Over the past few years a series of high profile events involving the use of deadly force by police against individuals of minority descent have sparked national reactions driven in some part by modern media coverage. These reactions have included backlash against law enforcement both within the cities directly involved and those not directly involved. Women are under-represented in both numbers and at the command level of police agencies after over 40 years of women in policing. The national average for women in policing, as reported by the 2012 Federal Bureau of Investigation Uniform Crime Report, was 11.9%. Women in state police and highway patrol agencies are well below the national average, particularly in the southern states where the percentage is below 6%. Effects Of Stereotype Threat On Black And White Individuals’ Verbal Responses In Police Encounters, Samantha N. Strine

I examined whether Black and White individuals have different verbal behaviors in police encounters and, if so, whether stereotype threat explains these differences. This question is important because police officers use certain verbal behaviors as evidence of deception. Thus, unconscious behaviors arising from concern about being stereotyped as a criminal could cause Black men to be perceived by police as suspicious and, in turn, contribute to discrepancies in police treatment of Black versus White men. This article reports findings from a recent study examining the impact of Alaska’s Village Public Safety Officer (VPSO) program on the criminal justice response to sexual abuse of a minor (SAM) and sexual assault (SA) cases closed by the Alaska State Troopers (AST) between January 1, 2008 and December 31, 2011 in western Alaska. The study found that the likelihood that a sexual assault or sexual assault of a minor case will be accepted for prosecution in western Alaska is enhanced when VPSOs are first responders. [This article also appeared on p. 1–4 of the Spring 2018 print edition.]

This study provides a workload-based staffing model for police patrol in B Detachment of the Alaska State Troopers and describes the pattern of police incidents in B Detachment over the study period of 2009 to 2015. Alaska State Troopers provide service in unincorporated areas of the state. B Detachment, headquartered in Palmer with additional posts in Wasilla and Glennallen, serves a large part of the Matanuska-Susitna Borough and portions of the Valdez-Cordova Census Area along the Richardson Highway, — an area of about 20,000 square miles containing 2,250 miles of roadways. Prior research shows that female police officers experience more incidents of harassment than male police officers, and these experiences of harassment have been shown to have negative effects on their mental and physical health, retention, and job satisfaction. The current study examined the experiences of harassment of 20 female police officers from agencies around Southern California. A survey interview was used, and it was found that none of the women had experienced quid pro quo harassment, but every woman recalled experiencing environmental harassment at some point throughout their career. International Journal of Exercise Science 11(6): 319-330, 2018. The purpose of this investigation was to determine the physiological and perceptual demands associated with defensive tactics (DEFTAC) training among state patrol officers of different BMI (body mass index) categories. Twenty-four male state patrol officers (n = 24, age 36.00 + 7.86 yrs) voluntarily agreed to participate in data collection during a DEFTAC gauntlet. Anthropometric information (height (HT) 182.19 + 7.43 cm and weight (WT) 96.31 + 17.45 kg), body mass index (BMI), peak and average heart rates, duty weight, BLa, and RPE, were recorded. The Act redefines and broadens protection for public safety officers who are subjected to violent attacks while engaged in their duties. The Act creates original jurisdiction and stiffens penalties for juvenile offenders charged with violent crimes. The Act also increases indemnification payments made to the surviving spouse of a law enforcement officer who loses his or her life in the line of duty.

Since the summer of 2014, community members, politicians, and police executives across the country have called for greater police accountability and improvements in police-community relations. Body-worn cameras are widely seen as serving both ends. Today, thousands of police agencies are exploring, adopting, and implementing body-cam programs. A survey by the Major Cities Chiefs Association and the Major County Sheriffs’ Association found that 95% of surveyed agencies had either implemented or were committed to implementing a BWC program.

This thesis examines the link between anthropogenic climate change and mass incarceration by examining how governments address conditions in and around prisons resulting from hurricanes and wildfires. Critical Environmental Justice, Treadmill of Production and Destruction theories are synthesized using what is debuted here as an intersectional camera based on the theory of intersectionality. Researchers have found that law enforcement officers often experience stress. The purpose of this quantitative study was to determine if the size of the law enforcement agency (small, medium, or large) had any significant influence on how police officers perceive stress in their profession from a cognitive appraisal perspective with regards to Administrative/Organizational Pressure, Physical/Psychological Threats, and Lack of Support. Members of law enforcement (N = 144) from Utah and New York were surveyed utilizing Spielberger et al.'s Police Stress Survey. Archival data were provided by the National Police Suicide Foundation. By conducting a national survey, this Article empirically assesses how American police leaders perceive external legal regulation. At various times, policymakers have decried external police regulations as too expensive, too complicated, or too difficult to apply to different factual scenarios. Critics have also alleged that police regulations change too frequently, inadequately consider input from the law enforcement community, and unduly risk the safety of officers or the broader community. These complaints underscore an uncomfortable, but unavoidable reality: efforts to regulate police behavior often require policymakers to make compromises. Law enforcement makes headline news for shootings of unarmed civilians, departmental corruption, and abuse of suspects and witnesses. Also well-documented is the code of silence, the thin blue line, which discourages officers from reporting improper and unlawful conduct by fellow officers. Accordingly, accountability is challenging and mistrust of law enforcement abounds. There is much work to be done in changing the culture of police departments and many recommendations for change. One barrier to transparency that has been largely ignored could be eliminated by reversal of the Supreme Court’s 2006 decision in Garcetti v. Ceballos. Criticism of the decision has …

Racial disparities in capital punishment have been well documented for decades. Over 50 studies have shown that Black defendants more likely than their white counterparts to be charged with capital-eligible crimes, to be convicted and sentenced to death. Racial disparities in charging and sentencing in capital-eligible homicides are the largest for the small number of cases where black defendants murder white victims compared to within-race killings, or where whites murder black or other ethnic minority victims. This research sought to understand the potential association between officer perceptions of organizational justiceand officer perceptions of body-worn cameras (BWCs). A questionnaire was administered to a convenience sample of 362 officersfrom the 750 sworn personnel from the Richmond Police Department in Richmond, VA, yielding a response rate of 91% and representing 44% of the Richmond Police Department’s sworn employees. This study extends prior work by partially replicating a previous BWC survey conducted by leading body-worn camera scholars, utilizing a large sample from an urban mid-Atlantic police department. Unmanned aerial vehicles (UAVs), also known as drones, are an innovative technology that has received significant interest from the law enforcement community. The size and ability, technological capability, and cost effectiveness of UAVs make them an attractive tool for law enforcement agencies to utilize in the course of operations, including domestic surveillance.
