Easy Come, Easy Go: The Plight Of Children Who Spend Less Than 30 Days In Foster Care, Vivek Sankaran, Christopher Church
Easy Come, Easy Go: The Plight Of Children Who Spend Less Than 30 Days In Foster Care, Vivek Sankaran, Christopher Church
Articles
This article explores the plight of “short stayers” and argues that juvenile courts are failing to use two tools—the federal reasonable efforts requirement and the early appointment of parents’ counsel—to prevent the unnecessary entry of children into foster care. The article also argues that states should give parents and children the right to an expedited appeal of removal decisions to ensure removal standards are properly applied. Finally, this article argues that the federal government must acknowledge the problem of short stayers by utilizing data related to children who may unnecessarily enter foster care in the Child and Family Services Review, …
The Relationship Between Financial Incentives And Perceptions Of Student Choice At Private Michigan Universities, Ndahwa Musa Masanja
The Relationship Between Financial Incentives And Perceptions Of Student Choice At Private Michigan Universities, Ndahwa Musa Masanja
Dissertations
Problem
The rising cost of getting a college or university degree gives millions of students “sticker shock” each year, and paying off student debt has only grown more difficult over time (Liberto, 2012). The College Board, a nonprofit group that runs the SAT exam, indicates that over the past decade, the average annual tuition for community college has risen 40% to $3,122 while the yearly cost at a four-year public university has risen 68% to $7,692. The escalating cost of higher education has inevitably influenced students’ choice of college or university (Felton, 2012). These high tuition costs make a college …
Tesla, Dealer Franchise Laws, And The Politics Of Crony Capitalism, Daniel A. Crane
Tesla, Dealer Franchise Laws, And The Politics Of Crony Capitalism, Daniel A. Crane
Articles
Public choice theory has long proclaimed that business interests can capture regulatory processes to generate economic rents at the expense of consumers. Such political exploitation may go unnoticed and unchallenged for long time periods because, though the rents are captured by a relatively small number of individuals or firms, the costs are widely diffused over a large number of consumers. The triggering event to expose and mobilize opposition to the regulatory capture may not arise until a new technology seeks to challenge the incumbent technology, thus creating a motivated champion to expose and oppose the regulatory capture and advocate for …

Investigating The Social Habitat Of Deer Hunters In Michigan, Christopher Henderson
Investigating The Social Habitat Of Deer Hunters In Michigan, Christopher Henderson
Dissertations, Master's Theses and Master's Reports
State wildlife management agencies are funded primarily by revenue from hunting and angling license sales as well as federal excise taxes on equipment. These agencies are also responsible for managing wildlife populations and providing recreational resources to the public. Declines in hunting participation across much of the United States throughout the last two decades have prompted researchers and wildlife professionals to search for explanations and solutions that will ensure a level of funding for state agencies that allows continued management of wildlife within biological and social carrying capacities, engagement in conservation initiatives, and development of recreational opportunities. Most of the …

Assessing The Impacts Of Climate Change On The Surface Temperature Of Inland Lakes In Michigan, Kaitlin Reinl
Dissertations, Master's Theses and Master's Reports
The aim of this study was to validate and apply a lake model for predicting the susceptibility of small inland lakes in Michigan to changes in thermal regime and increased cyanobacteria growth as a result of future climate conditions. The Freshwater Lake Model was selected, tested for sensitivity to various inputs, and validated through comparison to observed conditions. The sensitivity analysis showed that the lake model was most sensitive to solar radiation, air temperature, and air humidity. Comparison of predicted climate data with observed conditions revealed highly variable climate model error. The lake model validation was conducted using 10 lakes …
A Concurrent Mixed Method Study Exploring Iraqi Immigrants' Views Of Michigan, Kerry Luise Chamberlain
A Concurrent Mixed Method Study Exploring Iraqi Immigrants' Views Of Michigan, Kerry Luise Chamberlain
Walden Dissertations and Doctoral Studies
Failure of emergency response personnel to communicate effectively with different cultures can have dire consequences during an emergency, including loss of lives and litigation costs. For emergency response personnel to communicate the risk of an emergency, it is important to understand how different groups, especially newly arrived foreign immigrants, perceive warnings and related messages. This study addressed how one of the largest category of immigrants in Michigan perceived severe tornados, influenza pandemics, power outages, severe floods, and snowstorms. The research question examined the degree to which the equation, Risk = Hazard + Outrage, explained perceptions of these hazards in Michigan …

