September 11 changed the United States’ understanding of terrorism. Prior to these attacks, Americans typically viewed terrorist events and actors through the lens of foreign affairs, quite removed from “everyday” concerns. Terrorist events involving Americans did occur, occasionally on American soil, but a sense of American invulnerability never truly wavered. September 11 challenged this presumption; as well as perspectives on the history of terrorism, compelling some to reexamine past events in order to find portents of the future tragedy.

In “After Scotland: Irvine Welsh and the Ethic of Emergence,” the author’s objective is to mirror what he argues is the Scottish writer Irvine Welsh’s objective: to chart out a future Scotland guided by a generative life ethic. In order to achieve this objective, the author lays open and reengages Scotland’s past, discovers and commits to neglected or submerged materials and energies in its past, demonstrates how Welsh’s work is faithful to those and newly produced materials and energies, and suggests that Welsh’s use of those materials and energies enables readers to envision a new Scotland that will be integral …

A Review Of Phytoplankton Composition Within Chesapeake Bay And Its Tidal Estuaries, Harold G. Marshall, Lubomira Burchardt, Richard Lacouture

Based on a continuous 20-year data base ofmonthly sampling in Chesapeake Bay and tidal regions of its major tributaries, 1454 phytoplankton taxa have been identified in these waters. They represent a diverse assemblage of species with a dominant diatom flora throughout the year, in addition to large seasonal representation by chlorophytes, cyanobacteria, cryptophytes and dinoflagellates. Included among this flora were 34 potential harmful or toxin producing species. The phytoplankton compositions associated with the seasonal successional patterns are discussed, in addition to characterizing the dominant floral relationships, with comparison to early composition records within the Bay. In 125 years since Metchnikoff proposed the use of Metarhizium anisopliae to control the wheat cockchafer and brought about the first field trials, microbial control has progressed from the application of naturalists’ observations to biotechnology and precision delivery. This review highlights major milestones in its evolution and presents a perspective on its current direction. Fungal pathogens, the most eye-catching agents, dominated the early period, but major mycological control efforts for chinch bugs and citrus pests in the US had questionable success, and interest waned. The predecessor of the Wildlife Services program within the U.S. Department of Agriculture, Animal and Plant Health Inspection Service, was founded by C. Hart Merriam in 1885 with a Congressional appropriation of $5,000. These funds were used to organize a Section of Economic Ornithology as part of the Entomology Division of USDA. Merriam immediately hired longtime friend A. K. Fisher to be his assistant and the two shared a clerk. The new Section proved to be so popular with farmers and politicians that the Congress created a separate Division of Economic Ornithology and Mammalogy in 1886. The Commissioner of Agriculture …

On February 4, 1846, two groups of Latter-day Saints in the United States began their emigration out of the United States. The main body of the Church was leaving from Nauvoo, Illinois, under the leadership of Brigham Young, going overland to the West. The same day, also under instructions from Brigham Young. Samuel Brannan led a group from New York aboard the ship Brooklyn, going by sea around Cape Horn to San Francisco Bay.

The Electromagnetic spectrum is among our most valuable natural resources. Yet while the past few decades have seen a rich body of environmental law develop for other natural resources, this movement has largely passed over the electromagnetic spectrum. This Article argues that to remedy that situation, the public-trust doctrine, which is now a cornerstone of modern environmental law, should be extended to the electromagnetic spectrum. This extension would not be a leap: the public-trust doctrine has already been used to guarantee the public access to various bodies of water (not just navigable water), and to protect recreational lakes and beaches, …
