Around the country, state and local bar associations, access to justice commissions, and local advocacy groups are working to expand the right to counsel in their jurisdictions. The passage of three statutes in the past three years is tangible evidence of their efforts. Many civil right to counsel advocates take as their mandate a resolution passed unanimously by the American Bar Association’s House of Delegates two years ago, calling on the government to provide counsel in cases in which “basic human needs are at stake.” This Article describes efforts underway in eleven states to expand the right to counsel, as …

Finding aid, scan and typescript (Click on "Additional Files" below) for Manuscripts Small Collection 824. Letter, 8 January 1865, from Jonathan Wood, Smithfield, Pennsylvania, to his son, Union soldier Pliny Wood. He writes with sympathy for the soldiers’ hardships, instructs him on saving postage, criticizes the privileges of congressmen, expresses contempt for the treason of Jefferson Davis and the Confederates, and remarks on the suffering of prisoners of war at Andersonville, Georgia; nevertheless, he hopes for reconciliation with ordinary Southerners after their defeat and repentance.

Estimating Willingness To Pay For River Amenities And Safety Measures Associated With Shale Gas Extraction, Thomas C. Kinnaman

This paper utilizes a Contingent Valuation Method survey of a random sample of residents to estimate that households are willing to pay an average of $12.00 per month for public projects designed to improve river access and $10.46 per month for additional safety measures that would eliminate risks to local watersheds from drilling for natural gas from underground shale formations. These estimates can be compared to the costs of providing each of these two amenities to help foster the formation of efficient policy decisions.

Many global amphibian declines have been linked to the fungal pathogen Batrachochytrium dendrobatidis (Bd). The knowledge on Bd distribution provides a fundamental basis for amphibian conservation planning. Yet, such Bd distribution information is currently insufficient, in particular at a regional scale. The college classroom provides an excellent opportunity to expand the knowledge of Bd distribution. Here we provide an example of such research projects to detect Bd prevalence among local amphibians in a college course setting and present the results of work conducted in central Pennsylvania, USA. The Rise Of The Industrial Rural Tenant Laborers And The Rise Of The Industrial Economy: Historical Ethnography Of The Heminitz Property ,Site (36lh267), Upper Macungie Township, Lehigh County,Pennsylvania, Daniel N. Bailey, John W. Lawrence, Paul W. Schopp

Northeast Historical Archaeology

This paper presents the results of excavations at the Heminitz Property Site (36LH267), a rural domestic site in Upper Macungie Township, Lehigh County, Pennsylvania; Excavation, .'of several spatially and temporally discrete features and midden deposits in yards surrounding the house produced 6,875 artifacts. Documentary research revealed that the ca. 1843 house was intended to house tenant families engaged in agricultural labor. Analysis of the archaeological and documentary records associated with this site and the region shows that inthe mid-1800s, agricultural laborers possessed similar material. culture to neighboring independent farmers, while subsisting at a lower level of consumption.
