Department of the Interior,
Washington, Nov. 26th, 1890.
Mr. H. U. Johnson,
The Century,
New York.
My dear Sir:
Yours of yesterday received. Have written M. Ward today. Regret his previous letter was not answered. But since my return from North Carolina, have not been quite well.
The National Parks are merely mentioned in my reports with short statement of rules etc. But have one of my General Land Inspectors in California now to make an inspection and suggest such course as his observations may warrant.
It is my present opinion that there should be placed a cavalry guard at …

I am exceedingly unwilling to get him into trouble of any kind. The "grab," however, is an especially greedy one. Leonard I do not blame, for he is a poor man, struggling to support a wasteful half-breed family. If we stop this grab it will show the Washburns more than anything else that would be done just now that we mean business and can effectively fight the monopoly. I think that the reason that Leonard was not sent to "prove up" on June 16 was because I had already told J. J. Cook, (Stoneware House,) and who is a …

My beloved husband,
Your precious letters from the Muir Glacier are here, and our hearts are comforted by their coming, and we can now dream of sunlight on the snowy mountains, and know the marvelous beauty of blue glacier walls and glittering icebergs, instead ofshivering in the trackless gloom of mist over an icy wilderness. Oh, those blessed little flowers! Surely there must be good angels that have tended them with loving care amidst the bleak east winds, and so the good Father above will not fail to lead you, His own dear child, in …

My dear Mr Johnson -
I have just written to our congressmen, every mothers son of them on the copyright bill & marvel greatly at my termerity in thus plunging recklessly into this new field of literature. I forward corrected proof of the Yo. article today. When you telegraphed for a description of the Tuolumne region I was busy on an independent article on the big Canon none of which was available as an addition to the Yo article. Therefore I had to dash off what I sent you which I fear you will find to …

Dear Mr Johnson.
On receipt of your telegram I dashed of this Tuolumne stuff amid many interruptions & is not as good as it should be. Correct anything you see amiss. I am not sure that I understand your telegram but supposed the additional matter was intended for publication with the Yo article. If so I must ask you to see to the splicing as I have no copy of the other M.S. & cannot remember what I have already written. I was pegging away in a general Big Canon Article, when your telegram arrived. Do …

John Muir;
"Dear my friend & fellow student, I would [lean?] my spirit oe'r you." Reading your exquisite descriptions in Picturesque California has given me an irresistible impulse to write to you; not to renew our friendship, for I will not admit that that has suffered a moment's break or decline. But I want to hear from you again & to know some things from you. I subscribed for Picturesque Cal. just before leaving Cal. last month, because you were its editor & principal writer. I have received five numbers, & the last …

The Element Of Locality In The Law Of Criminal Jurisdiction, Henry W. Rogers
The Element Of Locality In The Law Of Criminal Jurisdiction, Henry W. Rogers
Articles
THE Federal Courts have no common law criminal jurisdiction. The question was raised in the United States Circuit Court for the District of Pennsylvania, in 1798, in United States v. Worrall, 2 Dallas, 384, and the Court was equally divided in opinion. Iii 1818, Mr. Justice STORY, in United States v. Coolidge, 1 Gallison, 488, decided that there were common law offences against the United States. But this, as we shall see, was overruled by the Supreme Court. As early as 1807, Chief Justice MARSHALL, in Ex parte .Bollman, 4 Cranch, 75, had said, "This Court disclaims all jurisdiction not …
