Pennsylvania's Sales And Use Tax: Has Nearly $1 Billion Been 'Zapped' Away In Fraud?, Richard Thompson Ainsworth Oct 2010

Pennsylvania's Sales And Use Tax: Has Nearly $1 Billion Been 'Zapped' Away In Fraud?, Richard Thompson Ainsworth

Faculty Scholarship

The Sales and Use Tax is an essential part of Pennsylvania’s revenue profile. Not only is it the State’s second largest revenue source, it has historically played a critical role in reducing the volatility of Pennsylvania’s overall tax collections. The sales tax is also critical to the city of Philadelphia, and Allegheny County. During the current economic downturn both the revenue and structural attributes of this levy should be pushing it to the front of the tax policy line.

The two topics that should rest atop Pennsylvania’s tax policy agenda should be: (1) joining the Streamlined Sales Tax initiative and …

Disability Preparedness: Availability Of Ada Compliant Emergency Shelters Across Pennsylvania, Lisa J. Peterson

MPA/MPP/MPFM Capstone Projects

Since the events of September 11th and Hurricane Katrina, the field and research associated with emergency preparedness have grown substantially. Despite the positive contributions of research, problems relating to the use of emergency shelters during the disasters have surfaced. Through anecdotal evidence and subsequent research, it was soon discovered that the needs of those with disabilities were not adequately addressed at many sites. Many potential residents were turned away at shelters due to their disability, or if allowed in, were forced to live in sites with barriers that could hinder activities of daily living.

To address concerns, emergency management officials …

An Eiav Field Isolate Reveals Much Higher Levels Of Subtype Variability Than Currently Reported For The Equine Lentivirus Family, Jodi K. Craigo, Shannon Barnes, Baoshan Zhang, Sheila J. Cook, Laryssa Howe, Charles J. Issel, Ronald C. Montelaro

Veterinary Science Faculty Publications

BACKGROUND: Equine infectious anemia virus (EIAV), a lentivirus that infects horses, has been utilized as an animal model for the study of HIV. Furthermore, the disease associated with the equine lentivirus poses a significant challenge to veterinary medicine around the world. As with all lentiviruses, EIAV has been shown to have a high propensity for genomic sequence and antigenic variation, especially in its envelope (Env) proteins. Recent studies have demonstrated Env variation to be a major determinant of vaccine efficacy, emphasizing the importance of defining natural variation among field isolates of EIAV. To date, however, published EIAV sequences have been …

Closing The Food Gap In Adams County: A Proposal For Comprehensive Solutions Through Community Action, Vickie Corbett, Rayna Cooper, Kim Davidson, Kathy Gaskin, Kathy Glahn, Aimee S. George, Audrey Hess, Gretchen Natter, Christine Nemetz, Megan Shreve, Sara W. Tower

Center for Public Service Research

Today, in Adams County, we have two food systems. The 20% who live in poverty survive on food stamps, the food pantry, church donations, and trips to discount food vendors. Those with more financial stability could choose from an abundance of healthy, sustainably produced, local and international foods. We have come to accept these two food systems as the norm without critically analyzing how it is affecting individuals and the health of our communities.

In addition to reducing the disparity and closing the food gap, this initiative is focused on building our local economy and educating our community about nutrition …

Bladder-Spinal Cord Injury Manual, Thomas Jefferson University Hospital And Magee Rehabilitation

Spinal Cord Injury Manual (English)

Introduction

Your bladder and urinary system play a very important part in keeping you healthy by acting like a “filter” and getting rid of the waste products from food and fluid that you have eaten and absorbed. After you have had a spinal cord injury, you often lose your ability to control urination. You may not be able to feel that your bladder is full, and if you can feel it, you may not be able to empty it.

It is important to note here that the changes that occur in your bladder will be unique to you. Although there …

The Spinal Column-Spinal Cord Injury Manual, Thomas Jefferson University Hospital And Magee Rehabilitation

Spinal Cord Injury Manual (English)

The spinal cord is a part of a system called the central nervous system. The central nervous system is made up of two main structures — the brain and the spinal cord. The spinal cord is delicate tissue protected by spinal bones, which are called vertebrae. The spinal cord sits in a space through the center of the vertebrae called the spinal canal. The vertebrae are stacked one on top of another. The job of the vertebrae is to provide support and flexibility for the body and to protect the spinal cord. Discs separate the vertebrae. Discs are tough fibrous …

Spinal Cord Injury Manual (English)

Introduction

Spinal cord injury can affect normal breathing. The level of your injury will determine the effect it will have. It can be different for everyone. For example, the higher the level of your injury, the more complications you may face. Good pulmonary care can assist in keeping you healthy after your spinal cord injury.

Introduction to Skin Function

The skin is a vital part of the body with many necessary functions:

• The skin protects you from the environment. When your skin is intact, there is a barrier against bacteria and injury to the organs inside of the body. It prevents too much sunlight or harmful chemicals from entering the body.

• The skin helps you stay warm or cool. Your sweat glands produce sweat and cool you off as the sweat evaporates from the skin.

• Nerve endings in the skin send messages to the brain to give you information about pain, temperature …

Introduction-Why Nutrition Matters

Nutrition is important for everyone to maintain good health. After a spinal cord injury, nutrition can be even more important to improve overall wellness, achieve and maintain a healthy weight and help regulate bowel and bladder function. Eating a well balanced diet can help prevent the long term complications associated with SCI such as weight gain, deconditioning and skin breakdown.

A well-balanced diet can provide all of the nutrients that your body needs. Foods high in fiber, along with plenty of water, help regulate bowel function. However, if you eat more than you need, you can gain …

Mobility-Spinal Cord Injury Manual, Thomas Jefferson University Hospital And Magee Rehabilitation

Spinal Cord Injury Manual (English)

Introduction

Mobility is defined as those activities involved in getting you out of bed into a wheelchair, movement in the wheelchair, standing and walking. This is accomplished by first stabilizing the spine through surgery, external immobilization (bracing, traction or casting), or both, so you can safely move without further damage to your spinal cord. Following your spinal cord impairment, you are limited in the ability to move because of muscle weakness, immobilization devices, bed rest, or a combination of these factors. Since staying in one position for long periods of time can lead to other medical complications such as skin …
