The Impact Of The Kalamazoo Promise On College Choice: An Analysis Of Kalamazoo Area Math And Science Center Graduates, Michelle Miller-Adams, Bridget Timmeney Mar 2013

The Impact Of The Kalamazoo Promise On College Choice: An Analysis Of Kalamazoo Area Math And Science Center Graduates, Michelle Miller-Adams, Bridget Timmeney

Upjohn Institute Policy Papers

The Kalamazoo Promise has led to a pronounced shift in the college-going patterns of Kalamazoo Public Schools (KPS) students who attend the Kalamazoo Area Math and Science Center (KAMSC). Following the introduction of the Kalamazoo Promise in 2005, the percentage of KPS KAMSC students attending public, in-state institutions of higher education has almost doubled—a shift that reflects the program rules of the Promise, which covers tuition and fees only at public postsecondary institutions in Michigan. The percentage of non-KPS KAMSC students attending an in-state, public institution also rose in the post-2006 period but only very slightly, suggesting that the Promise …

Disability Determination Services And The State Of Michigan Media Project, Eric Hartstein

Honors Theses

I designed two informational brochures as part of a media project for both the State of Michigan Internship Program (SoMIP) and Disability Determination Services (DDS), which were both host agencies for my student internship during the spring 2012 semester. The purpose of the project is to raise awareness about the programs among college students, as well as to recruit talented students to become future interns for either of the programs. I chose this project because I felt that brochures would be a simple and effective way to distribute information regarding the programs across campuses statewide. I corresponded with both WMU …

A Small City's Big Scandal: Municipal Corruption, Progressive Reform, And The Grand Rapids, Michigan Water Scandal, 1900–1906, Brian F. Sarnacki

Department of History: Dissertations, Theses, and Student Research

At the turn of century the city of Grand Rapids, Michigan began debating plans for expanding its water supply. These debates quickly spawned corrupt dealings, which in turn produced the city’s water scandal. The city’s first genuine scandal, the water scandal marks a turning point in the city’s history. The fact that the rather ordinary bribery scheme became a scandalous event reveals the city had adopted enough of the Progressive ethos to punish corruption. The water scandal stands as the tipping point of municipal politics in Grand Rapids between Gilded Age politics rooted in personal connections and Progressive politics centered …

A Comparative Case Study Analysis Of Administrators Perceptions On The Adaptation Of Quality And Continuous Improvement Tools To Community Colleges In The State Of Michigan, Ted B. Mattis

All-Inclusive List of Electronic Theses and Dissertations

The purpose of this study was to determine whether community college administrators in the state of Michigan believe that commonly known quality and continuous improvement tools, prevalent in a manufacturing environment, can be adapted to a community college model. The tools, specifically Six Sigma, benchmarking and process mapping have played a critical role in improving performance in the manufacturing sector. In 2008, the Obama administration made restoration of America'sEducational prominence a campaign promise and committed to the development of the American Graduation Initiative, a $12 billion plan to reform U.S. community colleges to be executed over the next decade. The …

Trusts & Estates (Annual Survey Of Michigan Law, June 1, 2011 - May 31, 2012), Susan E. Cancelosi

Law Faculty Research Publications

The Survey period began only two months after the Michigan Trust Code took effect. Thus, attorneys handling matters subject to the new trust law were only beginning to delve into how their practices will change. At the same time, estate planners who handle larger estates spent the first part of the Survey period on edge about federal estate tax uncertainty. Although Congress in mid-December 2010 did act to extend the estate tax relief of the past decade, it did so only temporarily, leaving many questions for future planning. With the new Michigan Trust Code and the federal estate tax changes, …

Creating A Plug-In Electric Vehicle Industry Cluster In Michigan: Prospects And Policy Options, Thomas P. Lyon, Russell A. Baruffi Jr.

