ABSTRACT

This dissertation examines the proceedings of the Mainguy Commission, which was established in 1949 to investigate and report on a series of three “incidents” of collective disobedience which had taken place aboard Canadian warships in the early months of that year. The “incidents” were the culmination of a series of challenges that the senior staff was already endeavouring to address internally. Media and political attention to the indiscipline, however, brought the minister to insist that there be a public enquiry.

Mons Maiorum arguest against the all-to-common a line of thinking among some scholars of ancient Rome: that house exchange of “ancient families surviving in genetic and property continuity [is] not characteristic of Rome.” This belief relies fundamentally on evidence from Roman authors after the proscriptions of the first century BC, when long-established aristocratic families had been removed from the landscape of the Palatine, and Roman memory. Historians have never formed a consensus over the Essex Junto. In fact, though often associated with New England Federalists, propagandists evoked the Junto long after the Federalist Party’s demise in 1824. This article chronicles uses of the term Essex Junto and its significance as it evolved from the early republic through the 1840s.

The role of women in the Intelligence Community has evolved over time and captures the use of their skills to further assist, perpetuate, and lead intelligence operations globally. This paper serves as a historical overview of some of the techniques of the early female spies and highlights the successes of the modern woman’s contributions to the intelligence mission. Emerging female operations officers often face obstacles: dealing with bias within the bureaucracy, issues of female equality within certain cultures, and experiencing slower rates of promotion. The Office of Policy Coordination (OPC) of the Central Intelligence Agency (CIA) was formed in the late 1940s to help combat the spread of Communism across Europe and in the United States. From the outset, historians of genocide have seen themselves as activists. Among historians of colonial societies that is what distinguishes them most in relation to indigenous peoples. An ethnographic sensibility should be visible in any such study, and the more so when a question of genocide is raised. After all, if we do not have a sense of difference between peoples we fail the test of genocide at the first hurdle. Decisions of the National Labor Relations Board (NLRB), like those of other administrative agencies, are subject to review by the federal judiciary. Standards of review have evolved over time. The Administrative Procedure Act of 1946 provides that administrative decisions must be in accord with law and required procedure, not arbitrary or capricious, not contrary to constitutional rights, within an agency's statutory jurisdiction, and supported by substantial evidence. In practice, more attention is paid to two Supreme Court decisions, Skidmore (1944) and Chevron (1984). For many years Chevron seemed the definitive test. The multicomponent Eaton site in West Seneca, New York, was the focus of a long-term archaeological project. While the major emphasis was the excavation of a mid-16th-century Iroquoian village, all artifacts are being analyzed. These include 12 gunflints and 8 musket balls deposited at some point after the abandonment of the Iroquoian village. This article describes these objects, their distribution and dating, and the implications of these artifacts for the history of the site and the region.

Continuity Of Lithic Practice From The Eighteenth To The Nineteenth Centuries At The Nipmuc Homestead Of Sarah Boston, Grafton, Massachusetts, Joseph M. Bagley, Stephen Mrozowski, Heather Law Pezzarossi, John Steinberg

Northeast Historical Archaeology

Stone tools have been found at all Nipmuc-related house sites in central Massachusetts dating from the 17th through 20th centuries. This article explores in detail the lithic assemblage recovered from the kitchen midden of the late 18th and early 19th century Sarah Burnee/Sarah Boston farmstead in Grafton, Massachusetts. Quartz and quartzite lithics were found in similar concentrations as historic ceramics within the midden suggesting that these tools were in active use within the household. Ground-stone tools of ancient origin indicate curation and reuse of older materials, and knapped glass and re-worked gunflints suggest knowledge of flintknapping. This article argues that …

Economic theory often suggests that social institutions are strongly influenced by specific geographic features of regions. The history of gold mining in West Africa, however, suggests that the relationship between mineral resources and social organization is complex and fluid. First, over the centuries gold mining revenues may have encouraged state formation, but at the same time opportunities for conflict and corruption may have undermined state functioning. Second, while gold extraction and trade required social organization, the interpersonal relationships engendered by gold mining also led to new identities and social institutions. With the Habeas Clause standing as a curious exception, the Constitution seems mysteriously mute regarding federal authority during invasions and rebellions. In truth, the Constitution speaks volumes about these domestic wars. The inability to perceive the contours of the domestic wartime Constitution stems, in part, from unfamiliarity with the multifarious emergency legislation enacted during the Revolutionary War. During that war, state and national legislatures authorized the seizure of property, military trial of civilians, and temporary dictatorships. Through the analysis of letters between my parents, grandparents, and great-grandparents, I provide a glimpse of what being married has meant throughout the 20^th Century for heterosexual couples. The United States and Russia currently face political problems that undermine areas of trade and economics of both respective countries despite market forces. This analysis first gives an overview of key events in history to establish a basis of understanding of the foundation of U.S.-Russo political and economic relations. Secondly, an evaluation of the current issues that have pitted Russia and America against one another will shed light on the barriers of further development. Finally, utilizing both the past and present economic impacts forecasts three possible outcomes for U.S.-Russo political relations and the economic impacts that follow as a result.

The Mississippi County Nurse Midwife Program began during a conversation between two people in 1974. The agency was originally organized to improve access to medical care for women in Blytheville, Arkansas. However, it quickly evolved into a tool of changing deep seated attitudes of mistrust of male dominated orthodox medicine among poor and minority women. The effectiveness of the agency is founded in the acceptance of nurse-midwifery into the family of orthodox medical practice. This was a significant change from the decades-long narrative developed by orthodox medicine in Arkansas. The contributions of the nurse-midwife service are also found in the …

Despite Tacitus’ insinuations to the contrary, Cn. Calpurnius Piso (cos. 7 b.c.e.) was no friend and loyal supporter of Emperor Tiberius. The emperor offered Piso the command of Syria in an effort to win over the political support of this prestigious-but-recalcitrant senator. As a safeguard should Piso attempt something treacherous in this powerful command, Tiberius gave Piso the province at a time when Germanicus Caesar—the emperor’s loyal adopted son and heir—would be in the East resolving a number of economic problems in the eastern provinces. Thus Piso was not sent to watch the prince, but to be watched by him.

The value of historic observational weather data for reconstructing long-term climate patterns and the detailed analysis of extreme weather events has long been recognized (Le Roy Ladurie, 1972; Lamb, 1977). In some regions however, observational data has not been kept regularly over time, or its preservation and archiving has not been considered a priority by governmental agencies. This has been a particular problem in Southeast Asia where there has been no systematic country-by-country method of keeping or preserving such data, the keeping of data only reaches back a few decades, or where instability has threatened the survival of historic records. …
