The Venezuela program included the training of orderlies and nurses alongside rehabilitation for patients with a variety of problems, including specifically Hansen's Disease.

This article examines the legislative techniques for taking land, showing their confiscatory operation. For many lawyers, the analysis would then be easily completed: confiscation is wrongful and must be condemned. Rejecting the implicit absolutism of that conclusion, this article inquires into the justifications that can be pleaded on behalf of selective confiscation as an aid in solving some of Latin America's economic and social ills.

These ideas and provisions of the nineteen countries were drawn up as amendments to and comments on the Dumbarton Oaks Proposals of 1944 by all of the Hispanic-American nations which had actively participated in the Chapultepec Conference in Mexico City in 1945.

Under customary international law no nation has the duty to grant to aliens the right to hold real property. Although international law accords to an alien the privilege of participating in the economic life of the state of his residence, this privilege does not encompass the right to hold real property.
