The purpose of the study was to evaluate the adequacy of selected services, conditions and opportunities to international students in the academic areas of; proficiency in the English language, academic advisement, instructional practices, format of examinations and grading practices as well as in areas; finances, cultural adjustment and personal problems. Attempt was also made to determine how international students differed in perceptions of the adequacy of services, conditions and opportunities offered to the international student clientele by the college based on seven personal characteristics.
The population surveyed consisted of international students (157) except the twenty students who participated in establishing …

Collegial Governance In Public Institutions: A Dean's View, J. Robert Wills

This article examines collegial governance in public institutions from the perspective of a dean, addressing both its challenges and potential. Governance is described as occurring within a complex web of relationships among faculty, chairs, deans, and central administrators, often divided into opposing “teams” that foster distrust and hinder cooperation. Texas Health Studies (THS), a non-profit education service organization, serves hospital-based educators as a primary client group. These educators traditionally come from a health services educational experience which emphasizes the provision of patient care rather than education. However, this educator is expected to provide quality education services to a wide variety of groups within the hospital setting. With the increase in accountability throughout the hospital, the hospital-based educator may experience an increase in pressure to demonstrate competency. This article explores the qualities of organizational culture that can make academic departments more enabling rather than constraining. Drawing on a sabbatical experience with W.L. Gore & Associates, the discussion contrasts corporate practices with academic structures. Gore’s culture emphasized freedom, fairness, commitment, and open communication, supported by a lattice-style structure and sponsorship instead of hierarchical management. From this model, six principles of empowering organizations are identified: distributing power and opportunity, maintaining open communication, using integrative problem-solving, encouraging challenge within trust, fostering self-responsibility, and learning from organizational contradictions. The use of telecourses as an alternative method of instruction has grown considerably among higher education institutions in the past decade. Yet reservations linger regarding the effectiveness and appropriateness of this technology in academic settings. While the literature has generally shown no negative impacts of telecourses on academic performance, questions remain about the quality of the learning experience and how well this medium serves the needs of the diverse student types being served by colleges today.

Public and private institutions of higher learning coexist throughout the United States in a pattern of diversity that is unknown in any other postindustrial society — and Massachusetts is a prime example of U.S. pluralism in education. In an era of scarce resources and mounting costs, the contrary instincts for cooperation and competition are at work.
