Restorative Justice And Recidivism In Formerly Incarcerated Women, Alfeia B. Devaughn-Goodwin Jan 2022

Restorative Justice And Recidivism In Formerly Incarcerated Women, Alfeia B. Devaughn-Goodwin

Walden Dissertations and Doctoral Studies

This study explored the experiences of nonviolent women offenders over the age of 50 of all ethnicities who were formerly incarcerated and their involvement with restorative justice and recidivism from a public policy perspective. Although there was prior research on reentry of ex-offenders, the problem was that few studies focused on the barriers and success factors of reentry services for older female ex-offenders 50 years or older. The purpose of the study was to explore restorative justice and recidivism in formerly incarcerated women who were nonviolent offenders in an East Coast state with a focus on the barriers and success …

A Gis Analysis Of Potential Wetland Mitigation Opportunities In The Brandywine Creek Watershed, Chester County, Pennsylvania, Shannon Ryan Jan 2022

A Gis Analysis Of Potential Wetland Mitigation Opportunities In The Brandywine Creek Watershed, Chester County, Pennsylvania, Shannon Ryan

West Chester University Master’s Theses

Wetlands provide innumerous functions and values that are beneficial to both the natural environment and economic systems. Historically these habitats have suffered significant losses and it is crucial to preserve existing wetlands and plan for future restoration opportunities. This research examines six sub-watersheds within the Brandywine Creek watershed within Chester County, Pennsylvania to determine where potential wetland mitigation opportunities occur. Using a Geographic Information Systems (GIS) analysis, three wetland characteristics including watercourse locations, existing National Wetlands Inventory (NWI) wetlands, and hydric soils were mapped throughout each of the watersheds. Areas of agricultural easements and steep slopes were used to exclude …

Sacramental Ethnicity: Women’S Culture And Vernacular Religion In Twentieth-Century America, Aaron J. Rovan

Graduate Theses, Dissertations, and Problem Reports (ETD)

This project examines the reciprocal and evolving relationship between American women’s culture, vernacular religion, and the social development of American ethnicity. This project focuses on the roles of white ethnic women, both literary and real, in the construction, maintenance, and transmission of ethnic identity. The project highlights the connections between the folkloric performances of vernacular religion and the discursive articulation of ethnicity by focusing on two women writers and two groups of Slovak American women. The fiction of Kate Chopin and Anzia Yezierska illustrates how literary authors bring their contemporary concepts of folklore into their writing. The writings of these …

The Heart Of Everything In The Middle Of Nowhere: The Role Of Rural Identity In The Formation And Deployment Of Political Attitudes In Pennsylvania, Mikaela G. Zimmerman

Graduate Theses, Dissertations, and Problem Reports (ETD)

The world of American politics continues to infiltrate households across the United States as technological advancement extends the reach of breaking news and government action. With this expanding reach, communities all over the country are digesting and contemplating their place in national politics more fervently than ever. At the crux of this discussion is the backbone of political engagement and action—identity and its resulting political attitudes. For decades, partisanship has been a point of contention amongst American citizens. Cities across the nation showcase protests, demonstrations, town hall meetings, and more illustrating citizens’ care for their democratized input in government affairs. …

Who Pays To Clean Up What A Dying Industry Leaves Behind?, Audrey Carleton Dec 2021

Who Pays To Clean Up What A Dying Industry Leaves Behind?, Audrey Carleton

Capstones

As the birthplace of oil and gas, Pennsylvania is home to the highest number of orphaned abandoned oil and gas wells in the country — an estimated 300,000 to 500,000 dot the Keystone State, all remnants of a dying industry. These wells emit methane, a potent greenhouse gas, and have, for decades, caused alarm to hundreds of residents, documents obtained in a months-long capstone investigation show. The state is currently plugging 10 to 12 abandoned wells per year, on average, out of hundreds of thousands, in part because it has not collected enough in cleanup funds from producers to fund …

"Send Freedom House!": A Study In Police Abolition, Tiffany Yang Oct 2021

"Send Freedom House!": A Study In Police Abolition, Tiffany Yang

Washington Law Review

Sparked by the police killings of George Floyd and Breonna Taylor, the 2020 uprisings accelerated a momentum of abolitionist organizing that demands the defunding and dismantling of policing infrastructures. Although a growing body of legal scholarship recognizes abolitionist frameworks when examining conventional proposals for reform, critics mistakenly continue to disregard police abolition as an unrealistic solution. This Essay helps dispel this myth of “impracticality” and illustrates the pragmatism of abolition by identifying a community-driven effort that achieved a meaningful reduction in policing we now take for granted. I detail the history of the Freedom House Ambulance Service, a Black civilian …

Removing Roadblocks: Alternatives To Lawful Status And Social Security Number Requirements For Pennsylvania Driver’S Licenses, Miranda Sasinovic Oct 2021

Removing Roadblocks: Alternatives To Lawful Status And Social Security Number Requirements For Pennsylvania Driver’S Licenses, Miranda Sasinovic

Dickinson Law Review (2017-Present)

As part of their traditional state police powers, states determine the eligibility requirements for their driver’s licenses. Standard eligibility requirements include proof of age, residency, identity, and knowledge. In the 1990s, some states amended their vehicle codes to require proof of lawful status, effectively barring undocumented immigrants from obtaining driver’s licenses.

In response to inconsistent issuance and verification standards, Congress passed the REAL ID Act of 2005. The Act prohibits federal agencies from accepting state driver’s licenses for official purposes unless states comply with minimum issuance and verification standards. These standards include requirements to verify Social Security numbers and lawful …

Can A Person's "Slate" Ever Really Be "Cleaned"? The Modern-Day Implications Of Pennsylvania's Clean Slate Act, Kimberly E. Capuder

St. John's Law Review

(Exceprt)

In 2006, Khalia was arrested for a “low-level counterfeiting charge.” While Khalia was innocent and never convicted for the charged offense, she still had a criminal record. Because she was concerned that future employers would “view her as a thief,” she never applied to any of her dream jobs. But once Khalia’s arrest record was automatically sealed, she finally had enough confidence to send in a job application to a prestigious consulting firm, and was offered the position. Khalia believes that her newly sealed criminal record “means a future without judgment.” And this future without judgment was made possible …

Spatial Analysis Of Health Care Utilization Among Medicare Beneficiaries With Coal Workers’ Pneumoconiosis And Other Related Pneumoconiosis, Ahmed A. Arif, Claudio Owusu, Rajib Paul, Christopher M. Blanchette, Ripsi P. Patel, Tyrone F. Borders Apr 2021

Spatial Analysis Of Health Care Utilization Among Medicare Beneficiaries With Coal Workers’ Pneumoconiosis And Other Related Pneumoconiosis, Ahmed A. Arif, Claudio Owusu, Rajib Paul, Christopher M. Blanchette, Ripsi P. Patel, Tyrone F. Borders

Rural & Underserved Health Research Center Publications

Overview of Key Findings

  • The states with the highest number of Medicare beneficiaries with coal workers’ pneumoconiosis (CWP) were Kentucky, West Virginia, Virginia, and Pennsylvania.
  • Significant clustering of health care utilization rates for Medicare beneficiaries with CWP was observed in the central Appalachian states of Kentucky, West Virginia, and Virginia.
  • Significant clustering of health care utilization rates for Medicare beneficiaries with Other Related Pneumoconiosis was observed in Appalachia and the southeast parts of Texas and Louisiana. This clustering merits additional research to understand underlying disease etiology.
