Perceived as one of the current environmental controversies in the United States, the Flint water crisis represents a case of environmental injustice and has attracted public attention and scrutiny. Among mainstream news media outlets, The New York Times is the newspaper that has intensively published news stories addressing the issue. Using qualitative frame analysis as the method, the researchers examined the way in which The New York Times framed the Flint water crisis from when a federal state of emergency was declared in 2016 to the one-year anniversary of this declaration. Objective: This research study aims to determine the impact of mental health provider ratio on drug overdose mortality. It also investigates how mental health provider ratio and the frequency of mental distress correlate. Additionally, the study examines how mental health provider ratios have changed in Ohio over time and how the Ohio drug overdose mortality rates compare to the rates in Michigan, another Midwestern state. Methods: Pearson/Spearman correlation tests were done to show how mental health provider ratio influences drug overdose mortality rate and how mental health provider ratio influences the frequency of mental distress. Dispossessing Resident Voice: Municipal Receiverships And The Public Trust, Juliet M. Moringiello

The residents of struggling cities suffer property dispossessions both as individual owners and as municipal residents. Their individual dispossessions are part of a cycle that often begins with industrial decline. In Detroit, for example, more than 100,000 residents have lost their homes to tax foreclosure over a four-year period that bracketed the city’s bankruptcy filing. Falling property values, job losses, and foreclosures affect municipal budgets by reducing tax revenues. As individual dispossessions exacerbate municipal financial crises, residents can also face the loss of municipal property. Struggling cities and towns often sell publicly owned property—from parks to parking systems—to balance municipal …

In North America, wild pigs (Sus scrofa; feral pigs, feral swine, wild boars) are a widespread exotic species capable of creating large‐scale biotic and abiotic landscape perturbations. Quantification of wild pig environmental effects has been particularly problematic in northern climates, where they occur only recently as localized populations at low densities. Between 2016 and 2017, we assessed short‐term (within ~2 yrs of disturbance) effects of a low‐density wild pig population on forest features in the central Lower Peninsula of Michigan, USA. Background/aim: The aim of this study was to demonstrate the validity and reliability of the Turkish version of the Michigan Neuropathy Screening Instrument (MNSI-TR). Materials and methods: The study included 127 patients aged 45-76 years who were previously diagnosed with type 1 or 2 diabetes. Stability of the instrument was assessed by intraclass correlation coefficient. Reliability of the MNSI-TR was assessed using the Kuder- Richardson formula 20 test, item-total correlations, and floor/ceiling effect. In Michigan, "a child has a legal right to begin life with sound mind and body." Yet the family court may not assert Juvenile Code jurisdiction until after birth. In re Baby X addressed the question of whether a parent's prenatal conduct may form the basis for jurisdiction upon birth. It held that a mother's drug use during pregnancy is neglect, allowing the court to assert jurisdiction immediately upon the child's birth. In deciding Baby X, the Court specifically reserved the question of whether parental drug use during pregnancy might be sufficient to permanently deprive a parent of custody. …

While Flint, Michigan, rightfully captures headlines, another water crisis affecting millions of Americans continues to go largely unnoticed. All across rural America, small community water systems are failing to protect public health due to a perfect storm of forces. Poor regulation of agricultural waste and other pollutants, shrinking populations, and aging infrastructure all contribute to the increasing incidents of water quality violations dotting the rural landscape. There are nearly 60 thousand community water systems in the United States and 93 percent of them serve populations of fewer than 10,000 people—67 percent serve populations of fewer than 500 people. Legislatures have attempted to curb instances of gun use in fatal and nonfatal domestic violence by passing statutes restricting possession of firearms for perpetrators of domestic violence. This article explains federal and Michigan law as it stands and discusses current efforts to further limit perpetrators’ access to firearms.

