Two major trends in recent years have altered the context of discussions of security issues in the Western Hemisphere and made new assessments imperative. The first trend is the erosion of the euphoria of the early 1990s, when the apparent success of elections in most countries of the Americas seemed to herald a new democratic era, and market-oriented economic reforms promised greater prosperity throughout the region. The Catholic tradition in the Latin West grew up on the foundations laid by Rome. It accepted as fact the urban establishments that had started as colonial settlements and the need for such settlements to safeguard the imperial order. Thus in Catholic religious thought colonization and colonialism have no independent status; they are matters for legal and political reflection. Nonetheless, Catholic moral theology, particularly as it dealt with mission and conquest, had much to say about the activities that made colonization possible.

Building A Better Seating Chart For Sovereign Restructurings, Anna Gelpern

Every sovereign debt restructuring in recent memory has wrestled with the problem of inter-creditor equity. Governments have discriminated among creditors in ways that were hard to predict and often were not revealed until after a debt default. In contrast, debts of firms, individuals and even localities are ranked in order of priority established by contract and statute. This ranking is known at borrowing, generally corresponds to the order of repayment in bankruptcy liquidation, and helps define the creditors' relative bargaining power in reorganization. Without a bankruptcy backstop, most debts of national governments are legally equal. Yet in practice, sovereign immunity …

Re-Examining Inflation And Inflation Uncertainty In Developed And Emerging Countries, Elton Daal, Atsuyuki Naka, Benito Sanchez
Department of Economics and Finance Working Papers, 1991-2006
This study examines the relationship between inflation and inflation uncertainty for both developed and emerging countries using the asymmetric power GARCH model. We find new evidence that suggests that positive inflationary shocks have stronger impacts on inflation uncertainty for mainly Latin American countries. We also find that inflation causes inflation uncertainty for most countries but the evidence for causality of the opposite direction is mixed.
