This discussion paper builds on 'Where Angels Fear to Tread' in vol. 1, no. 1 of this journal (Horgan and Douglas 1998). It seeks to provide recommendations concerning the way forward which were submitted by the authors to the National Forum for Early Childhood Education in February 1988. These were based on research carried out for more than a decade on Early Years Education and Care in the Education Department of University College Cork. As March 1998 drew to a close, management at National Irish Bank (NIB) would have been forgiven for believing that the bank’s situation could not get any worse. The bank had just issued a robust defence of its position in relation to an off shore bond scheme which had been the subject of much media and political debate for the previous two months. In particular, it had severely criticised RTE, the state owned television and radio corporation, and the two RTE journalists who had broken and dominated the story.

There is much technological hype (see Gates, 1999) as to the consequences of operating within cyberspace (Gibson, 1994) in an e-commerce capacity, at a time of operationalising European economic union within "Euroland". Debates centre on the need to theorise cyberspace (Besser, 1995) and the individualisation offered from organisations in serving e-customers, both from business to business to consumer perspectives. There is however, limited investigation as to how small to medium sized enterprises (SMEs) are preparing for this electronic or euro transmogrification. Superquinn is one of Ireland’s most successful indigenous retailers operating in an intensely competitive grocery market. Despite the arrival of large overseas retailers and an increased level of acquisition and alliance activity, it has survived and thrived. The company attributes its success to its innovation strategy. The practice of innovation now permeates all facets and functions of the Irish grocery sector and consequently is a pre-requisite for maintaining competitive advantage and ensuring business success. Social partnership, or 'the search for consensus on economic and social objectives between sectoral interests' (Walsh et aI., 1998) has gained increasing importance in Irish public policy in recent years. The Programme of Integrated Development in Disadvantaged Areas 1995-1999 (P.I.D.D.A), under the Local Development Programme, is one of several initiatives to stem from the Irish commitment to social partnership. The Programme represents a locally-based response to unemployment and disadvantage. This paper discusses the struggle the youth work sector in Ireland has experienced in forming a conceptual and practicebased identity . Youth work in the Irish context is a relatively new discipline both in theoretical and practical terms and its development on the ground has been severely hindered by "the erratIc and fitful evolution of policies .. .insecure employment conditions, inadequate resources and a constant search for funding from a bewildering array of sources" (Gilligan 1991 p.89). Acknowledging the common assumption locating the impact of education in its role to act as a mediator between origins and destinations, this paper examines Early Childhood Care and Education [ECCE], particularly the role state provided, compensatory education plays in challenging educational disadvantage. Initially operationalisation is made of the key concepts of ECCE, equality of opportunity and educational disadvantage. I then move to briefly describe the historical development of ECCE and compensatory education. Three state provided compensatory education programmes are identified: Rutland Street Project, Breaking the Cycle and Early Start. This article examines the role played by broadcasting in Irish artistic and cultural life from independence in 1922 to 1960 with the onset of formal modernization. It examines the cultural context for the arts in early independent Ireland in which a mood of ambivalence and sometimes outright hostility to high culture prevailed. Rather than a profound disjunction between pre- and post-modernizing phases of Irish history, however, this article argues that there were important lines of continuity in cultural experience, in particular middle-class experience of the arts, which continue to inform Irish cultural life up to the present. The last two decades have seen extensive reform of policy on homelessness in Ireland, but these changes have not been underpinned by any extensive research which would shed light on the causes of homelessness and help in the design of settlement services. This article, which describes the results of the first detailed survey of the homeless population of Cork city, is intended to address the dearth of empirical evidence on homelessness in Ireland.
