It officially concluded on December 9, 2012. The article looks at the democratic nature of the process, the constraining conditions that arose as a result of the consultation, and the actors involved, specifically those opposed to the project.

This article details the historical and contemporary events that marked the 19th anniversary of the Zapatista uprising in Chiapas, Mexico. The article not only provides information on the current state of the EZLN autonomous communities, but also offers multiple parties' perspectives on the indigenous rights law passed in 2001. The article concludes with the EZLN and Subcomandante Marcos' criticism of the recently elected president, Enrique Peña Nieto.

Mobilization After Repression: Reconsidering The Role Of Testimonies And Exiles In Post-War El Salvador, Angela Elena Fillingim
Societies Without Borders
During the civil war in El Salvador, the Salvadoran military engaged in the systematic disappearance of youth and facilitated their adoptions. Presently Found, a Salvadoran human rights NGO, works to reunite these youth with their surviving biological families. However, a key difference between Found and other similar organizations, is that the former was established in the post-war context. Through a case study of Found, and placed in comparative light with a similar phenomenon in Argentina, I will show that traditional mobilization strategies face new obstacles in a post-war context. Legal Stability Contracts In Colombia: An Appropriate Incentive For Investments? Historical Causes And Impact Analysis Of Law 963 To 2005, Alvaro Pereira

Current global economic order is openly dependent on foreign direct investment (FDI). At least since the 1990’s, developing countries have competed to attract FDI because it is considered the best source of technology, employment, and financial resources. Colombian Law 963 of 2005, which is a response to said competition, allows the signature of Legal Stability Contracts (LSCs) between the State and investors for the purpose of stabilizing the rules guiding investment decisions, for up to 20 years. Legal stabilization has successfully proven to increase FDI inflows. Nevertheless, incentives for FDI have been subject to several critiques that stress the excess …

Since 1993, hundreds of femicides (murders of women) have gone unsolved on the US-Mexico border. This thesis is concerned with how two US newspapers, the Houston Chronicle and the New York Times, cover these femicides in Juárez, Mexico. The research looks at three separate time periods: 1996-2000, 2001-2005, and 2006-2010 in order to ascertain changes in coverage through time; I coded 32 articles. I found lower coverage in the first time period; peaking around 2001, when there was increased attention by governments and NGOs condemning the murders. The Houston Chronicle provided more frequent coverage, though it tended to be brief. …

This thesis examines gender equity in Brazil and Argentina by studying the subtopic of female economic opportunity. In this comparative study, the questions asked are if, and how, the diverse industrial economic development patterns of Brazil and Argentina have influenced female economic opportunity. Additionally, how these economic opportunities have or have not impacted the livelihood and agency of women in these two nations is discussed. Utilizing economic and gender theory, the economic opportunity of women in this paper is measured through six indices of equality, gender and development, such as the GEO, HDI, WEO and others. In this article I will read Before Night Falls as Arenas' queer version of Cuban literary history and his relation to it. Against the commonplace assertions that demand that Before Night Falls be primarily understood, if not exclusively, as an invective against Fidel Castro or, in the other extreme, as an ars moriendi and AIDS testimonial from a sexual dissident, I wish to revisit this text on the twentieth anniversary of its publication to underscore a missed reading that can help situate how Arenas, one of the most transgressive writers theorized in this collection as the Generation of '72, might …

In Chile, wounds from the Pinochet dictatorship of 1973 to 1990 still fester under the surface of its post-transitional society. The regime of terror lives on in economic policies, architecture, the country's grave-pocked landscape, and in the everyday lives of Chileans. My research examines a former prison and torture center that has been converted into a cultural park: a space of culture, art, and community, sanctioned and administered by the state. Literacy rates in Africa and Latin America are on different ends of the spectrum. Africa is home to some of the poorest countries in the world and Latin America is not too far behind. Literacy rates generally correlate to wealth as a country. The plights of Africa and Latin America are a no different. In this chapter we ask two questions: First, we ask whether these governments, exemplifying best-case scenarios in Latin America, have embarked on a viable path toward a sustainable social democratic welfare state. Second, we ask whether and why they differ in their approaches and progress on this path, paying close attention to how the parties' organizational characteristics influence this variation. In their introduction, Levitsky and Roberts classify the left parties in Chile and Uruguay as an "institutionalized partisan Left," distinguished between an "electoral-professional" Left and a "mass-organic" Left. This essay is the introduction to the recently published book, The Long, Lingering Shadow: Slavery, Race , and Law in the American Hemisphere (University of Georgia Press, 2013). Students of American history know of the law’s critical role in developing a system of racial hierarchy in the United States. The Long, Lingering Shadow shows that this history is best appreciated in a comparative perspective.
