Purpose – The purpose of this paper is to challenge the default portrayal of street trade as an informal occupation and spatial practice, by examining comparatively the changes in the regulatory frameworks of two politically distinct city administrations in Latin America since the introduction of the informal economy debate.

Design/methodology/approach – This paper draws from a comparative case study design to synthesize evidence from historical administrative records, secondary research and materials from a two-year fieldwork carried out in Lima and Bogotá in 2008 and 2009.

Regional organizations have developed into important global actors as they negotiate inter-regional trade agreements, regulate economic policies, and develop international security communities. States have much to gain from such regional cooperation efforts particularly in emerging regions such as Latin America. Such gains can include increased trade and economic relations, enhanced security, attracting external investment, and increasing bargaining power at the international level. ICCS 2016 was the second cycle of the IEA Civic and Citizenship Education Study (ICCS). ICCS studies the ways in which education systems from around the world prepare young people to undertake their roles as citizens in society. In Latin America, this area of learning is set within particular challenges and contexts. Compared to established Western democracies, most countries in this region returned to democratic rule only three or four decades ago or even more recently, and their political, social, and economic stability continues to be called into question. This paper examines the international networks that influenced ideas and policy in social medicine in the 1930s and 1940s in Latin America, focusing on institutional networks organised by the League of Nations Health Organization, the International Labour Organization, and the Pan-American Sanitary Bureau. After examining the architecture of these networks, this paper traces their influence on social and health policy in two policy domains: social security and nutrition. Closer scrutiny of a series of international conferences and local media accounts of them reveals that international networks were not just ‘conveyor belts’ for policy ideas from the industrialised countries of the …

This essay shows how world-systems analysis provides a more rigorous explanation for the recent rise of disparate populisms, countering negative stereotypes of mainstream accounts that obscure how formative populist leaders emerged from authentic progressive movements which challenged capitalists. Existing analyses have also failed to specify the varied economic projects of populists, their likely social bases and their relationships to world markets. The essay recommends relational comparisons of populists to unravel populism’s puzzles and advance world-systems analysis.

Mainstream critics argue that populism inevitably leads to economic disaster and political authoritarianism. Venezuela is often pointed to as proof of this. Yet, while the profound crisis gripping Venezuela is undeniable, comprehensive analysis of Chavismo shows that populism, and specifically the radical left populism found in Venezuela, is more ambiguous. From 2005-2013 radical left populism in Venezuela reduced poverty and inequality, deepened democracy, and built popular support for a "transition to socialism." These gains were erased in the post-2014 crisis, which revealed two flaws of the Chavista model hidden by its earlier success: its unsustainable material foundation and inability to …

The global production process relies on classism, racism, and sexism to generate a reliable workforce in the global south to produce goods for the global north. Women who work in maquiladoras in Mexico disproportionately occupy low-wage, dangerous jobs that leave them more vulnerable to violence both in the workplace and in their communities. The human rights of women workers in maquiladoras will not be realized until the domestic and international mechanisms that are intended to provide labor protections are strengthened. Better working conditions have been achieved in maquiladoras through grassroots organizing efforts.

The extent to which civic and citizenship education captures the ways Latino youth perceive their roles as social change agents is largely absent from academic literature. This article examines how youth perceptions of and interactions with civic education define the civic lens they apply to their societies. The article examines a new way of interpreting the International Civic and Citizenship Study data and how it investigates new ways to view the civic lens of youth within three Latin American countries. Results of the exploratory factor analysis indicate a three-factor structure of civic lenses and show that youth who have been …

In the context of Latin-American studies of informality since the 1960s, and based on a case study of three care work scenarios, this article proposes a reflexion on the Brazilian State's (paradoxical) tendency during the first decade of the millennium towards formalisation in a relational perspective. The way in which the State regulates this work contributes directly to the depoliticization of the poor, and more widely, to neoliberal governance. The article shows how this governance, beyond instrumentalizing the work of poor women, also individuates them and creates new hierarchies. Within recent decades, homicide rates in Latin American nations have strongly diverged from those of European nations. The former experienced a sharp increase in the last two decades, while the latter have experienced the oft-characterized “modern crime decline.” However, few studies have endeavored to explain this divergence, and many that do often attribute any differences to a regional dummy variable said to characterize some unique phenomenon occurring in the region (i.e., machismo) without modeling specifically for levels of said phenomenon. Trade was a central issue in the 2016 US presidential election, with both major party candidates debating how trade impacts American workers. However, the current literature on trade policy outcomes and inequality has insufficient measures of public opinion on trade. I examine the varying roles the public and interest groups play in the trade policy formation process as inequality changes in democratic societies. I expect, as inequality increases, the public and mass based interest groups will have less resources to expend on influencing policymakers. This project offers a new perspective for understanding the country and culture of Chile by examining the messages embedded in sport competitions. I will first detail the success of distance runner Manuel Plaza in his second-place finish at the 1928 Amsterdam Olympic Games, and analyze how Plaza’s success at an international competition was adopted and interpreted to represent the entrance of Chile into modern and Western society. This research focused on the forms and structure of customary political organization in Quechua indigenous communities of the Peruvian Andes that extend from the villages to their associated migrant communities in the capital. As the mining industry has been expanding rapidly throughout the Andes in recent decades, describing the political organization of these remote communities is a key aspect of their negotiation practices with these external industries.