Fitting In: A Study Of Lesbian Mothers In Rural Southeastern Michigan, Allison Amadea Ranusch
Fitting In: A Study Of Lesbian Mothers In Rural Southeastern Michigan, Allison Amadea Ranusch
Master's Theses and Doctoral Dissertations
Lesbian parents residing in rural and small communities have received little scholarly attention. The primary focus of the existing research has highlighted the isolation experienced by lesbian parents within such locations, but little examination has been made of other issues or their coping mechanisms. This study was designed to address these deficits in knowledge and understanding through a series of eleven in-depth, qualitative interviews. Several stigma management strategies were discovered. For example, it was reported that engaging in farming and trade helped lesbian mothers "fit in" enough to gain some level of acceptance from their immediate neighbors. Stigma was also …
Should Ui Eligibility Be Expanded To Low-Earning Workers? Evidence On Employment, Transfer Receipt, And Income From Administrative Data, Pauline Leung, Christopher J. O'Leary
Should Ui Eligibility Be Expanded To Low-Earning Workers? Evidence On Employment, Transfer Receipt, And Income From Administrative Data, Pauline Leung, Christopher J. O'Leary
Upjohn Institute Working Papers
Recent efforts to expand unemployment insurance (UI) eligibility are expected to increase low-earning workers’ access to UI. Although the expansion’s aim is to smooth the income and consumption of previously ineligible workers, it is possible that UI benefits simply displace other sources of income. Standard economic models predict that UI delays reemployment, thereby reducing wage income. Additionally, low-earning workers are often eligible for benefits from means-tested programs, which may decrease with UI benefits. In this paper, we estimate the impact of UI eligibility on employment, means-tested program participation, and income after job loss using a unique individual-level administrative data set …

Cardiology Articles
PURPOSE: Angiotensin converting enzyme (ACE) inhibitors and angiotensin receptor blockers (ARBs) have been established as a mainstay of heart failure treatment. Current data are limited and conflicting regarding the consistency of ACE/ARB benefit across race groups in heart failure. This study aims to clarify this point.
METHODS: This was a retrospective study of insured patients with a documented ejection fraction of less than 50%, hospitalized for heart failure between January 2000 and June 2008. Pharmacy claims data were used to estimate ACE/ARB exposure over 6-month rolling windows. The association between ACE/ARB exposure and all-cause hospitalization or death was assessed by …
Sociodemographic Characteristics Of Heart Failure Associated Hospital Readmissions In Michigan Medicare Patients, Kelsey A. Peterson
Sociodemographic Characteristics Of Heart Failure Associated Hospital Readmissions In Michigan Medicare Patients, Kelsey A. Peterson
Masters Theses
Repeated hospital admissions constitute a large proportion of healthcare expenses, but are incurred by a small minority of chronically ill patients. Rising healthcare expenditures and the link between readmissions and quality of care make readmission rates a high priority for clinicians as well as insurance payers. Though hospital readmissions have many components, one of the relationships which is still inconclusive is that between socioeconomic status and hospital readmission rates.
Investigating the conditions which have a substantial impact on the rate of hospital readmissions, heart failure stands out as it is the leading cause of death in the United States. This …

