This article traces the history of the relationship of papermaking and paper to libraries over time. Paper was first made in China and is traditionally considered one of that nation’s four greatest inventions, along with gun powder, printing, and the compass. Papermaking was often associated with archives in its early development in China, as well as when it was introduced to Japan, where it came to be a part of some Shinto and Buddhist temples, and later governmental agencies. Under Islam, the availability of paper was linked to increased literacy and growth of libraries. In early modern Europe, before the …

It has been just over thirty years since James Webster published his influential monograph Haydn’s “Farewell” Symphony and the Idea of Classical Style: Through-Composition and Cyclic Integration in His Instrumental Music (Cambridge University Press, 1991). To honor the anniversary of Webster’s groundbreaking book, the Encounters with Eighteenth-Century Music: A Virtual Forum steering committee asked L. Poundie Burstein, Elaine Sisman, and W. Dean Sutcliffe to offer perspectives on the book, and James Webster to respond to their perspectives. Speculative Constitutions In Ursula K. Le Guin’S Hainish Cycle And The Rights Of Nature, Ted Hamilton

This paper examines two speculative examinations of humanity as a unified species and agent of ecological change: Ursula K. Le Guin’s Hainish Cycle and the rights of nature movement. Le Guin’s Cycle imagines the slow interplanetary reintegration of human polities against a backdrop of cultural and environmental difference. I read the novels of the Cycle as an allegory for the rights of nature movement, which seeks to synthesize traditional and modern knowledge in a legal solution to ecological crisis. Both discourses, I argue, productively imagine a new historical understanding of humanity’s place on Earth, but they provide a weak theory …

Revolutionary Women is a five screen video installation that honors five women leaders of the Haitian Revolution that lasted from August 22, 1791- January 1, 1804. Women revolutionaries are almost non-existent in its historical documentation in spite of their important roles as fighters, military leaders, and spiritual guides. Revolutionary Women aims to fill this gap. It re-inserts these erased women into the history of the Revolution through telling the stories of Cécile Fatiman, Dédée Bazile, Marie-Jeanne Lamartinière, Victoria "Abdaraya Toya" Montou, and Sanite Bélair. The video installation takes an experimental mixed-media approach to tell their dynamic stories. The five screens …

A lone Necropolis guard, Hassan, decides to take a short trip to the abandoned hillside community of Qurna where his mother was from, only to find himself traveling through the ancient Egyptian underworld to make up for sins that precede his lifetime. To make it back to the land of the living, he’ll have to dodge fire-breathing serpents, survive a boiling lake, and collect offerings to present to the spirits of three nobles. From 1938 until the end of World War II, the Curtiss P-40 fighter participated in the European, North Africa, and Pacific theaters of war. An aircraft’s success depends primarily upon the pilot’s expertise. Without skilled pilots, technology alone cannot win a war. Technological innovation still plays a crucial role in the success of a nation’s air force. Relative to technological developments, how impactful is a pilot’s skill on a fighter plane’s performance? The Flaneur In The Borsig Locomotive Works: Walter Benjamin, The Berlin Radio Youth Hour, And Sound As Pedagogy, Kevin S. Amidon

Walter Benjamin’s radio addresses for young people remain a comparatively neglected part of his work. New scholarship and translations have begun to address this, however. This arti- cle argues that the radio addresses, and particularly the address on the Borsig locomotive and machine works, deserve a prominent place within the critical and intellectual trajectory of Ben- jamin’s career. A close reading of “Borsig” demonstrates how the addresses model the modes of experience mediated by and through Benjamin’s master figure of the flaneur and generate the possibility for a historical pedagogy adequate to modernity. The End Of Balancing? Text, History & Tradition In First Amendment Speech Cases After Bruen, Clay Calvert, Mary-Rose Papandrea

This Article examines the potential impact on First Amendment free-speech jurisprudence of the U.S. Supreme Court’s increasing reliance on text, history, and tradition in 2022 decisions such as New York State Rifle & Pistol Association v. Bruen. In Bruen, the Court embraced a new test for examining Second Amendment cases. It concentrates on whether there is a historical tradition of regulating the conduct in question, and it eliminates any use of constitutionally common means-end standards of review such as strict and intermediate scrutiny. Those two scrutiny standards often guide the Court’s free-speech decisions. The Bruen majority, however, asserted that its …

