This dissertation critically examines the Colorado Reading to Ensure Academic Development Act (READ Act) through the lens of Critical Discourse Analysis, focusing on the discursive construction of the Act and its impact on educational opportunities for multilingual learners. The study explores the role of power and knowledge in shaping the READ Act and addresses the ideological tensions and power imbalances that arise from a policy primarily designed for monolingual, English-speaking students. This improvement project was designed to ensure students enrolled in elementary schools with a high poverty index received literacy instructional strategies that promoted literacy achievement. When analyzing Graham County School data, I noticed third-grade students attending high poverty elementary schools were not achieving literacy success at the same rate as third-grade students attending low poverty elementary schools. An improvement team, consisting of myself, administration, and teachers at a high poverty elementary school implemented the improvement science framework to further study the root causes of this problem. This action research study investigated the application of funds of knowledge research to supplement a Pre-Kindergarten curriculum in order to connect the previous knowledge and lived experiences of students and their families with the concepts and objectives of the classroom. The research combined funds of knowledge theory with social constructivism to form its theoretical framework. The research study used semi-structured interviews with parents to collect information about student and family funds of knowledge which the researcher used to supplement the existing curriculum with materials, activities, and experiences with which students were familiar. The reading proficiency levels of fourth grade students in the United States has been stagnant or declining for nearly two decades, an issue only amplified by school closures during the pandemic. The capstone project came from the educational space of equity in literature. Within the scope of using a new English Language Arts curriculum and a growing classroom diversity, the research question sought was: How can teachers establish a classroom library representative of a racially diverse student population? In order to locate research and educator journal articles within the literature review portion of the capstone, three main topic areas were explored: racial representation, multicultural education, and social justice. Students of color have been historically underserved and underrepresented in the education system due to bias. To combat said racist system, teachers need guidance on how to teach their students of color in an equitable way. Every student deserves the chance to succeed. This paper synthesized multiple researchers’ findings over the effects of culturally and linguistically responsive teaching (CLRT) on students of color via qualitative, quantitative, and mixed-method studies. The findings concluded that CLRT was beneficial to students and would increase their academic achievement via improving their mental health, engagement, behavior, and literacy. The responsibility of raising a child is demanding on all parents, but immigrant parents with limited literacy skills in English may find parenting even more demanding than native born parents. Hispanic immigrant parents are rarely consulted about their literacy needs. Furthermore, they are often overlooked as experts on their own needs. Using two of the most widely accepted models of literacy, The Simple View of Writing and The Simple View of Reading, this study explored Hispanic immigrant parents' literacy needs in the United States. Students who attend school possess their own “funds of knowledge” from their home life and prior experiences (Moll et al., 1992). Yet, learners from diverse cultural and linguistic backgrounds are not viewed from a strengths-based perspective but rather a deficit perspective. The deficit perspective perpetuates the oppression and marginalization of students of color and multilingual students. Many speech-language pathologists (SLPs) are employed in public school systems as part of the special education department to work with students with deficits in oral and written language skills. The literature shows a direct relationship between oral language development and early literacy skills. The purpose of this phenomenological study was to understand the experiences of early childhood education teachers at a rural, low-income, elementary school in southern New Jersey instructing literacy to ELL and low-income students at the Bridgeton Public School District. This school improvement plan was driven by the researcher’s interest in improving literacy interventions due to an ineffective literacy curriculum. This plan focuses on the essential components of literacy interventions, which research found are phonics, phonemic awareness, phonological awareness, and the science of reading. These components will increase literacy skills in all elementary grades and potentially increase FAST scores. The purpose of this descriptive correlational quantitative study was to examine contributing factors of students and teachers affecting teacher self-efficacy and students' reading achievement in rural Oklahoma elementary schools in grades first through fifth. The contributing factors of students being analyzed included (a) poverty and (b) race or ethnic backgrounds. The teachers’ contributing factors include their self-efficacy levels on students' reading achievement, instructional strategies, classroom management, and student engagement levels. PURPOSE: Addressing obstacles such as logistical complexities, social stigma, and the impact of historical traumas is essential for the successful inclusion of underrepresented groups in health research.
METHODS: This article reviews engagement and interview techniques used to ethically engage recently settled Afghan refugees in Oklahoma and rural Mexican-born women in Illinois in research. The paper concludes with a reflective discussion on the challenges and lessons learned.
RESULTS: Creative strategies to engage hard-to-reach populations in research included considering the participants' socioeconomic and cultural contexts in their interactions and developing community partnerships to establish trust and obtain reliable data. Other engagement strategies …

The problem under study was that in a state in the midwestern United States, there was a disparity in reading scores between secondary schools of similar demographics. The purpose of this basic qualitative study was to explore the strategies and approaches used by secondary teachers whose students’ reading achievements exceeded those of other students. Shulman’s pedagogical content knowledge and Bandura’s theory of self-efficacy were used as the conceptual framework for the study. Sixty-eight percent of fourth-grade public school students in the United States performed below the National Assessment of Educational Progress proficient level on the 2022 reading assessment, yet Massachusetts fourth-grade students demonstrated better reading outcomes. Background: Adult functional literacy ensures adequate and safe engagement in daily activities. It is assessed through the Inventory of Reading Occupations-Adult (IRO-A). The instrument underwent translation with cultural adaptation and content validation to ensure relevance to the Filipino context.
Method: The translation and cultural adaptation of the IRO-A to Filipino (Fil IRO-A) was guided by the process proposed by two international guidelines for cross-cultural adaptations that involves (a) forward translation and synthesis, (b) back translation, and (c) pre-panel review of the adaptation to the Filipino context. Despite advances in hearing technology, legislative changes, and instructional strategies, Deaf/Hard of Hearing (D/HH) students continue to demonstrate language delays on standard assessments. Although there are assessments that evaluate a child’s American Sign Language (ASL) proficiency, research thus far has assessed the language structure of D/HH students through their use of English not ASL. The purpose of this study was to examine teacher reactions to the adoption and implementation of the Science of Reading (SoR) in North Carolina public schools. In 2021, North Carolina mandated a shift in literacy instruction that started a change initiative beginning with a 2-year professional development for all PreK-5 public school teachers. As other states implement literacy movements aligned with SoR instruction, findings from this study may help them determine their best course of action.
