Double-Consciousness In Constitutional Adjudication, Richard A. Primus

Constitutional theorists are familiar with epistemic and consequentialist reasons why judges might allow their decision making to be shaped by strongly held public opinion. The epistemic approach treats public opinion as an expert indicator, while the consequentialistapproach counsels judges to compromise legally correct interpretations so as not to antagonize a hostile public. But there is also a third reason, which we can think ofas constitutive. In limited circumstances, the fact that the public strongly holds a given view can be one of the factors that together constitute the correct answer to a constitutional question. Federal and state governments in the United States use income and payroll taxes as their primary tools to collect revenue. In the rest of the world, governments also use income and payroll taxes, but rely much more heavily than does the United States on taxing consumption. Consumption taxes take many forms, including general sales taxes, value-added taxes, and excise taxes on the consumption of specific items including gasoline, alcohol, tobacco products, firearms, air travel, telephone communication, and others. The U.S. government does not use a value-added tax, making the United States unique among high-income countries and a rarity in the …

Most Thai people assume incorrectly that substantial health promotion in Thailand started with the Ottawa Charter inaugurated in 1986. In fact, Thailand has a long history of health promotion. This article presented a history of health promotion in Thailand from before and after declaration of Alma-Ata to the advent of Healthy Thailand policy. It was found that a history of Thailand health promotion stemmed substantially with the foundation of the Ministry of Public health in 1942. Health promotion projects were implemented through national health development plans. The declaration of Alma-Ata, the Ottawa Charter, and the Bangkok Charter obviously influenced a …

Protecting Religion Through Statute: The Mixed Case Of The United States, Jay D. Wexler
Faculty Scholarship
Various legislatures of the United States and those of other countries with transitional legal systems have much to learn from U.S. Congress's mixed record of protecting religious freedom through statute. While legal systems and religious culture differ tremendously worldwide, some general lessons transcend these variances. In this context, the successes and failures of the Religious Freedom Restoration Act, or RFRA, (1993) and Title VII of the Civil Rights Act (1964) are analyzed. Five major conclusions are reached, which focus on the danger of ambiguity and the need for clarity and strictness in order to prove a religious protection act effective.

Providing supplements to the history of dermatology bibliographic record has been a continuous project for the past four decades. When the endeavor was initiated, the original authors decided that only contributions in English and those directly related to dermatology, excluding sexually transmitted diseases as such, would be indexed.
There is the perennial question of whether such a manually created bibiliographic project has a need. The obvious answer remains yes. While Index Medicus has expanded the number of journals that are indexed, the number of dermatology publications currently included by Index Medicus is just over fifty. Granted, most of the papers …

Triennial National Wildlife and Fisheries Extension Specialists Conference: 11th (2006)
This paper provides a brief overview of the history of USDA-Extension wildlife and fisheries programs at the national level, with emphasis on the years 1978-2000. Portions of the earlier history of Extension wildlife and fisheries programs at the national level can be found in previous proceedings of these National conferences and in other publications (see Miller 1981). This review of programs conducted or influenced by the National Program Leader (NPL) during the period is a brief snapshot in time regarding the presence of an experienced and motivated professional serving in the NPL wildlife and fisheries position.

While the men of Akron busied themselves laying the economic, legal, and industrial foundations, their mothers, wives, sisters, and daughters were equally busy weaving the benevolent and cultural fabric of the growing city. It was a pattern replicated in scores of industrial centers across the nation.
This is the story of how it happened in Akron, Ohio. Akron's "Better Half": Women's Clubs and the Humanization of the City, 1825-1925 looks at how women brought much-needed services to the city, created health institutions that continue today, and built Akron's cultural and literary foundations.
