Religion continues to play a significant role in shaping our attitudes toward nature.2 Time-honored principles of stewardship of the land demand that we owe a duty to future generations to allow them to inherit a healthy environment. Essential to this obligation is spiritual faith, not the trendy brand of secular humanism espoused by ecodogmatists seeking environmental justice through means unmoored from centuries-old principles of creation. Concerned Citizens for Nuclear Safety (CCNS) contracted with Bernd Franke, Catherine M. Richards, M.S., Steve Wing, Ph.D., and David Richardson, Ph.D. to investigate the following public health issues concerning LANL emissions:
• Historical and current emissions of radioactive materials from LANL (Los Alamos National Laboratory) operations into the air;
• Incidence and mortality rates for LAC (Los Alamos County) residents for 24 types of cancer compared with state and national reference populations; and
• Occupational health studies of LANL employees exposed to radionuclides.

This study examines and analyzes the sustainable development indicator data and determines what improvements and recommendations are needed for East Baton Rouge Parish’s development. This thesis has identified methods and indicators for studying sustainable developments, studied patterns of sustainable developments in the East Baton Rouge Parish to identify trends and developed recommendations that would encourage sustainable development in the East Baton Rouge Parish. It forms fourteen sustainable principles that would encourage sustainable development in East Baton Rouge Parish and a framework for a sound development.

The cleanup of this country’s federal facilities can affect a wide range of tribal and community interests and concerns. The technologies now in use, or being proposed by the Department of Energy, Department of Defense and other federal agencies can affect tribal treaty protected fishing, hunting and other rights, affect air and water quality thereby requiring the tribe to bear the burden of increased environmental regulation. Preventing environmental exposures that threaten human health remains among the best but least attended to opportunities to improve everyone’s health. For more than a decade, medical care concerns, exacerbated by voracious competition among medical empires and the implacably growing number of uninsured, have often been misconstrued as constituting a complete agenda for health system reform. The authors explain the predicament from an historical perspective — how defining events moved U.S. health policy away from protecting the public against dangerous exposures toward unrealistic expectations that doctors will fix whatever goes wrong, at least for individuals with ample medical insurance. Burning And Burying In Connecticut: Are Regional Solutions To Solid Waste Disposal Equitable?, Timothy Black, John A. Stewart

To comply with federal legislation, states throughout the country are replacing old town dumps with a regional system for municipal solid waste disposal.This system includes trash-to-energy incinerators and ash landfills as well as recycling and reduction facilities. While these new types of facilities are expected to be environmentally safer, they have concentrated the disposal process of waste generated throughout the state in fewer locations. State leaders champion the use of newer, cleaner disposal methods, while local community groups complain that they have become the dumping grounds for the state. This is the first environmental equity study to examine whether these …

Is There A Private Cause Of Action Under Epa's Title Vi Regulations?: The Need To Empower Environmental Justice Plaintiffs, Bradford Mank

This article will apply the Chester three-factor test to find a private right of action implied in the administrative regulations promulgated by various agencies to implement Section 602 of Title VI. This article also proposes that it would be inconsistent to apply today's more stringent standard for inferring congressional intent in deciding whether a private right exists under Section 602. Such inconsistency arises as a result of the Supreme Court's application of a more lenient standard in recognizing a private right of action under Section 601.

Environmental Inequity: Economic Causes, Economic Solutions, Thom Lambert, Christopher Boerner

The article examines one such shortcoming: namely, that existing research fails to account for the dynamic nature of the housing market. Analyzing data from the St. Louis metropolitan area, this study finds that economic factors--not siting discrimination--are behind many claims of environmental racism. This phenomenon suggests the need to develop public policies that fit the economic nature of the problem. In particular, a policy that compensates individuals living near industrial sites is the key to securing environmental justice.

While recognizing that the making of environmental policy is sufficiently complex that no one method can serve all conditions, Dr. Kadvany urges that more attention be given to multiattribute utility and decision analysis.
