The decades immediately following World War II were prosperous but filled with great inequalities. Many social change movements, including the War on Poverty, attempted to eliminate these inequalities. Yet, programs as large and far reaching as these required many changes to the society itself. President Lyndon Johnson and Dr. Julius Richmond, director of Head Start, agreed that certain societal factors were necessary before social change could occur. Johnson felt that these conditions were "a recognition of need, a willingness to act, and someone to lead the effort" (Johnson The Vantage Point 70). Racism As Subtext: The Contemporary School Desegregation Controversy, Heather Beth Johnson

This paper examines the contemporary school desegregation controversy from a sociological perspective. Sheff v. O'Neill, a contemporary school desegregation case, is used as a context in which to study the opposition to racial integration. Through close examination of the arguments people use to frame their resistance, the racist subtext of contemporary school desegregation opposition is exposed. The data for this analysis come from legal briefs, newspaper accounts, and in-depth personal interviews with Connecticut citizens and various key actors in the Sheff case collected between January, 1993 and March, 1994. Revitalizing Our Cities Or Restoring Ties To Them? Redirecting The Debate, Donald A. Hicks

In this Article, I generally concur that certain legal reforms do hold considerable potential for ameliorating some of the desperate circumstances we find in our cities today. My view is rooted in the recognition that past reforms which dismantled legal barriers to equal opportunity were of monumental significance in broadening social and economic access to our urban arrangements. But it also is rooted in the conviction that a new wave of legal reform might well be required in order to reconsider other past reforms that, however unintentionally, have made many matters worse. Indiana's Civil Rights Commission: A History Of The First Five Years, David Sabol

Indiana's Civil Rights Commission evolved from the need to combat the often subtle racial injustices that permeated Hoosier society in the late 1950s and 1960s. A tradition of segregation along racial lines in Indiana was being challenged in the early 1960s by newly elected leaders who believed that their fellow black Hoosiers deserved to be treated fairly under the laws that were designed to protect their citizenship. Soldiers Of Christ, Angels Of Mercy: The Daughters Of Charity In Los Angeles, 1856–1888, Michael E. Engh S.J.
Vincentian Studies
This article describes the challenges the Daughters of Charity faced on the American frontier and how they successfully coped with them. Their efforts “contributed to the ongoing Americanization of their denomination” because the Daughters adapted their religious practices to life on the frontier. They responded to local needs and their works expanded far beyond the initial founding of a school and an orphanage. Among other things, they built a hospital, served as nurses and found jobs for women. As the first female business executives in Los Angeles, they did creative fund-raising for their own projects and for many Catholic causes. …