The United States has a north coast along its ‘inland seas’—the Laurentian Great Lakes. The country enjoys more than 4,500 miles of Great Lakes coastal shoreline, almost as much as its ocean coastal shorelines combined, excluding Alaska. The Great Lakes states are experiencing continued shorefront development and redevelopment, and there are growing calls to better manage shorelands for enhanced resiliency in the face of global climate change. This Article proceeds in five Parts. Part I identifies recent instances in which federal courts have invoked a version of the Democracy Ratchet. It identifies the salient traits of the Democracy Ratchet in these cases. Part II describes why the Democracy Ratchet has gained attention, primarily as a tactic of litigants and as a convenient benchmark in preliminary injunction cases. Part III examines the history of the major federal causes of action concerning election administration—Section 2 of the Voting Rights Act, the Burdick balancing test, and the Equal Protection Clause. Background: Low immunization rates weaken herd immunity and endanger children. The Safety Net Health Clinic (SNHC) study site serves an underprivileged and refugee population with significantly lower than ideal coverage. Series completion disparities persisted after control for demographic, access-to-care, poverty and language effects (Varan et al, 2016).
Objectives: SNHC implemented the Vaccines for Children (VFC) program in order to increase the vaccination rates among the underserved population.

This research explores the beliefs and experiences of stakeholders in a family literacy program through the Literacy Center of West Michigan and Head Start for Kent County. The program is currently developing a curriculum to improve outcomes for learner specific goals. Therefore, one motivation behind this research is to analyze the goals, needs, and understandings for the multiple stakeholders within the program. On a national scale, there exists a need to better define the goals of family literacy programming in general. In the northern hardwood forests of the Western Upper Peninsula of Michigan, single-tree selection is the most commonly used silvicultural system. This system provides both a sustained yield of timber and attempts to emulate the windfall disturbance regime that determines the uneven aged structure of northern hardwood forests. However, with concerns about tree species diversity loss and a lack of early successional forests, even-aged regeneration methods are likely to become an increasingly crucial tool in the toolbox for managing northern hardwood forests of the Lake States. Hunting bears (Ursus spp.) over baits is legal in many countries, states, and provinces, but the practice remains a controversial topic among wildlife managers, hunting groups, and the general public. The baits used to attract bears may also provide a pulsed resource on the landscape that can be used by other wildlife species, particularly carnivores. To determine what other species might use bear bait sites, we constructed and monitored 21 bear bait sites with camera traps from August to October 2016 in the western Upper Peninsula of Michigan, USA. Ongoing education reform litigation arising out of Detroit, Michigan presents an innovative claim: Children have an unenumerated federal constitutional right of access to literacy. On June 29, 2018, the district court granted defendants’ motion to dismiss. The case is now on appeal to the Sixth Circuit and is expected to be argued in the first half of 2019. This litigation has already broken new ground and, regardless of the ultimate outcome, it is valuable because it invites us to revisit fundamental questions about rights, remedies, and the role of courts in education reform.

Relationship Of Adult And Child Dietary Intakes In Michigan And Implications For Programming Region-Wide, Jiying Ling, Nagwan R. Zahry, Manfred Stommel, Mildred A. Horodynski

Healthful dietary intakes are crucial for stemming the current childhood obesity epidemic. We examined the dietary intakes of 392 Michigan children aged 1–12 years. About 70% and 58% of children ate fruits and vegetables, respectively, each day; 26% drank sugar-sweetened beverages; and 31% ate with a television on. Children's vegetable intakes were significantly and moderately correlated with their parents' vegetable intakes (r = .34–.38), but their fruit intakes were more related to their grandparents' fruit intakes (r = .31). Invasive species, including the non-native forb Centaurea stoebe (spotted knapweed), constitute an imminent threat to degraded and restored native prairies. Considering the major threat that C. stoebe poses to imperiled prairie ecosystems, I examined the effectiveness of fire as a control agent of C. stoebe and (±)-catechin. I conducted a 2-year experiment in part of a restored tallgrass prairie community at Pierce Cedar Creek Institute in Barry County, Michigan between May and August of 2016 and 2017. This Note examines the merits of the “bodily integrity” claim that the Flint residents have alleged in Mays (but does not discuss any claims asserted in Earley, the case Mays was consolidated with on appeal), and asserts that they should be successful on this claim on remand, assuming that the facts alleged in the Flint residents’ complaint are true.
