The Fire Rises: Refining The Pennsylvania Fireworks Law So That Fewer People Get Burned, Sean P. Kraus

On October 30, 2017, the General Assembly of Pennsylvania passed an act that repealed the state’s fireworks law, which had prohibited the sale of most fireworks to Pennsylvanian consumers for nearly 80 years. The law’s replacement generally permits Pennsylvanians over 18 years old to purchase, possess, and use “Consumer Fireworks.” Bottle rockets, firecrackers, Roman candles, and aerial shells are now available to amateur celebrants for holidays like Independence Day and New Year’s Eve. The law also regulates a category of larger “Display Fireworks,” sets standards for fireworks vendors, and introduces a 12-percent excise tax on fireworks sales that serves to …

Trends In Pennsylvania 8th And 11th Grade Student Test Performance Since The Common Core Implementation, Lisa S. Hoban

Abstract

The purpose of this research study was to explore trends in student test performance since the Common Core implementation in 8th and 11th grades in Pennsylvania. After receiving failing grades for the Pennsylvania State Standards when compared with other states, legislators adopted the Pennsylvania Common Core Standards in 2013. Much of this decision was grounded in the belief that with new standards, Pennsylvania student test scores would move from 35-45% proficiency levels in Reading and Math to 100% proficiency (Hamilton, 2007).

Background: As depression screening becomes a standard in primary care, the question remains of how effective and equitable screening can be implemented to avoid cultural and language-related disparities.

Methods: In this retrospective cohort study, rates of depression screening were compared for 3626 adult patients at a family medicine residency-based health centre in Pennsylvania, USA. The PHQ-2/PHQ-9 modality was verbally administered by nursing staff at the time of patient intake as part of a universal screening initiative. Chi-square analysis was used to determine the univariate associations of performed depression screening with variables of language, ethnicity, gender and number of office visits. …

Land Surveying In Early Pennsylvania: A Case Study In A Global Context, Marcus Gallo

By the end of the seventeenth century, Anglo-Americans on both sides of the Atlantic accepted the importance of surveying to any system of land ownership. Most historians of colonial British have similarly taken colonial surveying practices as a given. This article complicates these assumptions through an examination of Pennsylvania in a wider context. In fact, land policy in colonial Anglo-America differed significantly from practices elsewhere in the early modern world. English colonizers embraced a model of settler colonialism that created a market for land, thus encouraging the proliferation of modern surveying practices.

The Pennsylvania constitution of 1776 ignited an extensive and intractable debate that remained at the center of the state’s politics throughout the Revolutionary period. This debate encompassed disagreement over a broad range of questions relating to the relationship between government and society, many of which brought into question the implications of the concept of popular sovereignty for governmental structure and popular political agency. Competing notions regarding these issues, while expressed within a general framework of consensus concerning the source of political authority [the people], revealed fundamentally different visions of governmental order. Introduction:

The perinatal period is a key opportunity for intervention for families impacted by opioid use disorder (OUD). However, in 2016 only 7.6% of treatment facilities in PA offered childcare for parents receiving treatment and only 2.8% of residential facilities offered beds for clients’ children.

Objective:

The purpose of this project was to understand the magnitude of the opioid crisis as it affects pregnant women and their children in PA as well as what avenues exist to advocate for policy changes to better support their recovery.

Introduction: Hydraulic fracturing extracts fossil fuels from rock formations by injecting chemicals underground. While 80% of studies demonstrate risks or actual harms to health from fracking, Pennsylvania does not require chemical disclosures. Fracking accelerates climate change, a phenomenon linked to increases in health emergencies. With 1.6 million Pennsylvanians living within 1 mile of active oil or gas development sites, there is considerable risk. In 2012, Pennsylvania banned physicians from discussing health impacts of fracking, an order struck down in 2016.