N-Gram Text Classification On Standard Croatian, Bosnian And Serbian, Kegan Messmer

This study attempts to use three different kinds of n-gram text classification models to differentiate the standard forms of Croatian, Bosnian, and Serbian. These three languages, along with Montenegrin, were once considered one language, collectively termed “Serbo-Croatian”. These languages share a common South Slavic ancestry, and there is an argument to be made that their novel status as distinct languages is due to non-linguistic factors, such as culture and politics. This study uses 300,000 sentences from each language, sourced from Wikipedia pages written in the standard forms of each language. The US response to Iraq’s recovery in the aftermath of 2003 Operation Iraqi Freedom suffered from an initial conclusion that it was the country’s petroleum infrastructure rather than its electrical networks that were in greater need of recovery resources. The resulting misallocation of resources delayed power restoration to much of the country and frustrated those in affected regions.
Whether the cause is war or a catastrophe sparked by Mother Nature, accurately identifying and correctly prioritizing post-disaster requirements is fundamental to an effective and efficient response. This article provides an annotated review essay of Jennifer E. Sims’ book, Decision Advantage (2022). She communicates several valuable insights into how intelligence manifests in international affairs. Qualities are accomplished through Sims’ development of the concept and theory of ‘decision advantage’ in a variety of intelligence contexts, articulated via a series of different historical case studies ranging chronologically from the Spanish Armada to Cyberwar. Alongside acknowledging intelligence systems and engineering, notions of ‘intelligence power’ and ‘intelligence advantage(s)’ emerge as central, together with ideas of agility and adaptability amongst exponents. The U.S. Invasion Of The Dominican Republic: From Cooperation To Conquest, Andrew Defabio

This paper explores the political and military relationship between the U.S. and the Dominican Republic from the Eisenhower administration to the Johnson administration’s invasion in 1965. The U.S. intervention in the Dominican Republic was a military operation that had been planned and prepared for by administrations prior and not simply a reactive decision to prevent a Communist takeover. Analysis of multiple administrations places the invasion of the Dominican Republic in a larger context of U.S. – Dominican relations. The U.S.’s desire to dominate military and political aspects of the Dominican Republic is consistent with U.S. Cold War Latin American policy.

Stanley Surrey is perhaps best known for his promotion of the concept of tax
expenditures—the characterization of various tax preferences as substitutes for
direct expenditures. That emphasis understates his lasting influence on the tax
policy process. An equally important and lasting achievement was establishing
and promoting the integrity and professionalism of the Treasury’s Office of Tax
Policy (OTP), while garnering the support of much of the wider tax policy
community for basing tax policy on the principles of fairness, simplicity, and
efficiency.

This article pushes towards the integration of the history of Black Adult Education (AE) into the broader history of AE literature and it contributes a critique of the field’s general omissions and misrepresentations of Black history. The purpose of this paper is twofold: (1) to critique the white-dominated history of AE texts and (2) to provide a historiographical essay that highlights works focused on the Black history of AE. In doing so, we offer a historical counternarrative rooted in the secondary historical literature that addresses the history of Black education. In the two decades since their adoption in 2001, the International Law Commission (ILC)’s Articles on the Responsibility of States for Internationally Wrongful Acts (ASR) have had an extraordinary influence, not just on the field of international law generally, but also on the work of the ILC itself. Indeed, the ILC concluded four projects that directly resulted from or were closely related to the ASR in the first decade after its adoption. Moreover, references to the ASR have worked their way into most (albeit not all) of the ILC topics completed since 2001.

The participation of women in the Early Christian communities is widely accepted. Nevertheless, there is no consensus on what was their role in these communities. Until now the study of women in the Early Christian communities has focused mostly in the writings of some ancient authors and a few biblical texts. These studies have been done mostly by theologians and historians. Such studies rarely take a deep look at the Greco-Roman background and at the historical, socio-cultural contexts.
