Order Without (Enforceable) Law: Why Countries Enter Into Non-Enforceable Competition Policy Chapters In Free Trade Agreements, D. Daniel Sokol

There has been an explosion in the past ten to fifteen years of bilateral and regional free trade agreements in Latin America (together, preferential free trade agreements or PTAs). The purpose of PTAs is to increase trade, regulatory, and investment liberalization. As trade liberalization requires more than just a reduction of tariffs, PTAs include "chapters" in a number of areas of domestic regulation. These chapters that address domestic regulation create binding commitments to liberalize domestic regulation that may impact foreign trade. Among chapters that address domestic regulation, many of the Latin American PTAs include a chapter on antitrust or competition …

A moderately-rapid assessment tool was developed to analyze the waterless desiccation compost toilet investigated in a rural Mexican setting. Over 100 social factors were identified along with the applicable technical factors that influenced the low acceptability of the toilets. A 4-point rating scale was developed to increase the ability and speed of analyzing both the social and technical data. The treatment process was an alkaline-desiccation process with mean pH values of 8.2 ± sd 1.1 and water content of 18.3% ± sd 9.9, which resulted in mean fecal coliform values of 15.0 MPN/g ± sd 31.8, drastically lower than the …

Due to the fact that Haiti faces several years in a major energy crisis, largely due to the lack of a national energy policy expressing a coherent vision and objectives and clear guidance, this document was made to fill this need. In particular it targets the status of the country's energy independence, the source of energy sources and the distribution of consumption; the level of access to energy resources and delivery standards; conservation actions and control of environmental effects; and the incentives to stimulate the energy market. Hedonic Housing Prices In Ciudad Juarez, Karen P. Fierro

Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values

John F. Kennedy initiated the Peace Corps in 1961 at the height of the Cold War to provide needed manpower and promote understanding with the underdeveloped world. This study examines Peace Corps work in Colombia during the 1960s within the framework of U.S. Cold War policy. It explores the experiences of volunteers in Colombia and contrasts their accounts with Peace Corps reports and presentations to Congress. It intends to show the agency's assessment of volunteer work and how it compares to the volunteers' views and Congressional reports. Experiences, Attitudes And Beliefs About Interpersonal Violence: A Study On Costa Rican Adolescents, Monica Mendez

Research in Latin America regarding interpersonal violence and adolescents is rare if not nonexistent. In a collaborative effort with the Costa Rican Ministry of Education and the National Institute of Women (INAMU), qualitative data were collected from three high schools and one after-school program from rural and urban locations of the Central Valley. The discussion groups/open-ended questionnaires were done with a total of 154 students ranging from ages 14 to 17 and grade levels 8th to 12th. Information was obtained concerning students' perceptions, definitions and opinions on issues relating to interpersonal violence and gender roles and rules. The results show …
