Adolescents and Young People
Despite significant progress in improving primary enrollment and attainment for girls in low- and middle-income countries (LMICs) in recent years, gender disparities in education persist and hinder opportunities for girls. Educational attainment for girls has plateaued in numerous countries, with only a few making significant strides in narrowing the gender gap. Moreover, attainment alone does not always translate to improved learning. Gender-related barriers such as school environments that are not conducive to learning and the experience of violence, early and forced marriage, and early childbearing, as well as a lack of support for girls’ education impede attainment and learning. International human rights law was developed with the underlying philosophy that all human beings are born free and equal in dignity and rights. However, since its development, we have seen a vast number of human rights violations persist with no recourse. The War on Gangs in El Salvador is just one example of this. This Note examines the history of the War on Gangs in El Salvador, the tumultuous political landscape that has spurred as a result, and how political efforts to address gang violence have been used as a tactic to strip Salvadorans of their fundamental rights and dignity. …

From 2007-2012, El Salvador had the highest average female homicide rate in the world. While much of the spotlight has been on male gang-related homicides, this paper shifts the focus to the alarming violence that women in El Salvador experience. What explains the skyrocketing female homicide rate in El Salvador over the past 10-15 years? To answer and more deeply engage with this contemporary research question, I unearth the historical roots and causal factors. "Since the start of the 21st Century, the CLA region has faced considerable challenges, including prolonged droughts with intermittent and extreme floods due to climate change; violence and political instability linked to the drug trade; political, socioeconomic, and food insecurity from agricultural declines; human displacements; urbanization; and even the marginalization of large indigenous populations [2, 3]. The Mara Salvatrucha 13 (mara) and Barrio 18 (pandilla) gangs have become a major concern for the governments of the Northern Triangle of Central America (Guatemala, El Salvador, and Honduras) and the United States. In recent years, government officials have attributed violence and the exodus of Central Americans to the developing capacities of gangs. The Mara Salvatrucha 13(MS-13) and Barrio 18 have been identified to strategically implement violence and extortion rackets which have led to transformations in their organizational structures and increased participation in drug trafficking. Multiple episodes of dispossession and displacement characterize the lives of landless rural and semi-rural families across El Salvador. The residents of 30 de Abril, a semi-rural community in El Salvador formed from displaced families, engaged in a five-year struggle to force the government to make good on its promise of land to the rural poor. Now, with legal titles in hand, residents continue to work together to seek additional services and resources for their community, proving their resilience in the face of displacement. La Incidencia De Las Pandillas En Los Barrios Salvadoreños Y Su Efecto En La Legitimidad Política, Abby Córdova

Este artículo explora cómo la incidencia de las pandillas en los barrios salvadoreños erosiona la confianza en el gobierno nacional. Los resultados muestran que los niveles de confianza en el gobierno nacional varían de un barrio a otro, dependiendo de la vulnerabilidad de sus habitantes a la inseguridad generada por las pandillas. Se demuestra que, en barrios asediados por las pandillas, víctimas y no víctimas del crimen muestran niveles similares y bajos de confianza en el gobierno nacional.

From 2011–2014, the United States Department of Homeland Security recorded an extraordinary increase in the number of unaccompanied children arriving at the southern border from Central America’s “Northern Triangle”—the area made up of El Salvador, Guatemala, and Honduras. In fact, in fiscal year 2014, United States Customs and Border Protection apprehended over 50,000 unaccompanied children from the Northern Triangle. That is thirteen times more than just three years earlier. Central America continues to be a violent region and is prone to increasing climatic shocks and environmental degradation. This paper explores the non-linear feedback loop between violence and climate shocks on livelihood resilience in El Salvador and Honduras, two countries experiencing high rates of violence. The nature of this complex feedback loop is examined by analysing case studies on the community scale, which include challenges in reconstructing community social capital post-Hurricane Mitch (1998) in Honduras and the importance of social capital in community resilience to Hurricane Ida (2009) in El Salvador. This thesis examines the potential impact of community oriented policing in Latin America through a series of case studies from Brazil, Mexico, Chile, Colombia and El Salvador dating from the early 1990’s to the present. They are analyzed through a typology that organizes community oriented policing strategies according to costliness to the police. Costliness is defined as the amount of power that the police have to renounce to the community to implement a certain strategy. Abstract: The Civil War in El Salvador impacted more than the economic and political structure of the tiny Central American nation. Every Salvadoran citizen who endured the conflict was affected personally by the conflict. This effect is demonstrated through memory, and is manifested in the political spectrum. Memories of the war diverge along political lines, and narratives of past events are continually reinforced by the country’s two major political parties, who each played the dominating roles as opposing forces in the conflict. Gangs, Violence, And Victims In El Salvador, Guatemala, And Honduras, Juan J. Fogelbach

Country conditions in El Salvador, Guatemala and Honduras will require U.S. courts to address complex protection law issues involving current and former gang members, as well as their victims. For example, just three months after the Seventh Circuit's decision, the Sixth Circuit also held that former gang members were a particular social group. In order to ensure proper handling of these cases, advocates, adjudicators, government attorneys, and judges must acquire a high level of understanding of gangs and violence in the affected countries. To facilitate this process, this paper will synthesize and analyze publicly available information on gangs and violence …

This Note discusses the dramatic proliferation of the Mara Salvatrucha (MS-13) over the last two decades, primarily focusing on the efforts of the United States and El Salvador to bring the notorious MS-13 to justice. The United States' deportation policy in the mid-1990s and its impact on the presence of MS-13 in El Salvador and the United States set the backdrop for an analysis of the current weapons available to combat the gang's transnational threat.
