Access to a skilled professional midwife is the right of each woman. Research evidence shows that midwives prepared to international standards decrease rates of morbidity and mortality and promote health of both mothers and infants. At present, in Pakistan, there are several midwifery cadres, with different formal education levels, who provide maternal and child health services. There are currently three types of diploma programs each serving a different cadre. Until 2012, there was no opportunity to obtain higher education in midwifery in the country. While institutions spend more resources addressing affordability, access, and accountability measures, they face the added pressures of retirements in upcoming years. Consolidating administrative structures by forming multi-campus institutions is one potential solution that purports to save money and preserves access for students. Unfortunately, multi-campus institutions face intercampus tension that may reduce the expected gains in efficiency. In this phenomenological study, 11 experienced multi-campus administrators were interviewed regarding intercampus tension and leadership at multi-campus institutions. Old Dogs Can Learn To Like New Tricks: One Instructor's Change In Attitude To Online Instruction From 2009-2017, Thomas V. O'Brien, Holly A. Foster

This qualitative case study examined a veteran instructor's change in attitude about university online instruction. After a short review of the literature and explanation of the project, researchers conducted a content analysis of an instructor's annual self-reports about his online teaching of a graduate course in the social sciences. The self-reports were written between 2009 and 2017. The researchers also examined students' end-of-semester evaluation scores about the course and instructor. Results suggest that the teacher began online teaching with a mixed attitude. Utilizing data from the 2012 University of California Undergraduate Experience Survey (UCUES), the following question was addressed: What are the direct and indirect effects of writing proficiency on cognitive development among international students? Because many international students have chosen to study in the United States to improve their academic achievement, the higher education community has needed greater understanding of those factors which contribute significantly to the success and satisfaction of international students. Writing proficiency is one such factor, and the findings of this research study have suggested the importance of providing support and designing programs for improved writing skills.

This report details the findings of a feasibility study for the Department of Education and Training (DET) into the development of a higher education student equity ranking index. The purpose of study was to determine whether it was possible to measure higher education equity performance at the institutional level and convey each institution’s relative performance through an ‘equity rank’. The ranking was to be based on institutional performance in regard to equity-group students, including students from low socio-economic backgrounds; students from regional/remote areas of Australia; Indigenous students; students with disability; and students from non-English speaking backgrounds.

Dual Enrollment In Alaska: A 10-Year Retrospective And Outcome Analysis, Dayna Defeo, Trang Tran

This paper explores University of Alaska dual enrollment (DE) offerings from 2008 to 2017. It details the distribution of programs across geographic and demographic groups, examines student participation and academic outcomes over this 10-year period, and describes how current DE activities compare to the decade prior. DE enrollments have increased by 85% in the past 10 years, while headcount has increased by 49%, indicating that, on average, students are taking more DE courses while in high school. DE students complete 93% of their courses satisfactorily; 66% apply to a UA institution when they graduate high school and 41% attend. Though …

This project investigated the research question: How do changes in inter-cultural competency (ICC) compare among pre-service teachers at three data collection points? Intercultural competency was defined as “the capability to accurately understand and adapt behavior to cultural differences and commonalities” (Hammer & Bennett, 2010). The study was based on the Developmental Model of Intercultural Sensitivity (Bennett, 1986), which identified five orientations toward cultural differences: denial, polarization, minimization, acceptance, and adaptation. Data was collected from 48 undergraduate students who majored in elementary education. There is a lack of equitable representation of women of color in upper-leadership roles on college campuses. The purpose of this dissertation was to explore how women of color who serve as Chief Student Affairs Officers (CSAO), navigated both their racial and gender identities in their professional role, how they were prepared for this identity navigation throughout their career, and how they mentor younger professional women of color. Section 504 is a civil rights law that prohibits discrimination against individuals with disabilities by programs or activities receiving or benefiting from federal assistance (Rehabilitation Act, 1973). Specifically, Subpart E of the rules and regulations for Section 504 addresses postsecondary educational services and prohibits discrimination in the areas of recruitment and admissions, academic and athletic programs and activities, student evaluations, housing, financial aid, counseling, and career planning and placement.

In July of 2015 the General Assembly of Connecticut enacted House Bill 6919, which effectively established a task force concerning outcomes based financing for higher education. This task force would convene meetings discussing performance based funding (PBF) with the end goal of adopting this policy, which nationally had already been done by over thirty states. Higher education institutions have put more weight on the use of experiential learning to provide students with opportunities to grow intellectually and develop as engaged citizens. Many recent studies have looked at the quality and educational impacts of a variety of experiential and service learning experiences, yet few have explored what other ideological impacts may result from specific non-curricular experiential learning experiences. This project draws attention to a disconnect between US higher education internationalization policy rhetoric which centers ideas of mutual cross-cultural exchange, and study abroad research, which focuses almost exclusively on the educational and experiential outcomes of the US based participant. Using neoliberalism as a theoretical framework, this comparative case study utilizes qualitative interviews with 57 host community members in the popular study abroad destinations of San Jose, Costa Rica and Florence, Italy, to focus on how those who engage with US study abroad students understand and are impacted by those encounters. Is Collegiate Political Correctness Fake News? Relationships Between Grades And Ideology, Matthew Woessner, Robert Maranto, Amanda Thompson

While considerable quantitative research demonstrates ideological liberalism among American professors, only qualitative work examines whether this affects undergraduate education. Using the HERI dataset surveying students in their first and fourth years in college (n=7,207), we use OLS regressions to test whether students’ political beliefs are associated with reported college grades and perceived collegiate experiences. We find that while standardized test scores are the best predictors of grade point average, ideology also has impacts. Even with controls for SES, demographics, and SAT scores, liberal students report higher college grades and closer relationships with faculty. Across all job sectors, women working full-time earned about 80 percent of what men earned in 2016. Within higher education this gender gap persists in salary, hiring, promotions, and other aspects of academic employment. Professors can seemingly attempt to remedy this under Title VII of the Civil Rights Act or Title IX of the Education Amendments, both of which prohibit sex discrimination in higher education. Circuits, however, have split as to whether Title VII preempts Title IX in actions for employment discrimination in higher education.

The Third Circuit revived this split in Doe v. Mercy Catholic Medical Center, and …