Michigan Telecommunications & Technology Law Review

This Article seeks to examine how policy can be used strategically to foster the development of a plug-in electric vehicle ("PEV") industry cluster in Michigan. The tendency for certain industries to localize in particular regions has captured the interest of much economic research and policy discussion in recent years. The trend toward the clustering of new industries has stayed strong despite the acceleration of globalization. Attention to clusters has proven to be an enduring theme in economic development circles for nearly thirty years. Clusters generate synergies that make industrial activity greater than the sum of contributions by individual players. In …

The Case For Clean Energy Technology Manufacturing: Ten Steps Business And Industry Must Take To Optimize Opportunities In The Emerging Clean Energy Economy, Stanley Pruss

Michigan Telecommunications & Technology Law Review

Clean energy policy choices will be critical both for economic vitality within the United States and for international competitiveness in the race to improve clean energy technology and capture emerging markets. With legislative solutions losing momentum, business and industry leaders will be the key drivers in reorienting American policy, discourse, and economics in the clean energy economy. The problem, however, is that many political and business leaders are unaware of the job-creating potential and economic benefits in the clean energy sectors. These benefits could be realized if we made a serious, strategic effort to align our latent strengths in manufacturing …

Can Universal, Place-Based Scholarships Reduce Inequality? Lessons From Kalamazoo, Michigan, Michelle Miller-Adams

Conference Papers

The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. Following a brief explanation of the program itself, this paper examines the Kalamazoo Promise as a human capital-investment strategy and its potential as a mechanism for reducing inequality. I find that the Kalamazoo Promise …

Driver Knowledge, Beliefs, And Attitudes About Deer–Vehicle Collisions In Southern Michigan, Alix Marcoux, Shawn J. Riley Jan 2010

Driver Knowledge, Beliefs, And Attitudes About Deer–Vehicle Collisions In Southern Michigan, Alix Marcoux, Shawn J. Riley

Human–Wildlife Interactions

Deer–vehicle collisions (DVCs) are one of the most frequent and costly human– wildlife conflict throughout the range of white-tailed deer (Odocoileus virginianus). We conducted a self-administered, mail-back survey of Michigan drivers to determine: (1) driver attitudes and knowledge about DVCs; (2) reporting rates of DVCs; and (3) effects of being in a DVC on attitudes toward desired deer population levels. From a sample of 3,600 randomly selected licensed drivers >18 years of age in southeast Michigan, we obtained 1,653 completed questionnaires (48% response rate). Although 18% of respondents reported experiencing >1 DVC within 5 years of the survey …

What Should Michigan Be Doing To Promote Long-Run Economic Development?, Timothy J. Bartik Nov 2009

What Should Michigan Be Doing To Promote Long-Run Economic Development?, Timothy J. Bartik

Upjohn Institute Working Papers

This paper argues that Michigan can take cost-effective actions to significantly improve the primary state economic development goal: higher per capita income of Michigan's residents. Higher per capita income of Michigan's residents can be achieved through state policy actions that use cost-effective means to either lower the marginal costs of businesses that expand in the state, or boost the skills of state residents. In this paper, I offer eight ideas for how to lower marginal business costs and boost skills. Four of these ideas focus on lowering marginal business costs. Four other ideas focus on boosting skills. For each of …

Michigan Passenger Rail Station Community Benefits Study, John C. Taylor, Hari Singh, Paul Isely Jun 2009

Michigan Passenger Rail Station Community Benefits Study, John C. Taylor, Hari Singh, Paul Isely

Grant Project Reports

Rail passenger service is perceived to provide important benefits to Michigan communities. The extent of these benefits has never been quantified in a systematic way, therefore the main objective of this grant is to fund a research project that will estimate the full range of these direct and indirect benefits at the communitry level and to develop approaches that the MDOT can utilize to incorporate the findings into their Transportation Mangement System. It is understood that rail passenger services provide important additional benefits to the state and the region in terms of congestion relief, air quality improvement, and energy conservation. …

When And How To Defer To The Fda: Learning From Michigan's Regulatory Compliance Defense, Jason C. Miller Jan 2009

When And How To Defer To The Fda: Learning From Michigan's Regulatory Compliance Defense, Jason C. Miller

Michigan Telecommunications & Technology Law Review

Michigan's regulatory compliance defense properly recognizes that an FDA-approved drug carrying an FDA-approved label should not be considered defective. However, the statute's absolute immunity provides no compensation for injured parties in any circumstance, including situations where the FDA process has failed. Nevertheless, it is possible to treat the FDA's approval as significant without eliminating the possibility of all state actions against drug makers by providing a litigation back-up through state attorneys general ("AGs"). This Note examines the question of FDA approval in state tort actions in Part I, discusses Michigan's answer to that question in Part II, and offers a …
