In the early summer of 1978 Marianne Burkhard, of the University of Illinois, circulated a questionnaire among the members of the Swiss American Historical Society designed to probe their opinions regarding the future course of the Society. The varied responses she received run the gamut of strong support for new directions to emphatic warnings against becoming involved in expensive programs or diluting the purpose and goals of the Society. In recent years the administration of criminal justice in this country has become increasingly dominated by the process known as "plea bargaining." In plea bargaining a defendant waives the right to trial by pleading guilty in return for certain advantages offered by the state. The state benefits in terms of the time and money saved by avoiding a trial. The practice is so pervasive that in many jurisdictions fewer than 10 percent of the criminal defendants ever stand trial.
