An Analysis Of Poverty Convergence: Evidence From Pennsylvania Counties, Angel Alcantara, Stephanie M. Brewer, James J. Jozefowicz

The Journal of Economics and Politics

This paper extends applications of unconditional and conditional β-convergence and σ-convergence analysis to poverty rates in a panel data sample of Pennsylvania counties during the period 1990-2019. Spatial structural breaks between rural and urban counties in Pennsylvania plus the possibility that Philadelphia County is an outlier are acknowledged to avoid spurious inferences. The findings support the existence of unconditional β-convergence in the pooled, urban, and rural samples with non-metropolitan areas exhibiting the greatest convergence. However, the largest conditional β-convergence is observed for urban counties, and this outcome is robust to the exclusion of Philadelphia County. Graphical evidence evinces a greater …

Expungement In Pennsylvania After Pardon: Excluded By Clean Slate Limited Access, Joseph H. O’Donnell

Pennsylvania law provides several methods to protect or dispose of a criminal record. Methods to protect a criminal record from public view include expungement, limited access, clean slate limited access, and pardon. Expungement is a relatively limited right in Pennsylvania, but individuals do have a right to expungement upon receipt of a governor’s pardon. This right was created by case law. However, not every state follows this model. The recently enacted Clean Slate Limited Access Act created automated sealing for certain offenses, including cases where the Governor issued a pardon. This created a system of double protection for criminal records …

Because Pennsylvania was the first state to implement legislation that slowly ended slavery within the state, contests over freedom and the enforcement of where it began and ended became an essential element of Pennsylvania’s border-making policies in the late eighteenth and early nineteenth century. The struggle over the territorial extent (by which I mean legal and geographical) of Pennsylvania abolition between enslavers intent on retaining their human chattel by any means necessary and enslaved men and women intent on asserting their freedom once they touched Pennsylvania “free soil” in turn, served to solidify the geopolitical boundary of the state in …

Under the Pennsylvania Constitution of 1968, Article V, § 5 established a single Courts of Common Pleas in each judicial district. Previously, there had been a variety of separate trial courts in Pennsylvania, e.g., common pleas, county courts, orphans, juvenile, oyer and terminer, etc. Under the new Constitution, all courts were merged into a single court of common pleas. In larger counties, like Philadelphia and Allegheny County, a separate family division consists of an Adult and Juvenile divisions.

The adoption of the Pennsylvania Divorce Code on April 2, 1980, P.L. 63, Act 1980-26 was the second major change of the Divorce Law since 1785. “The Divorce Law,” May 2, 1929 P.L. 1237, 23 P.S. § 63 authorized local rules. The new 1980 act created three major features not found in the earlier act: no-fault divorce, alimony, and equitable distribution of property. For an early discussion of the new Code, see Lynne Z. Spatiotemporal Correlation Analysis Of Hydraulic Fracturing And Stroke In The United States, Chuanbo Hu, Bin Liu, Shuo Wang, Zhenduo Zhu, Amelia Adcock, James Simpkins, Xin Li

Hydraulic fracturing or fracking has led to a rapid growth of oil and gas production in the United States, but the impact of fracking on public health is an important but underresearched topic. We designed a methodology to study spatiotemporal correlations between the risk of fracking and stroke mortality. An annualized loss expectancy (ALE) model is applied to quantify the risk of fracking. The geographically and temporally weighted regression (GTWR) model is used to analyze spatiotemporal correlations of stroke mortality, fracking ALE, and nine other socioeconomic- and health-related factors. Examining Overrepresentation In Special Education Amongst African Americans Diagnosed With Emotional Disturbance In The State Of Pennsylvania, Krisa Franzetta

This study examines the disproportionality in special education, regarding African American students being overrepresented, specifically under the disability category of Emotional Disturbance (ED) within the state of Pennsylvania. Demographic information was collected with the use of secondary data provided by the Pennsylvania Department of Education, using 648 educational programs across 29 intermediate units. Data were analyzed with statistical representation of percentages as related to risk composition and the E-Formula. The results yielded an average risk of African American students being two times more likely to be diagnosed with ED than their White peers. Additional results from the calculation of the …

Characterizing a species’ dietary composition presents an avenue to understand many facets of its ecological niche and can provide essential information for the species’ long-term conservation. To date, the vast majority of diet studies have relied on direct identification of prey during foraging observations or from diet samples to characterize the dietary habits of birds. However, advancements in laboratory-based approaches have revolutionized the field of trophic ecology by allowing researchers to indirectly infer dietary habits with higher resolution across greater time scales. This study explored the experiences of nonviolent women offenders over the age of 50 of all ethnicities who were formerly incarcerated and their involvement with restorative justice and recidivism from a public policy perspective. Although there was prior research on reentry of ex-offenders, the problem was that few studies focused on the barriers and success factors of reentry services for older female ex-offenders 50 years or older. "Send Freedom House!": A Study In Police Abolition, Tiffany Yang

Sparked by the police killings of George Floyd and Breonna Taylor, the 2020 uprisings accelerated a momentum of abolitionist organizing that demands the defunding and dismantling of policing infrastructures. Although a growing body of legal scholarship recognizes abolitionist frameworks when examining conventional proposals for reform, critics mistakenly continue to disregard police abolition as an unrealistic solution. This Essay helps dispel this myth of “impracticality” and illustrates the pragmatism of abolition by identifying a community-driven effort that achieved a meaningful reduction in policing we now take for granted. Many often identified the Catholic Church with the cause of labor and worker’s rights in the United States. However that was not the common situation encountered by laborers throughout most of the nineteenth century. The proclamation of the social encyclicals: Pope Leo XIII’s Rerum Novarum (1891) and Pope Pius XI’s Quadragesimo Anno (1931) elevated the status of the worker, endorsed worker associations and placed the Catholic Church as an advocate of worker’s rights.
