Environmental Impact Assessment (EIA) provides for the assessment of the likely significant effects of a proposed development in the environment. Due to the ambiguous nature of the legislation on EIA, there are widely differing views as to whether the impact of a proposed development o surrounding property values should be considered as part of the EIA process. There has been a recent surge in research regarding the evolution of Irish settlement. Due to the fact that much of this work focuses on larger towns and cities, the investigation of smaller, less influential settlements has consequently been greatly neglected. One of the themes which has been identified in larger towns in ecclesiastical influence on their development. It can be seen that in the case of large and influential ecclesiastical sites have been the basis for subsequent development. This paper illustrates the Irish public policy response to the location and development of large stores, through new planning guidelines issued in 2001. These guidelines provide the basis for a framework to guide local authorities in preparing development plans, in line with the broad principles of ‘sustainable development’. The context against which the new planning guidelines were deemed necessary is outlined. The paper concludes that the new guidelines will not seriously hinder non-food formats, nor disadvantage potential new international or national entrants. This study explores the potential of Problem-Based-Learning (PBL) as a teaching and learning strategy and curriculum design, in a continuing professional education course for a group of Pre-School Officers in the Early Childhood Care and Education (ECCE) sector in Ireland. A rationale for the adoption of PBL is presented. This rationale is based on the symmetry between PBL as a teaching and learning strategy and the professional practice model of the ECCE sector in Ireland. It is also grounded in the correspondence between established criteria for effective continuing professional education and PBL theory and practice.

The problem of homelessness still persists in many advanced capitalist Societies today, despite marked improvements in their overall economic prosperity. The broad objective of this research is ro undertake a comparative study of approaches to addressing the problem of homelessness in two such ocieties - the Republic of Ireland and the State of Victoria in Australia - and to develop an outline model, which addresses the problem of homelessness in a more holistic manner.
