In this paper, we present how electrical consumption can reveal insight into the novel COVID-19 pandemic spread. We analyze electrical power consumption provided by PPL Electric Utilities, Department of Labor’s unemployment claims, and the COVID-19 cases/deaths for the State of Pennsylvania to study the impact of the pandemic on the infrastructure. Using a SARIMA model as our benchmark and we analyzed the use of a SARIMAX model to forecast the power consumption in Pennsylvania 14 days ahead. Our work quantifies and illuminates the effect that the strict legislation passed to minimize the spread of COVID19 had a on power consumption. …

Analyzing The Response To Covid-19 In Pennsylvania State Correctional Institutions, Elizabeth A. Rousseau

To evaluate the effects of the COVID-19 outbreak on the Pennsylvania prison system, I collected data from the Pennsylvania Department of Corrections, the Pennsylvania Department of Health, and the Marshall Project. I supplemented the data with opinion pieces and journal articles discussing the specific issues that this pandemic imposes upon prisons in the United States. In sum, population data collected from the Department of Corrections showed that only a few State Correctional Institutions saw a steady decrease in population over the 25 day study period from from June 18th through July 13th (Pennsylvania Department of Corrections, 2020). Divorce As Liberation: Marital Expectations Among The Working-Class In The 1950s, Kristin M. Catrone

Divorce was a remedy employed by working-class Americans in the 1950s when their marital expectations went unmet. Spouses left emotionally, physically, or sexually abusive marriages. Expectations for marriage also centered around assumptions based on gender. Working-class women showed how divorce could be used as a tool of liberation and empowerment.

When a response to inaccurate information strives to be an informative exercise of its own, it is difficult to balance the desire to respond point by point to mischaracterized, misleading, or untrue information, with the need to simply offer a complete picture of facts. This article is a response to Abigail Wenger’s article regarding
vaccinations. To reply to each mischaracterization or inaccuracy in turn means this response loses its own informative intent and becomes simply a rebuttal. Description And Educational Impact Of Pennsylvania's Manure Hauler And Broker Certification Program, Robert J. Meinen, Dhanushi A. Wijeyakulasuriya, Michael Aucoin, Johan E. Berger

We describe Pennsylvania's Commercial Manure Hauler and Broker Certification Program and discuss results of an industry survey. Survey knowledge questions were centered on state-mandated program competencies designed to minimize environmental losses of manure nutrients. Survey results demonstrated that participation in state-directed, Extension-led educational programming resulted in greater knowledge for those required to complete more rigorous certification education and for those exposed to more continuing education. Educational impact is expected to be far-reaching as survey respondents worked on an average of 38.5 farms annually. Extension's role is critical in this certification program that endeavors to improve water quality.

Note: Fracking Fluids: Regulatory Disclosure And Trade Secret Ingredients, Alison Ibendahl
Notre Dame Journal on Emerging Technologies
The Note reviews current law, policy, and politics that are part of the discussion around disclosing fracking fluid trade secrets. Part I of this paper provides a background of fracking, why it is valuable, and intellectual property regimes used by owners of fracking relating to intellectual property. Part II reviews the regulatory takings doctrine, trade secret law and the interaction between them. Current disclosure laws, the policy considerations of disclosure law, and political attitudes towards fracking are discussed in Part III. This review concludes with general comments on current disclosure and the potential changes to regulations.

In this comparative study, I will analyze the various methods employed by states for monitoring and curtailing methane leakage in comparison with approaches that have been employed at the federal level. I will juxtapose the regulatory regimes of Colorado, North Dakota, New York, Pennsylvania, New Mexico, and California with the Obama Administration methane leakage regulations, including the 2016 Bureau of Land Management (BLM) "methane waste rule" regulations that the Trump Administration formally rolled back in September 2018. Finally, I will consider what the failure of the Obama Administration methane leak regulations means for climate change law in the United States …

Introduction: Birth certificate data is a cornerstone of public health reporting, yet numerous studies document that much of the data collected is unreliable. Limited evidence suggests that the attendant at birth item may not be accurately captured on the current birth certificate, therefore not representative of the care provided by midwives in the United States. The primary purpose of this study was to determine whether midwives are accurately represented as attendant at birth on the Pennsylvania birth certificate. A secondary purpose was to assess midwives’ motivation to improve data collections if significant discrepancies were found.

This essay offers an intermediate discussion of select policy, strategic, operational, and tactical issues that demonstrate where and how the Commonwealth of Pennsylvania’s novel coronavirus response on the one hand, and homeland security frameworks and research on the other, converge or—more often so—diverge, and how to narrow this gap. Although typically framed as a pandemic owned by the public health sector, the COVID-19 response falls directly within the homeland security mission space, whose core missions include “Ensuring Resilience to Disasters.” In some respects, Pennsylvania’s response exemplifies best practices suggested by research. This report addresses the widespread pollution of domestic groundwater resources with Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) caused by firefighting activities performed at military installations across the United States. Two former military bases in Southeastern Pennsylvania are used as a single case study: the Naval Air Development Center (NADC) in Warminster and the Naval Air Station Joint Reserve Base (NASJRB) in Horsham. Chapter 1 gives a history of domestic military bases from the perspective of the infrastructure buildup and downsizing that occurred over the 20th Century, along with the environmental degradation revealed during brownfield redevelopment. Pennsylvania has the third highest rate of death due to drug overdose (44.3 per 100,000) in the country, which is significantly higher than the national rate. This continues to have drastic societal impact. Medication assisted treatment (MAT), which includes opioid agonist medications, is the gold standard in treatment for OUD; however, a significant gap remains between the number of individuals in need of treatment and the number of MAT providers. Penn State Health established a system to address the opioid epidemic through the Pennsylvania Coordinated Medication Assisted Treatment program utilizing lessons learned from existing validated models. Expanding Third-Party Standing In Custody Actions: How The Opioid Crisis Has Impacted Lgbtq Parental Rights In Pennsylvania, Jill C. Gorman

Declared a public health emergency by the federal government, the opioid crisis often places children in foster care when parents fatally succumb to their addictions. To unburden the foster care system and to accommodate family members who want to care for these children, Pennsylvania enacted Act No. 21 on July 3, 2018, to expand custody standing to include certain third parties. However, because the legislature has not expanded the legal definition of “parent,” Act No. 21 poses a threat to the legal rights of nonbiological LGBTQ parents.

INTRODUCTION: Few studies have examined the impact of community health on employers. We explored whether employed adults and their adult dependents living in less-healthy communities in the greater Philadelphia region used more care and incurred higher costs to employers than employees from healthier communities.
METHODS: We used a multi-employer database to identify adult employees and dependents with continuous employment and mapped them to 31 zip code regions. We calculated community health scores at the regional level, by using metrics similar to the Robert Wood Johnson Foundation (RWJF) County Health Rankings but with local data.