Using An Obcd Approach And Landsat Tm Data To Detect Harvesting On Nonindustrial Private Property In Upper Michigan, Riccardo Tortini, Audrey L. Mayer, Pieralberto Maianti
College of Forest Resources and Environmental Science Publications
Forest dynamics influence climate, biodiversity, and livelihoods at multiple scales, yet current resource policy addressing these dynamics is ineffective without reliable land use land cover change data. The collective impact of harvest decisions by many small forest owners can be substantial at the landscape scale, yet monitoring harvests and regrowth in these forests is challenging. Remote sensing is an obvious route to detect and monitor small-scale land use dynamics over large areas. Using an annual series of Landsat-5 Thematic Mapper (TM) images and a GIS shapefile of property boundaries, we identified units where harvests occurred from 2005 to 2011 using …
Disentangling Michigan Court Rule 6.502(G)(2): The "New Evidence" Exception To The Ban On Successive Motions For Relief From Judgment Does Not Contain A Discoverability Requirement, Claire V. Madill
Michigan Law Review
Michigan courts are engaging in a costly interpretative mistake. Confused by the relationship between two distinct legal doctrines, Michigan courts are conflating laws in a manner that precludes convicted defendants from raising their constitutional claims in postconviction proceedings. In Michigan, a convicted defendant who wishes to collaterally attack her conviction must file a 6.500 motion. The Michigan Court Rules generally prohibit “second or subsequent” motions. Nonetheless, section 6.502(G)(2) permits a petitioner to avoid this successive motion ban if her claim relies on “new evidence that was not discovered” before her original postconviction motion. Misguided by the similarity between the language …
Thermal History Of The Michigan Basin: Results From Thermal Maturation Data And Geodynamic Modelling, Kirk A. Wagenvelt
Thermal History Of The Michigan Basin: Results From Thermal Maturation Data And Geodynamic Modelling, Kirk A. Wagenvelt
Masters Theses
Thermal cooling, crustal convection, high temperature fluid advection, and 1.0 Km of eroded overburden are required to explain thermal maturation observations in the Michigan Basin. Observed tectonic subsidence in central Michigan follows an exponential decay indicative of thermal cooling following an anomalous heating event. Crustal convection is responsible for episodes of rapid subsidence coincident with the late Paleozoic Appalachian orogeny. Fluid advection through dilated faults reactivated by the Alleghanian orogeny brought hot fluids (as much as 255⁰ C) to the surface and impacted thermal maturation of organic matter in sediments. Models require 1.0 Km of eroded overburden to model thermal …

Assessing Site Availability Of Aspen And Northern Hardwoods For Potential Feedstock Development In Michigan: A Case Study, Sara Alian, Ann Maclean
Michigan Tech Publications, Part 1
The importance of wood and wood byproducts as biomass feedstocks is of increasing interest as a source of ethanol and electricity. Second generation woody feedstock sources in Michigan, e.g., hybrid poplar and hybrid willow (Populus spp.), and native forests, particularly aspen and northern hardwoods, are a potential source of woody biomass for these uses. This study provides a geographic information system (GIS) framework for assessing the current spatial extent of aspen and northern hardwoods) and their proximity to roads. Additionally, the potential for expanding the area of these feedstock sources based on pre-European settlement vegetation cover is assessed. Utilizing GIS …

Using Dynamic Lndicators Of Basic Early Literacy Skills (Dibels) Oral Reading Fluency Data To Predict Michigan Educational Assessment Program Outcomes, Lisa Lockman
Dissertations
Schools are under legislative pressure to ensure students make adequate progress each year, and therefore, must identify students in need of intervention at early grade levels. Educators use diagnostic tools to measure student progress, attempting to determine which children may be most at risk for future reading failure. The Dynamic Indicators of Early Literacy Skills (DIBELS) is widely used for early identification of students who have risk factors. This study incorporated a quantitative, correlational, ex post facto design to examine the relationship between students’ third grade scores on the spring DIBELS Oral Reading Fluency (ORF) assessment and their fifth grade …

The Effects Of Salinity On The Stratification And Nutrient Dynamics Of Inland Lakes In Southeast Michigan, Hallee Kansman
The Effects Of Salinity On The Stratification And Nutrient Dynamics Of Inland Lakes In Southeast Michigan, Hallee Kansman
Senior Honors Theses and Projects
Temperate lakes typically turnover twice annually; however, certain factors can reduce the possibility of turnover. One of these factors may be the addition of road salt to the watershed. Road salt increases the density of water, increasing the energy needed to turnover a lake. Reduced turnover can have major effects on the nutrient dynamics of the lake. In this study, I examined seven small, deep lakes in Southeast Michigan to determine if turnover was affected by salinity. The purpose of this study was to determine whether these turnover events in TSL have changed since 2009 and how common incomplete spring …
