The Gran Marcha Nacional por el Derecho al Agua y la Vida (Great National March for the Right to Water and Life) was interpreted as a demand for government coherence. At the international level, water is now understood to be a basic human right. However, conflict continues to intensify surrounding indigenous people's access to water as the resource becomes scarcer. In particular, this paper will examine the struggle of indigenous people in Latin America and the creation of the Latin American Water Tribunal (LAWT) as a solution. Section II will describe the LAWT, including the formation of the tribunal, case selection, and the structure of the public hearing. In an unprecedented act of cooperation in the energy sector, the US and Mexican governments signed an agreement establishing a framework for US energy companies to work jointly with the state run oil company PEMEX to develop oil and gas resources in the deep waters of the Gulf of Mexico. The agreement eases a dispute between Mexico and the US about ownership of reserves along a common boundary in the Gulf of Mexico, potentially opening more than 1 million acres to deepwater drilling. Pemex is not prepared for risks such as a spill or other serious accident that could happen as it plans to drill two wells in ultradeep waters of the Gulf of Mexico, said Juan Carlos Zepeda, the head of Mexico's National Hydrocarbons Commission, in a Feb. 15 interview with The Wall Street Journal. According to Zepeda, his agency's resources amount to about 2 percent the size of its U.S. counterpart's budget.
