Arnold Ventures sought to review the research evidence for violence reduction strategies that do not rely on law enforcement. The John Jay College Research and Evaluation Center (JohnJayREC) and an expert group of researchers from public policy, criminology, law, public health, and social science fields conducted the scan. The research group members worked collaboratively to identify, translate, and summarize the most critical and actionable studies.

International Journal of Exercise Science 13(4): 1605-1614, 2020. Shoulder joint injuries are common for professional firefighters. A potential cause of shoulder injury is an imbalance between anterior (push) and posterior (pull) shoulder joint musculature. Understanding what contributes to these imbalances may help to identify areas needing improvement. The purpose of this study was to investigate different push to pull (P2P) ratios and the relationships among common upper body fitness assessments, body composition, and push to pull (P2P) ratios in firefighters. Sexual violence has largely been decriminalized in the United States through disbelief of victims, apathy on the part of law enforcement officers, and inaction on the part of institutions. Indeed, these mechanisms are so effective at burying the problem that most people are not aware of the extent of unprosecuted sexual violence, the woefully deficient law enforcement response, and the need for sweeping reform. The Article proceeds in two parts. The elderly population is growing dramatically throughout the world. Out of this growth comes an increase in the number of encounters between the aged and law enforcement. These encounters occur because of a variety of factors including mental illnesses and addictions. International Journal of Exercise Science 13(4): 1262-1274, 2020. Deputy Sheriffs need to exhibit job-specific fitness throughout their occupational lifespan. This study evaluated job-specific fitness changes measured by the Work Sample Test Battery (WSTB) in deputy sheriffs from training academy to patrol school (refresher program completed before first patrol assignment). WSTB data for 34 deputy sheriffs (28 males, 6 females) was retrospectively analyzed. The WSTB included five tests: a 99-yard obstacle course (99OC); a 165-pound body drag (BD); 6-foot chain link fence (CLF) and solid wall (SW) climbs; and a 500-yard run (500R). As frustrations over inequalities in policing and law enforcement continue despite attempted reforms (Beckett, 2016), many are asking for a more effective approach. A 2018 issue statement from the American Public Health Association (2018) highlights that violence is a public health issue that will not go away without the influence of a public health approach. The integrated biological-psychological-social model of health recognizes the complexity in the ways individuals are influenced by their situations, with violence as the unfortunate result of the wrong mix of circumstances. During pandemics, like COVID-19, law enforcement agencies are responsible for working with government and public health officials to contain spread, serve the local community, and maintain public order. Given the person-to-person spread of COVID-19 through respiratory droplets, law enforcement officers are also at a heightened risk of exposure due to their close contact with members of the public. This report provides a workload-based staffing estimate for the Alaska State Troopers C Detachment sworn staff, including troopers and court service officers. The report begins by examining incidents serviced by C Detachment for meaningful changes over years, seasonal variation, and variation by incident type. Next, we describe challenges of creating a workload- based model for staffing C Detachment, followed by summaries of interviews with sergeants in C Detachment and a description of C Detachment’s stated goals. Public Matters? Comparing Decision-Making By Appointed And Elected Prosecutors In Cases Of Deadly Use-Of-Force By Police In The Hartford Judicial District And Suffolk County, Andrew E. Dubsky

This thesis dissects prosecutor discretion for appointed and elected prosecutors after a “catalyst” event shifts public opinion. Previous studies have shown that elected prosecutors are more likely to use discretion favoring the opinion of the public than their appointed counterparts (Bandyopadhyay 2014, Nelson 2014, and Valenti 2011). Because elected prosecutors are more likely to follow public opinion, they should also be more likely to respond to the demands of the public than their appointed counterparts. In effect, elected prosecutors are expected to be more likely to exercise discretion in their charging and prosecuting. To test this, I use the 2014 …

Crime is often regarded as nonsensical, impulsive, and irrational. These conjectures are pointed, though conversation about the pros and cons of crime does not happen often. People point to harsh fines, jail times, and life restrictions as their reason for judgement, stating that the trade-offs are far too unbalanced to participate in illicit activity. During the course of his tenure with EMU, Martin served as University Police Officer, Associate Director and then Director of the Center of Regional and National Security and Library Assistant 3 in Halle Library among other things until leaving for a job at the University of Michigan School of Nursing in 2019. In this interview, Martin discusses his upbringing in Chicago and Detroit, his pathway to EMU, and his initial forays into law enforcement. This study was conducted to identify the best practices that are being used to promote higher education in both civil service and non-civil service police departments. This study also examined the higher educational incentives/policies that are currently established in municipal police departments to promote continued higher education. Factors such as tuition reimbursement, educational incentive pay, higher education standards for promotion and hiring, and rank and time of service were examined. The goal of this community project was to initiate conversation and bring awareness to the gap between the local Orange City Police Department and persons of color. Through research, the organizers recognized a need for relationship rebuilding in Orange City, Iowa, and strived to do this through the means of community participation. The organizers have collected stories from community members and worked to represent individuals who have been underrepresented. Through this process, the organizers created a petition to provide tangible proof for the police department that members within the community strive to rebuild relationships and address racial injustice.

The emergence of police accountability as an issue of concern in communities across the nation has led to a watershed era in the evolution of accountability systems involving civilian oversight of municipal police agencies. This Article reports on a survey of the civilian oversight entities in the one hundred most populous U.S. cities and draws on recent trends it identifies to illuminate the challenges inherent in civilian oversight of police. This Article is intended to serve as a resource for civilian oversight professionals as well as local government and community leaders who are advocating for new or revised oversight systems.

Urban police officers are regularly exposed to trauma and duty-related stress. The City of Detroit’s highly publicized bankruptcy proceedings reached finality in December 2014 but led to an additional layer of stress via financial uncertainty to Detroit police officers. The officers already experience high critical incident exposure rates and organizational tension/instability. While certain types of stressors (critical incident, organizational and family/personal) have been extensively researched and are largely anticipated within law enforcement agencies, the bankruptcy resolution, which included wage, pension, and medical insurance losses, may have compounded issues within the department. Black males are often the recipients of police brutality, criminal stereotyping, and inequitable treatment in higher education. This qualitative study examined the experiential narratives of 15 Black male college students’ perception towards law enforcement officers. The data was collected via one-on-one interviews, concluded with a focus group, and then presented in narrative forums. The participants’ feelings, attitudes, or beliefs about themselves as Black males significantly contributed to their inherent identification of the cultural challenges associated with law enforcement officers. The life of a police officer is filled with high stress and demands, so it is important to hire the right candidates. Preemployment testing is where candidates are screened with instruments such as the M-PULSE and the MMPI-2-RF to see if they are psychologically suitable for law enforcement. The purpose of this quantitative, nonexperimental study was to determine the extent that scores on selected M-PULSE scales (negative emotions and interpersonal difficulties) predicted scores on selected MMPI-2-RF scales (stress/worry and family problems).
