significant; they distort plea bargaining to the point that the substantive law behind the bargained-for conviction is largely irrelevant. Life in Hampton Roads Survey Report
This report examines regional and sub-regional perceptions of crime and politics from the 2015 Life In Hampton Roads survey (LIHR 2015) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

This study investigated law enforcement officers' perceptions of the legal, normative, and practical considerations that are implicit in their decisions when faced with using physical force. Law enforcement officers observe and protect fundamental human rights. A significant problem, however, is that physical force is sometimes misused, impacting public confidence in police services. The study was framed by Durkheim's conflict theory and Beirie's concepts of police corporate culture and social control. The lawful use of lethal force to subdue suspected wrongdoers has a long tradition in our nation. There is certainly nothing wrong with securing, incapacitating, or even killing violent persons who pose a serious threat to the lives of innocent individuals. Racial Profiling In The War On Drugs Meets The Immigration Removal Process: The Case Of Moncrieffe V. Holder, Kevin R. Johnson

In Moncrieffe v. Holder, the Supreme Court held that the Board of Immigration Appeals could not remove a long-term lawful permanent resident from the United States based on a single misdemeanor conviction for possession of a small amount of marijuana. The decision clarified the meaning of an “aggravated felony” for purposes of removal, an important question under the U.S. immigration laws. In the removal proceedings, Adrian Moncrieffe, a black immigrant from Jamaica, did not challenge his arrest and drug conviction. Consequently, the Supreme Court did not review the facts surrounding, or the lawfulness of, the criminal prosecution. Nonetheless, the traffic …

The purpose of this study was to examine the relationship of formal education and the effect it has on academic performance of the police recruits that attended the Department of Criminal Justice Training (DOCJT) for their basic training academy in Richmond, Ky. This study focused on the academic portion of recruit training only. This study assessed whether education level is a valid predictor of a recruit officers academic performance and will answer if higher education levels give a recruit officer an advantage academically while they are in basic training.

There currently exists a widespread and unacceptable risk of violence between law enforcement personnel and mentally ill suspects. The point of contact between law enforcement and the mentally ill has evolved over the last fifty years and can trace its origins to deinstitutionalization. Deinstitutionalization aimed to close centralized, state mental health institutions in favor of decentralized, community-based mental health care facilities. Deinstitutionalization, however, created a number of consequences for the mentally ill and law enforcement. For example, in the years since deinstitutionalization, an excessive number of homeless mentally ill persons and their families have had little or no access to …

Contemporary police departments are facing immense pressure to preserve public safety while also remaining fiscally accountable. As a response to economic pressures, police services are turning to intelligence led policing (ILP). ILP promises ‘smarter’ and more efficient policing with the use of advanced technologies and data analysis for decision-making. The present study examines ILP implementation in one urban Canadian police department. Through in-depth interviews with fifteen patrol and middle-management members, fifty-five hours of observation, and an analysis of organizational documents, I examine how ILP reform has been understood and enacted by patrol officers on the ground. Police violence against citizens lately has gripped the nation’s attention because of recent cases in Ferguson, Missouri; Staten Island, New York; Cleveland, Ohio; Baltimore, Maryland; and elsewhere. Children in those communities and nationwide have been directly and indirectly exposed to these well-publicized incidences of police killings and the aftermath of those killings.
Exposure to police violence may cause children physical, cognitive, emotional, and social trauma. Moreover, the exposure may negatively influence children’s mindsets regarding the criminal justice system and police.

Criminal prosecution of police officers raises a myriad of issues that this Article will begin to explore. First, while there has been a paradigmatic shift in police accountability in recent decades from remedies focusing on individual officers to those focusing on broad organizational reform, this Article will explore the important role that the deterrence rationale of criminal prosecution might play as one tool to address police misconduct. Contact between people with mental illness (PMI) and police is on the rise. The current study analyzed a six-month period of official police data (N = 400 occurrences) to provide a description of the PMI that came into contact with police and the typical characteristics and outcomes of these encounters. Results indicated that these interactions were initiated by family members and are taking place at home. Police are most commonly resolving the situations formally with apprehensions under the Mental health Act (55%), however only half of the time these apprehensions result in the PMI being admitted into hospital care, …

This research addresses the significant gap in literature related to stress among 9-1-1 call-takers and dispatchers. The relationship between perceived stress and work-life balance, fairness at work, support at home, and work control as well as physiological and psychological outcomes is examined. Survey responses were collected during the summer of 2012 from 89 police 9-1-1 call-takers and radio dispatchers of the San José Police Department Communications Division in San José, California. Using hierarchical multiple regression analysis, I found those who enjoy a balance between work and personal life experience less stress. Racial Justice Study: An Examination Of Ticket Citations In The City Of Mankato, Minnesota, Meagan Hammers, C. J. Hays, Hannah Laniado

This study examines if there is racial disparity in policing in the city of Mankato, Minnesota by examining all traffic ticket citations given for a six-month period in 2014. The authors created a data set and examined statistical relationships between the observed race of those receiving tickets and the types of tickets received. This study discovered statistically significant findings of over policing of minorities; while minorities represent roughly ten percent the population in Mankato, they make up approximately 22% of the population cited. Further, minorities were about three times more likely than whites to receive a ticket for administrative offenses, …

This fact sheet presents data for 1982–2012 on state and local law enforcement personnel in Alaska, including size of law enforcement agencies by number of employed personnel, police-citizen ratio, ratio of sworn officers to civilian employees, and employment of women as sworn officers. Data is drawn from the annual Crime in Alaska report of the Alaska Department of Public Safety and the annual Crime in the United States report of the Federal Bureau of Investigation, both of which are part of the FBI's Uniform Crime Reports (UCR) program.

One immediate component of officers' work environment that has the potential to have a significant influence on officers' job satisfaction is front-line supervision. Frontline supervisors have been found to impact officers' attitudes in general (Engel, 2000). Additionally, Van Maanen (1983) found that supervisors may impact officers by rewards or punishment. Although it has been researched that supervisors impact officers' attitudes or behavior (Terrill, 2001; Davis & Mateu-Gelabert, 1999), Walker (2007) concluded that there is still little research on the impact of supervisors on officer job satisfaction. This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. International Journal of Exercise Science 7(2) : 140-151, 2014. Strength, when considering gender and race, provides a basis for training, hiring, and retention for police officers. The purpose of this study is to identify muscular strength differences among racial groups from initial-recruit to in-service tests. Strength variables included bench press, bench press/lean mass and bench press/body mass. Scores were retrieved for the 1990 to 1995 recruit classes and were paired to the 2006 in-service fitness log. States seeking more cost-effective approaches than imprisoning drug offenders have explored innovations such as drug courts and deferred prosecution. These treatment-based programs generally involve giving diversion discretion to prosecutors and judges, actors further down the criminal processing chain than police. Fighting crime requires that we vest police with extensive discretion so that they can protect the public. Unfortunately, the nature of police work makes it difficult to ensure that law enforcement authority is not abused. This challenge is exacerbated by the fact that a great deal of questionable police activity exists in the legal shadows — unregulated practices that do not violate defined legal limits because they have generally eluded both judicial and legislative scrutiny.
